Bilingual commentary — The Tragedy of Linguistic Decay

At times I scan newsworthy social media notifications that appear on my phone. One thing has become abundantly clear to me: the posts I see are a window into the linguistic decay that has been settling into our American culture.

I am struck by the paucity of commentary that is written well. The overwhelming majority of the posts offer a glimpse into the atrocious grammar and spelling that are a regular feature of our national discourse. This widespread deterioration of the English language, by which we communicate with each other, raises a seriously unsettling question about our society: why have we allowed ourselves to embrace and normalize this consistently sloppy writing?

Supported by a $2 million investment from CenCal Health – the region’s Medi-Cal health plan serving more than 220,000 members in Santa Barbara and San Luis Obispo counties – the new resource connects residents with navigation assistance, resource guides, and information about Medi-Cal.

VENTURA — On Tuesday, October 6, the Board of Supervisors heard a report on the County’s inter-agency efforts to prepare for a potentially strong El Niño storm season. Staff from the Sheriff’s Office of Emergency Services, Fire Department, Public Works Agency, and the County’s Public Information Office shared updates on work already underway to help ensure the community is storm ready ahead of a potentially wetter winter.

Pre-season efforts are focused on reducing risk and ensuring the County is ready to respond quickly if significant storms impact local communities. Preparations include inspecting and maintaining flood-control infrastructure, clearing drainage systems and debris basins, preparing swift water rescue resources, and coordinating emergency response plans for areas at higher risk of flooding and debris flows. The County’s Public Works Agency has already removed more than 235,000 cubic yards of material from detention basins and waterways in preparation for the winter storm season.

The National Weather Service is forecasting that significant El Niño conditions will continue to intensify through the end of 2026, with the possibility of these conditions creating the strongest event on record. The presence of strong El Niño conditions raises the likelihood of Ventura County experiencing a stormier, wetter than usual winter.

VENTURA — The City of Ventura invites community members to learn about its proposed permanent Tree Protection Ordinance before it returns to the City Council for consideration on October 27, 2026. The proposed ordinance is intended to protect and enhance Ventura’s urban forest while establishing clear standards for tree preservation, removal, and replacement.

At two upcoming community meetings, City staff will explain which trees would be protected, when a permit would be required, what to expect from the permit process, and other proposed impacts. Attendees will have an opportunity to ask questions and share input.

The closure will be in both directions from 10th St. to Hallock Dr. The closure begins on Friday at 8:00 p.m. and continues into Saturday, October 3rd, until 9:00 a.m. Motorists will be detoured on to surface streets in the City of Santa Paula during the freeway closure. Travelers are urged to avoid all unnecessary travel on Highway 126 and traffic delays are expected during the full freeway closure.

In mid-September, I had the opportunity to enjoy watching some of the finest flamenco dancing I had ever seen. The event, dubbed “Danzas y Canciones” (“Dances and Songs”) was held on the campus of Oxnard College in its Performing Arts Building.

Anyone with curiosity who hears the passionate cries of a flamenco dancer and observes the intricacies of the step patterns and rhythms of the dancer’s feet will instinctively want to know something about the origins of this highly expressive art form.

The SBA issued a disaster declaration in response to a request received from California Governor’s Office of Emergency Services Director Caroline Thomas Jacobs on behalf of Governor Gavin Newsom on Sept. 17.

The disaster declaration covers the California counties of Kern, Los Angeles, Orange, San Bernardino, and Ventura.

Albin brings over three decades of fire service experience to the role, including 28 years with the Oxnard Fire Department. He joined the department as a firefighter in 1998 and rose through the ranks, promoting from Firefighter to Fire Engineer in 2002, Fire Captain in 2011 and Battalion Chief in 2025, when he was selected to establish and lead the department’s newly created Support Services Division, which manages fleet, facilities, technology, logistics, purchasing, and peer support.

City of Santa Paula opens Cooling Center amid high temperatures

SANTA PAULA — With temperatures expected to reach 90 degrees or higher for several consecutive days this week, the City of Santa Paula will open a cooling center at the Santa Paula Community Center to provide residents with a place to find relief from the heat.

The cooling center will be located in the front lobby of the Santa Paula Community Center, 530 W. Main St., Santa Paula, and will be open this Wednesday, September 9 through Thursday, September 10, from 10:00 a.m. to 5:00 p.m.

A couple of weeks ago, I randomly chose a book to read from one of the “little libraries” that people put up in their front yards. Despite considering myself somewhat of an optimist, a book by Timothy Egan, The Worst Hard Time, caught my eye.

This book is about the Great American Dust Bowl, that period of our history marked by immense environmental, economic, and agricultural hardship. The Dust Bowl coincided with the Great Depression, something that my parents and grandparents lived through—and fortunately survived.

VENTURA — The Ventura County Environmental Health Division (Division) received confirmation from the California Department of Public Health that a bird collected in the city of Camarillo on August 1, 2026, and two birds collected in the city of Ventura on August 3, 2026, tested positive for West Nile virus (WNV). All mosquito breeding sources in the area where the birds were collected will be inspected and treated if evidence of mosquito breeding is observed. Ventura County Public Health and Environmental Health are closely monitoring WNV activity, including the increase in WNV cases and the recent WNV-related death in Los Angeles County.

Public Health confirms that no human cases of WNV have been identified to date in 2026 in Ventura County.

This morning I woke up to the disconcerting news that our national debt had attained an ominous level: $40 trillion dollars (that’s $40,000,000,000,000). Sure, it sounds like a lot of money, but what exactly does that portend for us, our children, and our grandchildren?

Lots of bad things, as it turns out. Apparently, the United States can bury itself in debt just as individuals can. What happens when we as individuals find ourselves drowning in debt?

Our credit rating drops because we can no longer be trusted with fiscal management. So too the United States.

VENTURA — The Ventura County Board of Supervisors unanimously approved renaming the Ventura County Family Justice Center in Ventura as the Judge Colleen Toy White Family Justice Center, honoring the late Ventura County Superior Court Judge whose decades of public service transformed how the county supports victims and other vulnerable members of the community.

Judge White devoted 41 years to serving the people of Ventura County, including 18 years with the Ventura County District Attorney’s Office, where she served for 10 years as Chief Assistant District Attorney. She was elected to the Ventura County Superior Court in 1994 and served 23 years on the bench before retiring in 2017. During her judicial career, she served as Presiding Judge, Assistant Presiding Judge and Family Law Supervising Judge.

The Assessor’s Office has received numerous calls, emails, and in-person visits from property owners inquiring about a supposed federal program that allegedly freezes property taxes. This misinformation is being spread through fraudulent online claims, social media posts, and scam phone calls encouraging property owners to file a non-existent federal IRS form “1098-SR” to reduce or freeze property taxes. No such form exists, and these messages are not legitimate.

Hilda Zacarías, longtime Allan Hancock College Board of Trustee, announces resignation

SANTA MARIA — Hilda Zacarías announced her resignation from the Allan Hancock College Board of Trustees at their meeting on Tuesday, August 18, effective immediately. After 14 years of service on the board, Zacarías is moving outside the area she represented as a trustee.

“I have often said that my tenure as a trustee of Allan Hancock College has been my favorite public service,” said Zacarias. “This is not the same college I first came to in 1986, and it is not the same college I joined as a trustee in 2012. I have witnessed both individual and institutional transformation, and I am proud to have supported policies that strengthened our inclusive and enriching community of learning.”

VENTURA COUNTY — Ventura County Public Health (VCPH) has confirmed a positive case of measles related to international travel. This is the first confirmed case in the county since 2017. VCPH is conducting a thorough investigation and working closely with healthcare providers and exposed contacts to prevent further transmission. Measles is a highly contagious viral disease that spreads through coughing, sneezing, and airborne particles. The virus can remain in the air for up to two hours after an infected person leaves a room. Unvaccinated or undervaccinated individuals are especially at risk of infection. With state-mandated 2030 seismic deadlines approaching, this work provides a timely opportunity to redesign healthcare delivery to be more sustainable, accessible, and responsive to residents.

HCA has engaged the consulting firm Health Management Associates (HMA) to support the health care planning for SCRV. HMA is a national independent research and consulting firm that focuses on publicly-financed health care.

VENTURA — The Ventura County Area Agency on Aging, a division of the Human Services Agency, is starting its annual distribution of discount cards to be used at participating Farmers’ Markets. Adults over the age of 60 who are on a limited income and meet the eligibility guidelines may receive this free benefit.

Cards are only available while supplies last at each distribution point. They can be used to purchase up to $50 in fresh, nutritious, unprocessed, locally grown fruits, vegetables, honey and herbs.

A recent series of blistering Truth Social posts excoriated Canada for “actively wafting” filthy, polluted, unhealthy air from their wildfires across the border into the U.S. Never mind that the Canadians “wafted” their soldiers into Afghanistan to help us with the war on terror in 2001. Never mind that when we have wildfires, Canada sends help.

Ventura County Assessor sends 2026 Annual Value Notices to property owners

VENTURA — The Ventura County Assessor’s Office has begun mailing approximately 250,000 Annual Value Notices to property owners. These notices inform recipients of their property’s assessed value as of the lien date, January 1, 2026.

Of the total notices being sent, approximately 206,000 property owners will receive postcards that reflect the standard 2% increase in assessed value in accordance with Proposition 13. In addition, more than 6,500 owners will receive letter notices informing them that their property’s market value is lower than its Proposition 13 factored base year value, indicating a temporary reduction in assessed value.
