Ventura updates Short-Term Rental Ordinance: Renew by August 31, Apply by July 13

VENTURA — The City of Ventura has finalized an updated Short-Term Vacation Rental (STVR) Ordinance with two critical deadlines property owners need to know:

  • Existing Permit Holders: August 31, 2026, renewal deadline
  • New Applicants: July 13, 2026, application opening date

Current STVR permit holders have until August 31, 2026, to renew their permits, or their permits will be canceled. The City is guaranteeing renewal for existing permit holders under a grandfathering provision, provided they meet updated requirements and submit applications on time through Ventura Online Permit Services (OPS).

Beginning July 13, 2026, the City will accept applications for new STVR permits within designated geographic zones on a first-come, first-served basis.

Key changes to the ordinance include:

  • Permit fees increase to $1,526 (from $204), effective July 1, 2026.
  • Geographic permit zones with capacity limits: Maximum 2 permits per owner; 1 permit maximum in the Pierpont area.
  • New parking requirements: Free, unobstructed onsite parking must be continuously available to guests.
  • Homestays now permitted: Property owners may legally rent individual rooms in their primary residence.
  • Accessory Dwelling Units (ADUs) cannot be rented as short-term rentals, per state law.

The City is actively enforcing STVR regulations. Unpermitted rentals are subject to civil penalties up to $1,500 for the first violation, $3,000 for the second, and $5,000 for the third or additional violations within 12 months.
