VENTURA — The City of Ventura is proud to announce the adoption of its Climate Action and Resilience Plan (CARP), approved by the City Council on October 21, 2025. The plan outlines the City’s strategies to reduce greenhouse gas emissions, prepare for climate-related hazards, and strengthen community resilience to the impacts of climate change.
Developed by the City’s Community Development and Public Works Environmental Sustainability staff, the CARP was prepared in conjunction with the General Plan Update to ensure that climate action is integrated into all aspects of City planning and decision-making.
The Climate Action and Resilience Plan serves as the City’s greenhouse gas reduction program by inventorying current emissions, estimating future projections, and identifying measures that align with California’s Senate Bill 32, which requires a 40% reduction below 1990 emission levels by 2030. The plan also includes adaptation and resilience strategies to address coastal flooding, wildfire risk, extreme heat, drought, and other climate-related challenges, in line with the statewide goals outlined in Senate Bill 379.
The development of the CARP was shaped by extensive community input. Between 2021 and 2023, the City hosted 11 community events, including workshops and focus groups, that invited residents, businesses, and stakeholders to share their perspectives on various topics. During the public review period from July to December 2022, hundreds of public comments and 15 formal letters were received, resulting in refinements to the final plan.

The CARP outlines strategies to promote renewable energy, energy efficiency, and electrification, as well as to accelerate the transition to electric vehicles and active transportation options. It also prioritizes planning for sea level rise and wildfire risk while incorporating climate considerations into City operations and infrastructure projects.
