Bilingual report — City of Santa Paula welcomes new deputy city manager

SANTA PAULA — The City of Santa Paula is pleased to announce the appointment of Aminah Mears, DPA, as the City’s new Deputy City Manager, effective Monday, January 12, 2026.

“Aminah’s experience, professionalism, and dedication to public service will be a tremendous asset to the City of Santa Paula,” said City Manager Dan Singer. “We are excited to welcome her to our leadership team and look forward to the positive contributions she will make working for the City and for our community.”

Following her appointment, Aminah will service in a key leadership role supporting city operations and strategic initiatives. In her role as Deputy City Manager, Aminah will support City Manager Singer, oversee the City’s successful fellowship program, and will join the City’s Executive Management Team. She will assist with the implementation of City Council policies and programs that serve the Santa Paula community.

Specifically, Aminah will directly oversee public information and communications, legislative affairs, employee enrichment initiatives, and the implementation of the City Council’s 2025-2027 Strategic Plan. Through collaboration with City departments and community stakeholders, she will also manage and coordinate programs related to economic vitality, grant administration, and emergency preparedness.

Aminah holds a Doctorate in Public Administration from the University of La Verne and joins the team with over 16 years of experience in local government. Prior to Santa Paula, Aminah served as an Assistant to the City Manager for the City of Corona, Emergency Services Officer for San Bernardino County Fire and the County Office of Emergency Services, and managed the City of Fontana’s Emergency Management Program.

In addition, Aminah is an active member of the Municipal Management Association of Southern California (MMASC), the Public Relations Society of America (PRSA), and the Association of Public Administration (ASPA).

“I am excited and grateful for this new career journey,” said Aminah. “I look forward to contributing to the great work already happening in the City of Santa Paula.”
