The Point-in-Time Count, conducted annually across Ventura County, provides a snapshot of homelessness in the community and helps guide funding, services, and policy decisions. Santa Paula’s results reflect meaningful local progress.

SANTA PAULA — During a ceremonious and festive Council meeting on December 10, 2025, the Santa Paula City Council held its annual leadership reorganization, resulting in the appointment of a new Mayor and Vice Mayor for the upcoming year.
Outgoing Mayor Chavez, who made history as the first openly gay Mayor in both Santa Paula and Ventura County, received enthusiastic and appreciative public comments recognizing his leadership, integrity, and the many accomplishments achieved under his tenure. SANTA PAULA — The City of Santa Paula will launch its Fall 2025 Pavement Improvement Project on Friday, October 31, 2025, continuing the City’s commitment to maintaining safe, accessible, and well-maintained streets. The project will enhance roadway safety, extend pavement life, and improve accessibility throughout the community. Work is expected to continue through Wednesday, November 26, 2025, lasting approximately four weeks.
The Fall 2025 Pavement Improvement Project will include resurfacing, striping, and accessibility upgrades along several key corridors — Main Street, McKevett Road, Teague Drive, Teracina Drive, Loma Vista Drive, Vuelta Place, and Mill Street. These coordinated efforts will provide smoother, safer travel for motorists, pedestrians, and cyclists throughout Santa Paula, with Main Street serving as the project’s primary focus area.

SANTA PAULA — The City of Santa Paula proudly recognizes the accomplishments of 13 outstanding participants who have successfully completed the third cohort of the Youth Apprentice Readiness Accelerator (YARA) Program, marking the second time the program has achieved a 100% graduation rate.
This four-week, intensive pre-apprenticeship program prepares local youth, ages 16-24, for high-demand careers in the building trades. Using the nationally recognized Multi-Craft Core Curriculum (MC3) developed by North America’s Building Trades Unions (NABTU), the program provides foundational knowledge and hands-on training that connects graduates directly to registered apprenticeship opportunities.
… To clarify, the City of Santa Paula was not invited to participate in the lawsuit. The most recent group of cities to join was added on August 8, 2025, and Santa Paula was not among them. The City is not privy to the Los Angeles City Attorney’s litigation strategy or procedural decisions.
We recognize that this is an important issue for many in our community, and Council has received messages from residents urging the City to join the lawsuit or take other related action. SANTA PAULA — The City of Santa Paula proudly announces the official designation of the Tower Theater, located at 982 E. Main Street, as a City Historic Landmark. The Santa Paula City Council adopted Ordinance No. 1341 following a unanimous vote on February 19, 2025, recognizing the Tower Theater’s rich history and architectural significance.
First opened as the Elektra Theatre in 1911, the Tower Theater has served as a cornerstone of Santa Paula’s cultural and entertainment history. The building, Ventura County’s oldest purpose-built movie theater, has undergone various transformations, including its time as the Mission Theatre, Columbia Theatre, and Lyric Theatre, before being rebranded as the Tower Theater in 1940. Over the years, it played a pivotal role in providing Spanish-language programming for Santa Paula’s Mexican-origin community, making it a symbol of inclusivity and cultural representation.
Due to the City of Santa Paula’s stalled contract negotiations, unfulfilled commitments, and lack of financial support, starting Feb. 1, 2025, SPARC will no longer serve as the City shelter for Santa Paula. The City’s commitment in 2012 to construct a custom animal shelter, funded through a promised bond issue, has not been fulfilled. When SPARC was initiated, the City had agreed to issue a bond for a dedicated shelter; however, this commitment has not appeared on any election ballots for the past 13 years. In addition, the City provides less than 8% of SPARC’s operating expenses; and SPARC has not received a raise in monthly fees since 2018, creating a financially unsustainable situation for the shelter.

This initiative addresses the state’s rapidly growing and diversifying over-60 population, projected to reach 10.8 million by 2030, or one-quarter of the population. Goodman’s expertise spans a wide range of public works disciplines, including engineering, streets, traffic safety, water, wastewater, parks, fleet, solid waste, and building inspection. SANTA PAULA — The City of Santa Paula will begin a 2024/2025 Citywide Street Maintenance Project on Monday, October 21st, continuing efforts to maintain and upgrade key streets across the city. The project, expected to wrap up by Thanksgiving, is funded largely through Measure T, reflecting the City’s commitment to enhancing road conditions and infrastructure reliability.
The program, supported locally by the Santa Paula Parks & Recreation Department and the Santa Paula Police Activities League, is funded by the California Police Activities League (PAL) and bolstered by $100,000 in American Rescue Plan Act (ARPA) funds allocated by the Santa Paula City Council. YARA offers hands-on training that directly positions participants for apprenticeships and job opportunities in traditional and emerging workforce sectors.

SANTA PAULA — The City of Santa Paula is proud to announce that Congresswoman Julia Brownley presented a check (July 16) for $959,752 to the City of Santa Paula. This significant funding will support the Mesa Tanks Replacement Project, a crucial initiative aimed at ensuring the city’s water infrastructure meets the highest standards of reliability and safety.
The Mesa Tanks Replacement Project is a comprehensive effort to replace two deteriorating water tanks, identified in a 2017 report by the State Water Resources Control Board Division of Drinking Water as being in poor condition. The total cost of the project is estimated at $5.5 million.
Mayor Leslie Cornejo expressed her gratitude and highlighted the importance of this project for the community. “This funding underscores our commitment to maintaining clean drinking water sources for the residents of Santa Paula,” said Mayor Cornejo. “By replacing the aging Mesa tanks with new, reinforced structures, we are not only improving our water storage capacity but also enhancing our ability to support our growing community needs and firefighting efforts.”

SANTA PAULA — On June 24, 2024, Santa Paula water customers were notified as a precaution to not use the tap water for drinking or cooking until further notice. This notice did not impact all water customers but particular areas of the city which were identified in the original notice.
The City of Santa Paula Water System, in conjunction with the State Water Resources Control Board, and the Ventura County Environmental Division, has determined that, through abatement of the health hazard and comprehensive testing of the water, the tap water for all Santa Paula residences is safe, including for drinking and cooking.
“While we have many reasons to celebrate in the coming weeks with family and friends, I strongly encourage my fellow Santa Paulans to avoid the use of illegal fireworks,” said Santa Paula Mayor Leslie Cornejo. “Fireworks can create unsafe and dangerous conditions for our entire community, and there are many other ways to celebrate whether it be a family gathering or barbecue, outdoor activities, or attending the Rotary Club and City of Santa Paula’s first ever 4th of July drone show.”

SANTA PAULA — Chevron, through its affiliate Union Oil Company of California, has transferred ownership and control of the former headquarters of Union Oil Company of California to the City of Santa Paula. The donation became official Dec. 27, 2023.
Included in the donation are the historic headquarters building, a “Rig Building,” an adjacent parking lot, select oil industry memorabilia, and a substantial $2 million grant. The grant is intended to assist the City in addressing maintenance for the 133 year-old iconic building.
“For over 130 years, the former Union Oil Company of California headquarters has been a major historic building that not only defines the town’s aesthetics but also serves as a cultural and economic anchor to businesses of all types in downtown Santa Paula,” said Mayor Leslie Cornejo. “Acquiring this piece of local history is a major win for our community, and we are looking forward to restoring operations for our residents and visitors to enjoy.”

SANTA PAULA — On Friday, September 29, the City of Santa Paula officially launched its recruitment for a Chief of Police. The recruitment process, spearheaded by Bob Murray & Associates, will identify a distinguished leader who embodies the values and principles of the diverse needs of the Santa Paula community.
Interim Chief of Police Donald Aguilar has been leading the Santa Paula Police Department since November 7, 2022 and will continue serving until the recruitment process is complete.

SANTA PAULA — The Santa Paula Parks & Recreation Department and the Santa Paula Unified School District are proud to announce a transformative partnership focused on increasing access to youth sports in the community. SANTA PAULA — The Ventura County Board of Supervisors on July 25 voted to approve $1.62 million in funding over the next two years to support efforts to provide housing for homeless individuals in the Santa Clara Valley – serving individuals experiencing homelessness in the cities of Santa Paula, Fillmore, and the unincorporated area of Piru. The funding from the County will match funding provided by the City of Santa Paula and City of Fillmore.
In tandem, the Santa Paula City Council held a special meeting on July 19 to approve an agreement that will contribute $24,000 per month for two years to support the operations of the nonprofit Spirit of Santa Paula Harvard Shelter for the unhoused. The shelter, located at 1498 E. Harvard Blvd., has been providing essential services to 49 individuals, including 19 children, in need of assistance.

“While we have many reasons to celebrate in the coming weeks with family and friends, I strongly encourage my fellow Santa Paulans to avoid the use of illegal fireworks,” said Santa Paula Mayor Andy Sobel. “Fireworks can create unsafe and dangerous conditions for our entire community, and there are many other opportunities and ways to celebrate whether it be a family gathering or barbecue, outdoor activities such as biking or hiking, or attending the annual Rotary Club and City of Santa Paula fireworks display.”
The City of Santa Paula, in partnership with Limoneira, Calavo Growers, Lewis Group of Companies and the Santa Paula Chamber of Commerce, hosted a welcome event for new residents at the Harvest housing development on May 12. The event is aimed to introduce new residents to the community and help them get acquainted with public services and local businesses that make Santa Paula unique.

As Santa Paula continues to grow, we are looking into creative ways to assist residents in obtaining information and building relationships,” said Mayor Andy Sobel. “We are grateful for the partnership of Limoneira, Calavo Growers, Lewis Group of Companies and the Santa Paula Chamber of Commerce in bringing our community together.”
The City of Santa Paula is kicking off the spring season with several exciting events for the community to enjoy. The City encourages all residents to get involved and mark your calendars for a season of fun and community spirit.
“Community events like Cruise Nights and the ones put on by the Parks and Recreation Department are an essential part of our City’s fabric and provide a unique opportunity for community members to come together and enjoy a shared experience,” said Parks and Recreation Director Gregory Barnes. “These events not only enhance the quality of life in our community but also strengthen the bonds between neighbors and promote a sense of civic pride.”
The City of Santa Paula continues to invest staff time and research in its grant application efforts to supplement the City’s budget. As a result of these efforts, the City received a $1.5 million Transportation Development Act (TDA) grant from the Ventura County Transportation Commission (VCTC) to expand the City’s cycling infrastructure. Additionally, Santa Paula was awarded a $192,050 grant through the California Public Utilities Commission’s Local Agency Technical Assistance (LATA) Program to develop a citywide broadband master plan.
“These grants represent a significant step forward in our efforts to make Santa Paula a more vibrant and sustainable City,” said Mayor Andy Sobel. “The new bike infrastructure and broadband master plan will help us advance modernization efforts and offer benefits for residents and visitors to enjoy. I am excited to see these projects come to life and appreciate everyone’s patience and cooperation during their implementation.”
In January, Councilmember Jenny Crosswhite was appointed Vice Chair of the Ventura Local Agency Formation Commission (Ventura LAFCo) and board member for District 47 of the Southern California Association of Governments (SCAG), representing the cities of Santa Paula, Ventura, Ojai and Fillmore. These positions will enable the City to actively participate in matters that not only affect Santa Paula, but also communities throughout the region, providing direct input in decision-making processes that impact Southern California as a whole.
“I am honored to have the opportunity to amplify the voices of all Ventura County residents through my participation in Ventura LAFCo and SCAG,” said Councilmember Jenny Crosswhite. “My goal is to ensure that the unique needs and perspectives of our communities are considered while working with my fellow elected officials to build a comprehensive plan for our region’s future.”
