(Ventura County) Now that Ventura County voters have their vote by mail ballots in hand for the November 4, 2025 Statewide Special Election, County Clerk-Recorder & Registrar of Voters Michelle Ascencion is sharing helpful tips and answers to frequently asked questions about voting by mail.
“With every election, we start to get questions from voters as soon as we send the first postcard mailing,” Registrar Ascencion said. “This is a Special Election – meaning it’s off the regular even-numbered-year election schedule – so it might not have been on everyone’s radar, which is generating even more questions. My team is happy to help provide information that will hopefully encourage everyone to participate using the most convenient method for each voter.”
Punch Hole in the Ballot Return Envelope
For years, ballot return envelopes in Ventura County have been produced with a small punch hole. This is a standard visual safeguard to ensure the envelope is empty once the ballot has been removed. Once the election is completed, stacks of ballot return envelopes are zip-tied through the hole for storage and retained for a minimum of 22 months as required by California law for all election materials.
The Elections Office orders ballot return envelopes in bulk for cost efficiency. The envelopes used in this Special Election were printed and purchased during the 2024 election cycle, with extras stored to use for the next election, which was originally assumed to be in 2026.
If a voter is concerned that their vote might be visible through the hole, they can fold their ballot with the blank side facing out before placing it in the envelope. Voters may also choose to vote in person at the Ventura County Government Center or at one of the vote centers that will open beginning October 25th.
Voter Damaged/Stained their Ballot or Used Wrong Color Pen
If it’s early in the voting period, voters may request a replacement ballot or return envelope from the Elections Office or visit any vote center to receive a new one. If a voter doesn’t have time to request a replacement and mails in the damaged/spoiled ballot, staff will still work to count that ballot. A ballots that cannot be read by the tabulation equipment is duplicated onto a fresh ballot by trained staff working in teams of two so that it can be counted accurately.
Voter Forgets to Sign Their Ballot Envelope
Any voter who forgets to sign their ballot envelope – or whose signature does not match what is on file – will be contacted by the Elections Division with a letter asking the voter to “cure” their signature.
Curing is the process where a voter either completes and returns a signature verification form or visits the Elections Office in person to sign the form. Once that form is received, the signature can be used to match the voter’s signature on record so their ballot can be counted.
The Elections Division continues to reach out to voters up until two days before certification, working to ensure every legal ballot is counted.
Options to Return Your Vote by Mail Ballot
Voters have three options to return their vote by mail ballot:
1) Deposit it in an official Ventura County Elections ballot drop box;
2) Bring it to a vote center (including the Elections Office at the Ventura County Government Center); or,
3) Drop it in the USPS mail, which is always postage free.*
*One important caveat for ballots returned by USPS: on Election Day, voters are strongly advised NOT to use the mail. In order to count, the mail ballot MUST be postmarked on or before Election Day – but mail deposited on Election Day might not be postmarked until the following day, which invalidates the ballot. On Election Day, please use one of the other return methods by taking your ballot to an official ballot drop box or to a vote center before 8:00 PM.

Vote By Mail Ballot Tracking
Vote by mail voters can track their ballot’s progress from the time it’s mailed out to them to when it’s been received by the Elections Office.BallotTrax, a free service that tracks when a ballot is mailed, received, and verified for counting, provides notifications by email, text message, and/or phone. Mail Ballots Received After Election Day
Ballots returned by mail must be postmarked on or before Election Day and received by the Elections Office by Nov. 12, to be valid for counting.
“With the vast majority of voters – as many as 90% – using their vote by mail ballot to participate in elections, it’s important that they have accurate information to cast their ballot correctly and timely,” Registrar Ascencion said.

(Condado de Ventura) Ahora que los votantes del Condado de Ventura tienen sus boletas de voto por correo en la mano para la Elección Especial Estatal del 4 de noviembre de 2025, la Secretaria-Registradora y Registradora de Votantes del Condado, Michelle Ascencion, comparte consejos útiles y respuestas a preguntas frecuentes sobre el voto por correo.
“Con cada elección, comenzamos a recibir preguntas de los votantes tan pronto como enviamos la primera postal”, dijo la registradora Ascencion. “Esta es una elección especial, lo que significa que está fuera del calendario electoral regular de los años pares, por lo que es posible que no haya estado en el radar de todos, lo que está generando aún más preguntas. Agujero perforado en el sobre de devolución de la boleta
Durante años, los sobres de devolución de boletas en el condado de Ventura se han producido con un pequeño orificio perforado. Esta es una protección visual estándar para garantizar que el sobre esté vacío una vez que se haya retirado la boleta. Una vez que se completa la elección, las pilas de sobres de devolución de boletas se atan con cremallera a través del orificio para su almacenamiento y se conservan durante un mínimo de 22 meses según lo exige la ley de California para todos los materiales electorales.
La Oficina de Elecciones ordena sobres de devolución de boletas a granel para mayor rentabilidad. Una boleta que no puede ser leída por el equipo de tabulación se duplica en una boleta nueva por personal capacitado que trabaja en equipos de dos para que pueda contarse con precisión.
El votante se olvida de firmar el sobre de su boleta
Cualquier votante que olvide firmar el sobre de su boleta, o cuya firma no coincida con lo que está en el archivo, será contactado por la División de Elecciones con una carta pidiéndole al votante que “subsane” su firma.
La subsanación es el proceso en el que un votante completa y devuelve un formulario de verificación de firma o visita la Oficina de Elecciones en persona para firmar el formulario. Una vez que se recibe ese formulario, la firma se puede usar para que coincida con la firma del votante registrada para que se pueda contar su boleta.
La División de Elecciones continúa comunicándose con los votantes hasta dos días antes de la certificación, trabajando para garantizar que se cuenten todas las boletas legales.
Opciones para devolver su boleta de voto por correo
Los votantes tienen tres opciones para devolver su boleta de voto por correo:
1) Depositarlo en un buzón oficial de boletas electorales del condado de Ventura;
2) Llévelo a un centro de votación (incluida la Oficina de Elecciones en el Centro de Gobierno del Condado de Ventura); o
3) Déjelo en el correo de USPS, que siempre es gratuito.*
* Una advertencia importante para las boletas devueltas por USPS: el día de las elecciones, se recomienda encarecidamente a los votantes que NO usen el correo. Para contar, la boleta por correo DEBE tener matasellos del día de las elecciones o antes, pero es posible que el correo depositado el día de las elecciones no tenga matasellos hasta el día siguiente, lo que invalida la boleta. El día de las elecciones, utilice uno de los otros métodos de devolución llevando su boleta a un buzón oficial de boletas o a un centro de votación antes de las 8:00 p.m.

Seguimiento de boletas de voto por correo

Boletas por correo recibidas después del día de las elecciones

“Dado que la gran mayoría de los votantes, hasta el 90%, usan su boleta de voto por correo para participar en las elecciones, es importante que tengan información precisa para emitir su voto de manera correcta y oportuna”, dijo la registradora Ascencion.
