VENTURA COUNTY — Ventura County Credit Union (VCCU) is proud to announce the appointment of Richard Lipari as the organization’s new Chief Information Officer (CIO). With more than two decades of experience leading technology, operations, and innovation within the credit union industry, Lipari brings a proven track record of driving digital transformation and operational excellence.
Lipari most recently served as Vice President of Operations and Business Intelligence & Automation at Lighthouse Credit Union, where he led multiple strategic initiatives to modernize operations and enhance member services. His previous leadership roles at Nusenda Credit Union and New Mexico Energy FCU further underscore his deep expertise in core systems, e-services, automation, cybersecurity and business intelligence. He is a graduate of the University of Wisconsin’s Credit Union Executive Program and holds the designation of Certified Credit Union Executive (CCUE) from America’s Credit Unions.

A native of Albuquerque, New Mexico, Lipari comes from a large Italian family and enjoys cooking, hiking and golfing. He and his wife Julie — who he met through the credit union industry have an 11-year-old daughter. They also share their home with two rescue pets, a cat named Willow and a dog named Cooper. Avid about lifelong learning, Lipari is passionate about staying informed on business, finance, technology and current events. He is currently learning Italian and is a strong advocate for mental health awareness and support programs for children in foster care.
As CIO, Lipari will oversee VCCU’s information technology strategy, infrastructure, and digital transformation initiatives, ensuring that technology continues to support the credit union’s mission of building better financial futures for its members.
In conjunction with this announcement, VCCU is also pleased to share the internal promotion of Raja Bamrungpong to Vice President, Technology. Bamrungpong currently serves as Director of Technology and brings extensive experience in both private and public sector senior IT leadership roles. Most recently, he served as Assistant Chief Information Officer for the County of Ventura, as well as Information Technology Manager for Enterprise Applications and Interim CIO for the City of Oxnard.
His diverse career path also includes time as a Reserve Police Officer with the Oxnard Police Department—a role that, like his others, reflects his ongoing commitment to bettering the lives of Ventura County residents through service and innovation. Bamrungpong earned his MBA from California Lutheran University with an emphasis in International Business and is a Certified California County Senior Executive. Outside of work, he enjoys international travel, cycling, and relaxing at home with his family and two rescue dogs.
