D1) Phase I Oil and Gas Prohibition Ordinance Amendments

Summary:

The Board will consider ordinance amendments that would prohibit the drilling of new onshore oil and gas wells in the unincorporated county, prohibit reentering previously abandoned wells, and update related standards for consistency. The amendments represent Phase I of a broader effort to address greenhouse gas emissions, while allowing existing oil and gas facilities to continue operating. Phase II will come to the Board at a later date it would propose a long-term process to phasing out existing oil and gas facilities and operations.

The items below are projected to be placed on an upcoming Board of Supervisors’ agenda and are subject to change. These are draft items until the final agenda is created and posted 72 hours or more preceding a Board of Supervisors’ meeting.
