D1) Board of Supervisors’ 2026 Commission and Committee Appointments
(Estimated Time: 30 minutes)

Summary:
The Board of Supervisors will consider appointments to various Boards, Commissions, and Committees on which Supervisors represent the County. In addition to these assignments, all Supervisors serve on the Boards of the Santa Barbara County Association of Governments and the Air Pollution Control District and may participate in ad hoc subcommittees as needed. These roles allow Supervisors to actively engage in decision-making on key regional and statewide issues such as transportation, air quality, water, housing, and public health, as required by County and State mandates.

D2) General Services Energy Program Update
(Estimated Time: 20 minutes)

Summary:
The Board will hear an update on the County’s energy efficiency and renewable energy efforts, highlighting major progress and future priorities. Over the past year, the County awarded nine solar agreements projected to save $57 million over 30 years, secured funding for 150 EV charging stations, completed LED lighting upgrades, and retrofitted buildings to operate with net-zero energy. These actions reduced overall energy use by 4 percent despite rising utility costs. Next steps include expanding solar and EV charging, replacing aging gas equipment with electric alternatives, and continuing efficiency upgrades to lower costs and emissions.

D3) Amendments to the Santa Barbara County Code: Outdoor Festivals and Public Nuisances
(Estimated Time: 30 minutes)

Summary: 
The Board of Supervisors will consider amending the County Code to strengthen enforcement tools during the unsanctioned Deltopia event in Isla Vista by expanding where and when outdoor festival restrictions and nuisance laws apply. The proposed changes would establish a 72-hour ban on outdoor festivals during Deltopia weekend, broaden enforcement to cover daytime hours when large crowds typically gather, and extend nuisance party regulations to additional unincorporated areas, including The Cove on Ocean Meadow Lanes, where many students reside. These actions are intended to deter unsafe and disruptive parties, improve public safety, reduce strain on first responders, protect nearby neighborhoods, and prevent Deltopia from shifting to new residential areas outside current enforcement boundaries.
