VENTURA COUNTY — Penal Code Section 925 and following, defines the duty of the Ventura County Civil Grand Jury to make a careful and complete examination of officers of the county, cities and joint powers agencies and report the facts found with appropriate recommendations; to investigate the needs of all county and joint powers agencies and offices, including the abolition or creation of offices and equipment for or the method or systems of, performing the duties of the offices. This is to be done selectively each year, on or before June 30; a final report of the findings and recommendations that pertain to county and city governments and joint powers agencies is to be submitted to the Superior Court of Ventura County, with copies to the Ventura County Board of Supervisors.
The 2024-2025 Ventura County Civil Grand Jury is proud to introduce its consolidated report, which includes the following final reports: Addressing Refund Delays in the Property Tax Assessment and Collection System; Prioritizing Best Practice Street Maintenance; Ventura County Animal Services Commission; and Water Rates for the City of Ventura and the Underground Dam in Foster Park. The consolidated report also includes a Compliance Review: Casitas Municipal Water District and the mandated Annual Inspection of Detention Facilities.
