D1) Flood Control Benefit Assessment Program for Fiscal Year 2025-26
(Estimated Time: 10 minutes)

Summary: 

The Board will consider approving amendments to the Flood Control Benefit Assessment Ordinance.  The amendments increase the rate by 3% in each Flood Zone for Fiscal Year 2025-26.  These funds support maintenance and operational activities, such as debris removal, vegetation management, facility inspections, and minor repairs, that protect life, property, and infrastructure from flood-related risks. These assessments are collected annually and are essential to sustaining core flood control services throughout the county.

D2) Proposed Fee Ordinance for the Public Works Transportation Division’s Development and Plan Check Review
(Estimated Time: 20 minutes) 

Summary: 

The Board will consider updating and adopting new land development review fees for the Public Works Department’s Transportation Division. These fees cover the cost of reviewing development proposals, subdivision maps, and construction plans in the unincorporated areas of the county. The proposed ordinance would modernize fees that haven’t been changed since 2006 to reflect current costs, ensure full cost recovery, and better align with similar County departments.

D3) Emergency Shelters Zoning Ordinance Amendments
(Estimated Time: 25 minutes)

Summary: 

The Board will consider updates to the County’s zoning ordinances to comply with new State laws regarding emergency shelters and meet requirements in the County’s 2023–2031 Housing Element. The proposed changes clarify definitions and set objective development standards for future emergency shelters, while affirming that existing shelter capacity currently meets State requirements. These actions help ensure the County remains eligible for State housing funding and in compliance with mandated planning goals.

D4) Calle Real Campus Master Plan
(Estimated Time: 45 minutes)

Summary: 

The Board will consider approving the Calle Real Campus Master Plan, which outlines a long-term vision for modernizing and redeveloping the County’s 300-acre campus between Santa Barbara and Goleta. The Board will also adopt design standards to guide future development and certify the accompanying Environmental Impact Report, ensuring environmental protections are in place for potential projects over the next 25 years. These actions set the framework for future campus improvements but do not commit funding to specific projects at this time.
