D1) Proposed Fee Ordinance for the Public Works Transportation Division’s Development Review and Plan Check Review

Summary: 

The Public Works Department requests a continuance of this item to the June 24, 2025, Board Meeting to allow staff additional time to prepare for the presentation.

D2) Williamson Act Overview
(Estimated Time: 20 minutes) 

Summary: 

The Board will receive a presentation on the Williamson Act, which helps preserve agricultural land by offering landowners reduced property taxes in exchange for restricting development. This informational item responds to a prior Board request and will provide an overview of how the program is implemented in Santa Barbara County.

D3) Mental Health Services Act Three-Year Program and Expenditure Plan Annual Update for Fiscal Year 2025-26
(Estimated Time: 30 minutes)

Summary: 

The Board will consider approving the County’s Mental Health Services Act (MHSA) Annual Update for Fiscal Year 2025-26, which outlines key behavioral health priorities and funding allocations for the coming year. The plan supports expanded services for individuals experiencing mental health crises, youth and families, older adults, and those experiencing homelessness, while also investing in workforce development and culturally responsive programs. This is the final year of MHSA’s current funding model, as major changes will take effect in 2026 under Proposition 1, which restructures mental health funding and services statewide.

D4) Community Assistance Recovery and Empowerment (CARE) Act Update, and Senate Bill 43 Presentation and Notice to Implement on July 1, 2025

Summary: 

The Board will receive updates on the implementation of two major behavioral health initiatives: the CARE Act, which provides treatment and support through a new civil court process for individuals with severe mental illness, and Senate Bill 43, which expands the definition of “grave disability” to include substance use disorders. The Board will also vote to revise the County’s implementation date for SB 43 to July 1, 2025, this will implement it earlier than previously adopted.

D5) 2025 Annual Homelessness Update
(Estimated Time: 60 minutes)

Summary: 

The Board will receive an update on the County’s efforts to address homelessness, including new data from the 2025 Point in Time Count, progress on the Community Action Plan to Address Homelessness, and outcomes from the Encampment Resolution Strategy. The presentation will also cover future strategies as state and federal funding declines, emphasizing a shift toward prevention and sustainable housing solutions.

D6) Implementation of Assembly Bill 2561 – Local Public Employees: Vacant Positions
(Estimated Time: 60 minutes)

Summary: 

The Board will hold a public hearing and consider approving procedures required by a new state law, Assembly Bill 2561, which mandates that counties publicly report on workforce vacancies and efforts to recruit and retain staff at least once per year. The Board will also receive the County’s first annual report summarizing vacancy trends and recruitment and retention efforts for 2024. This new requirement aims to increase transparency around staffing challenges in local government and provide opportunities for labor organizations to offer input.
