VENTURA — The has been awarded $93,760,044.27 in funding from the California Department of Health Care Services (DHCS) through Proposition 1’s Behavioral Health Continuum Infrastructure Program (BHCIP) Round 1: Launch Ready funds. The competitive grant will support the development of three major behavioral health projects that will expand access to care throughout the region: the Lewis Road Mental Health Rehabilitation Center (MHRC), the East County Crisis Stabilization Unit (CSU), and the East County Psychiatric Health Facility (PHF).
The County of Ventura was selected as two of 124 projects across 43 counties to receive funding through BHCIP, which is part of a $3.3 billion statewide initiative to improve and modernize California’s behavioral health infrastructure. These projects will significantly strengthen the County of Ventura’s ability to respond to mental health needs across the care continuum.
“This is a once-in-a-generation opportunity to build out critical high-level behavioral health infrastructure in Ventura County,” said Dr. Loretta Denering, Ventura County Behavioral Health Director. “These investments will help us deliver timely, effective care for those with the most serious behavioral health conditions – in our own community. We’ve been committed to bringing our residents back into our County and closer to home during their treatment.”
With this investment, the County will transform the former RAIN Transitional Living Center on the Lewis Road campus in unincorporated Camarillo into a 38-bed MHRC. The project includes not only renovations to the existing building, but also key infrastructure improvements such as upgraded water and road systems. In addition, the site will feature a new community center and a transit hub, helping to support clients.
This funding will make possible the development of the East County Psychiatric Health Facility on a shared campus with the Crisis Stabilization Unit, currently in development. This co-location model is designed to streamline care for residents in crisis while also providing a direct path to higher-acuity services when needed. These will be the first facilities of their kind in East County, addressing a gap in the current continuum.

Proposition 1 funding contributes to the State of California’s overarching initiative to update and strengthen its behavioral health care infrastructure—improving transparency, accountability, and access across the state. These new facilities will expand the County of Ventura’s capacity to serve residents with dignity and timely support.

El Condado de Ventura recibe más de $93 millones para ampliar la infraestructura del Departamento de Salud Mental
VENTURA – – El Condado de Ventura ha sido beneficiado con $93,760,044.27 en fondos otorgados por el Departamento de Servicios de Atención Médica de California (DHCS por sus siglas en inglés) a través de los fondos del Programa de Infraestructura del Continuo de Salud Conductual (BHCIP por sus siglas en inglés) de la Proposición 1, Ronda 1: Listos para el Lanzamiento. Esta subvención competitiva apoyará el desarrollo de tres importantes proyectos de salud mental que ampliarán el acceso a la atención en toda la región: el Centro de Rehabilitación de Salud Mental Lewis Road (MHRC por sus siglas en ingles), la Unidad de Estabilización en Crisis del Este del Condado (CSU por sus siglas en inglés), y el Centro de Salud Psiquiátrica del Este del Condado (PHF por sus siglas en inglés).
El Condado de Ventura fue seleccionado como uno de 124 proyectos en 43 condados que recibirán financiamiento a través del BHCIP, parte de una iniciativa estatal de $3.3 mil millones destinada a mejorar y modernizar la infraestructura de servicios de salud mental en California. Estos proyectos fortalecerán significativamente la capacidad del Condado de Ventura para responder a las necesidades de salud mental en todo el continuo de atención.
“Esta es una oportunidad única en una generación para desarrollar infraestructura crítica de salud mental de alto nivel en el Condado de Ventura,” expresó la Dra. Loretta Denering, Directora del Departamento de Salud Mental del Condado de Ventura. “Estas inversiones nos permitirán brindar atención oportuna y eficaz a las personas con condiciones de salud conductual más graves, dentro de nuestra propia comunidad. Nuestro compromiso ha sido el de acercar a nuestros residentes de regreso al condado y más cerca de sus hogares durante su tratamiento.”
Gracias a esta inversión, el Condado transformará el antiguo Centro de Vida Transitoria RAIN, ubicado en el campus de Lewis Road en la zona no incorporada de Camarillo, en un MHRC con capacidad para 38 camas. El proyecto contempla no solo renovaciones al edificio existente, sino también mejoras claves en infraestructura, como sistemas de agua y carreteras actualizados. Además, el sitio incluirá un nuevo centro comunitario y un centro de transporte para apoyar a los clientes.
Este financiamiento también permitirá el desarrollo del Centro de Salud Psiquiátrica del Este del Condado en un campus compartido con la Unidad de Estabilización en Crisis, actualmente en desarrollo. Este modelo de ubicación compartida está diseñado para agilizar la atención de los residentes en crisis, al mismo tiempo que ofrece una vía directa hacia servicios de mayor intensidad cuando sea necesario. Estas serán las primeras instalaciones de su tipo en el Este del Condado, abordando una brecha en el continuo de atención de salud mental actual.
