Labor Market Report for May 2023

The California Labor Market Information Division just released its May 2023 report, revealing some volatility in worker turnover but very little change in the major data points. Ventura County’s unemployment rate ticked up from 3.6% in April to a still very low 3.7% in May. And while we added a total of 1,800 industry jobs (700 in Farm; 600 in the public sector, mostly in Local Public Education; and a net of 500 gained in all other industries combined), there wasn’t enough to draw workers back to the labor force, as we had 1,300 workers drop out in May.

California Small Business and Nonprofit COVID-19 Supplemental Paid Sick Leave Relief Grant Program was created in accordance with California AB 152 and is administered by the California Office of the Small Business Advocate (CalOSBA). The Program aims to provide financial support to eligible businesses and nonprofits that have incurred costs for COVID-19 Supplemental Paid Sick Leave in compliance with Sections 248.6 and 248.7 of the Labor Code. Grants will be awarded based on eligibility and the availability of funds.

Economic Development Collaborative Small Business Development Center (EDC SBDC) has been recognized for its outstanding achievements in exports with the prestigious President’s “E” Award for Export Service. The award was presented to EDC SBDC the 62nd anniversary of the “E” Awards ceremony held on Tuesday, June 6, 2023.

Established in 1961 by President Kennedy, the President’s “E” Award symbolizes excellence in exporting and serves as the highest form of recognition bestowed upon individuals or entities in the United States for their significant contributions to the expansion of U.S. exports. In subsequent years, the Secretary of Commerce authorized the “E Star” Award to provide ongoing recognition for notable export promotion efforts.

The California Labor Market Information Division just released its March 2023 report, showing very little change, both for statewide data and for Ventura County specifically. Ventura County’s unemployment rate improved slightly, from 4.1% in February to 4.0% in March, while the state as a whole remained unchanged at 4.8%. Our other major labor market indicators showed little change too, though generally for Ventura County trending toward the positive.

The Economic Development Collaborative (EDC), in partnership with multiple regional partners, officially launched the Ventura County Digital Upskilling Training Program—a FREE short-term training program that will increase the digital skills of job seekers, current workers and small business operators. The initiative seeks to expand the opportunities and earning power of Ventura County participants by providing them with much-needed digital skills training to help both individuals and employers in the County grow.

The training program was made possible by State Assemblymember Jacqui Irwin, who developed the project idea and secured $5 million in state general funds for a Digital Upskilling pilot in Ventura County. EDC President/CEO, Bruce Stenslie explained, “What this funding delivers is not only a resource to deliver training immediately for the benefit of workers and business, but also an opportunity for investing in local partners and drawing on national best practices for assuring our capacity to remain continuously competitive in workforce skills.”

PALM SPRINGS — Asia-Pacific Economic Cooperation (APEC) government officials and invited guests from international organizations, intergovernmental organizations, academia, and the private sector recently convened in Palm Springs, California for the First Senior Officials’ Meeting. Dr. Ray Bowman, Director of the Economic Development Collaborative’s Small Business Development Center (EDC SBDC), and Simona Racek, Trade Specialist with EDC SBDC, were invited by the Office of the United States Trade Representative to attend and present in two workshops that discussed accelerating the digitalization of trade.

ECONOMIC OPPORTUNITY GRANT PROGRAM: PHASE 1

The Economic Opportunity Grant (EOG) Program is for microbusinesses located in the County of Los Angeles that have been hardest hit in the pandemic. Phase 1 will only allow microbusinesses who have been the hardest hit in the pandemic to apply to the first round offering $2,500 grants. These grants are funded in part through the California Office of the Small Business Advocate. Additional rounds will be determined based on funding availability. Application will be open until February 23 or until funds are expended.

Bruce and his team of advisors and staff have worked diligently for years helping small businesses in the counties of Ventura, Santa Barbara and Los Angeles. They have helped countless number of businesses throughout many disasters and the current COVID-19 pandemic. VCLA’s recognition of Bruce as the 2023 Business Leader of the Year is a representation of how hard Bruce and his team worked and continues to help the small business community.

Under Bruce’s leadership, in 2022 the EDC has counseled over 1,657 entrepreneurs and helped approve over $73 million in access to capital for small businesses across the region.

On December 15, 2022, the Occupational Safety and Health Standards Board voted to adopt non-emergency COVID-19 prevention regulations. These regulations took effect on February 3, 2023 and will remain in effect for two years after the effective date, except for the recordkeeping subsections that will remain in effect for three years.

These regulations include some of the same requirements found in the COVID-19 Prevention Emergency Temporary Standards (ETS), as well as new provisions aimed at making it easier for employers to provide consistent protections to workers and allow for flexibility if changes are made to guidance in the future from the California Department of Public Health.

Note: These regulations apply to most workers in California who are not covered by the Aerosol Transmissible Diseases standard.

The California Competes Tax Credit (CCTC) is an income tax credit available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size, or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. Applicants will be analyzed based on twelve different factors of evaluation, including number of full-time jobs being created, amount of investment, and strategic importance to the state or region.

Application Period Timeline: For the remainder of the 2022-2023, applications for the California Competes Tax Credit will be accepted during the following periods:

January 3, 2023 – January 23, 2023
March 6, 2023 – March 20, 2023

This webinar will provide an overview of SBA programs and services, with an emphasis on SBA’s federal contracting resources! This will be an intro to small business certification programs. Government contracts are a tremendous financial opportunity for small businesses, and the U.S. government is the largest customer in the world. It buys all types of products and services — in both large and small quantities — and it’s required by law to consider buying from small businesses. Bilingual report — EDC’s Economic 411 Labor Market Report for November

The California Labor Market Information Division (LMID) released its November 2022 report on Friday, showing a rise in the Ventura County unemployment rate, from 3.4% in October to 3.7% in November. While that’s still an extremely low rate by any standard, the November increase is a bit unusual, given how we used to get a more substantial holiday boost in Retail hiring, and thereby a lowering of unemployment. That seasonal hiring of course has slowed in recent years, with the shift away from bricks and mortar Retail toward on-line purchasing. Ventura County did add 1,200 Retail jobs in November, but that’s low compared to what had been more commonly more than 2,000 up until around 2014, when the slide became more noticeable. 

Looking at the larger picture for November, hiring in the other industry sectors wasn’t enough to compensate for the relatively slow holiday hiring in Retail, as we gained only a net 200 industry jobs. For the official November data, click here.

The California Competes Tax Credit (CCTC) is an income tax credit available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size, or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. Applicants will be analyzed based on twelve different factors of evaluation, including number of full-time jobs being created, amount of investment, and strategic importance to the state or region.

Join the Small Business Administration (SBA) Los Angeles District Office for a virtual workshop to increase your potential for federal contract opportunities through the 8(a) Business Development (BD) Program. The SBA’s 8(a) Business Development Program is a nine-year program created to help socially and economically disadvantaged entrepreneurs gain access to—and succeed in—the federal marketplace. Businesses that participate in the 8(a) BD Program receive training, technical assistance, business development services and exclusive access to reserved federal contracting opportunities. Attendees will also have the opportunity to ask questions related to this program. Find out if your eligible! SBA programs and services are extended to the public on a nondiscriminatory basis. The California Labor Market Information Division (LMID) released its October 2022 report on Friday, showing no change in the Ventura County unemployment rate, still at a very low 3.3%. For the larger context, that keeps us ahead of the state, at 3.8%, and puts us ahead of the U.S. as a whole, which is at 3.4%.
