Bilingual report — Economic Development Collaborative (EDC) 411 Labor Market Report

The California Labor Market Information Division has released its June 2024 report, showing a large increase to the unemployment rates across most all regions. The US moved from 3.7% in May all the way up to 4.3% in June, California followed suit, from 4.6% to 5.3%, as did Ventura County, from 3.7% in May to 4.5% in June. 

These increases are seasonal, an annual pattern that occurs with the start of summer. That noted, not that many years ago the seasonal change wasn’t so severe, with lots of younger workers finding summer employment, especially in Retail, to offset the losses in Education for the summer, but those summer jobs of course have cooled with the larger move away from bricks and mortar based sales to on-line activity.

The California Competes Tax Credit (CCTC) is an income tax credit available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. The Women-Owned Small Business Program has a new webinar series: WOSB Office Hour for RFIs! This series is intended for applicants who have applied to the become WOSB/EDWOSB certified who have received a Request for Information (RFIs) but are unsure of how to move forward in responding to the RFI. Participants will have the opportunity to ask questions in an open forum on how to respond to RFIs from members of the WOSB staff. Sessions will be held virtually every Tuesday and Thursday of each week at 11:30 am until 1:00 pm EST.

Restaurants Care, a nonprofit program of the California Restaurant Foundation, is partnering with SoCalGas, PG&E and SDG&E to offer resilience grants to independent restaurants at the heart of our communities. To date, the Restaurants Care Resilience Fund has awarded grants to more than 2,050 California restaurants. The California Labor Market Information Division released its April 2024 report on June 21, with a mix of positive and negative news for Ventura County.

On the upside, the County unemployment rate improved dramatically, from 4.2% in May all the way down to 3.7% in June. We’re on a strong four-month run of steady improvements, down from a recent high mark of 5.2% in January.

On the downside, we had a rather weak month for job creation, a net gain of only 2,600 jobs, 1,000 in Farm and 1,600 in the Nonfarm sectors. The Nonfarm gains were restricted mostly to only four sectors, Professional & Business Services up 300, Private Education & Health Services up 400, Leisure & Hospitality up 500, and Local Government—mostly Educational Services—up 400.

Labor Market Report for April 2024

The California Labor Market Information Division released its April 2024 report on May 17 showing a strong monthly improvement in the unemployment rate—down from 4.6% in March to 4.2% in April—though nearly all of that improvement appears to be owing to a drop in the labor force by 4,200 workers and by a gain of 2,600 jobs in Farm. Aside from the Farm sector, the County’s net gain of jobs was only 300, making April a very slow month overall for hiring.

The California Labor Market Information Division released its March 2024 report, displaying a strong improvement in the Ventura County unemployment rate, from an adjusted 5.1% in February down to 4.6% in March. Job creation was more moderate in improvement, with a net increase by 2,900 payroll jobs, driven primarily by an increase in Farm jobs, up 1,800 in March.

Looking year-over-year, Ventura County added 7,200 jobs across all industries, 5,000 in the private sector, 1,200 in the public sector.

The California Labor Market Information Division released its January 2024 report on Friday, delayed as usual at the start of the year for the state’s annual recalibration or revision of the data. The purpose of the annual revision is to better assure alignment of the monthly data with on-going changes in the economy and labor markets. The result can be a bit of discontinuity to what we’ve been seeing in the prior months, particularly in the industry employment data (more on that below).

Bilingual report — Economic Development Collaborative (EDC) — Important Deadline on March 3 for PPP and COVID-19 EIDL Borrowers in Default

If you received a Paycheck Protection Program (PPP) or COVID-19 Economic Injury Disaster Loan (COVID-19 EIDL) loan from the U.S. Small Business Administration (SBA) for under $100,000 and are in default, the SBA recommends you take action before March 3, 2024.  

The U.S. Small Business Administration will begin referring defaulted PPP and COVID-19 EIDL borrowers with loans under $100,000 to the U.S. Treasury Department and the Internal Revenue Service for collection beginning March 4, 2024.

The Economic Development Collaborative would like to recognize the month of February as Black History Month. This month is dedicated to honoring and celebrating the contributions of Black Americans throughout history. During this time, and throughout the entire year, the EDC is committed to supporting Black-owned small businesses. The EDC strives to provide equitable access and inclusive services, leading to stronger economic outcomes that support businesses and our region as a whole. As of February 3, 2024 Governor Gavin Newson issued a Proclamation of a State of Emergency for damages to businesses and homes in Los Angeles, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara and Ventura Counties resulting from the Storm and Flooding that occurred February 3, 2024.

Ventura County Resources

Report Damage to Homes & Businesses: Ventura County Sheriff’s Emergency Services is collecting data on damaged property following the recent storms. This information is then shared with Cal OES and FEMA to assist with qualifying Ventura County as a disaster area. You can submit a damage report through February 12 HERE.

We are delighted to present our 2023 Community Impact Report with the theme “Connecting Communities: Partnering for Progress.” Our extensive partnerships, spanning multiple counties and sectors, involve a diverse range of public and private stakeholders at local, state and federal levels. This inclusivity informs our ability to construct an economy fostering broadly shared prosperity. At the Economic Development Collaborative, collaboration defines our purpose, enhancing our impact and outcomes. As we enter 2024, we anticipate continuing our mission, building upon existing alliances and forging connections with new partners.

Bilingual report — Economic Development Collaborative (EDC) — 411 Labor Market Report

The California Labor Market Information Division has released its December 2023 report, showing little change for Ventura County in net industry employment—up by only 100 jobs, November to December, and no change to the unemployment rate, at 4.7%. That rate puts Ventura County ahead of the state as a whole, which is at 5.1% unadjusted, though trailing the U.S. average at 3.5%.

There are a couple of indicators that especially disappoint this month, specifically, the total Labor Force and the total number of employed workers. The total labor force is down, month-over-month, by 2,300, to 417,400. That’s 6,400 fewer workers in the total labor force since prior to the pandemic. More concerning is the decline by 11,200 employed workers over the same time.
