The murky blinding white lights of eternity:

It was touch and go for a couple weeks with me and my recent bout of Covid. In my worst feverish bouts of acute pain, hallucination and delirium a couple of times I swear I saw those murky blinding white lights of eternity. In the past three years we had been one of the real lucky families in this country. We had been dodging and miraculously avoided get infected with Covid. We had done everything scientifically and deliberately possible to stay away from the deadly disease. I have a chronic, pervasive, and serious auto immune defect in my nervous system that seems to have been passed on to all my children. We are a super high risk family, so we made a very conscience decision to isolate from everyone and everything.

First two weeks of CSUCI Spring semester will be virtual and “fully vaccinated” is redefined

To minimize class disruptions to the greatest extent possible, CSU Channel Islands (CSUCI) courses will be virtual for the first two weeks of class, from Jan. 22 through Feb. 6, with some exceptions.

In addition, the CSU’s recently updated Interim COVID-19 Vaccination Policy redefines “fully vaccinated” to include a booster vaccine for students, staff and faculty when they become eligible to receive one.

Measures are being taken in addition to the ongoing requirement of appropriate mask-wearing indoors and other safety protocols because of the current wave of the highly-contagious Omicron variant of the COVID-19 virus, according to Interim President Richard Yao, Ph.D.

Since Monday, there are 430 new COVID-19 cases reported and 10,074 new tests performed. There are 44 people hospitalized, 3 in the ICU. There have been 3 additional deaths of a 45 year old female, 75 year old male, and an 83 year old male. Our sincere condolences to the loved ones and friends of those who have passed away. The R-effective in Ventura County is 0.81, which means that the spread of COVID-19 is likely decreasing.

UCSB Virologist Carolina Arias receives the 2021-22 Harold J. Plous Award, one of the university’s most prestigious faculty honors

Carolina Arias, an assistant professor of biology at UC Santa Barbara, has received the 2021-22 Harold J. Plous Award. One of the university’s most prestigious faculty honors, the award is given annually to an assistant professor from the humanities, social sciences or natural sciences who has shown exceptional achievement in research, teaching and service to the university.

The award is presented by the College of Letters and Science, and was established to honor the memory of Harold J. Plous, an assistant professor of economics. It is the highest honor the College of Letters and Science can bestow upon a junior faculty member.

“Carolina Arias is a prime example of a scholar who uses the tools of her research to help her community,” said Pierre Wiltzius, dean of mathematical, life and physical sciences at UC Santa Barbara. “Her development of rapid COVID-19 testing for our campus was an essential and invaluable part of our response to the pandemic. Carolina is extremely deserving of this award.”

There have been 8 additional deaths of a 44 year old male, 78 year old female, 82 year old male, 79 year old male, 83 year old female, 85 year old male, 74 year old female, and an 83 year old female. The Board of Supervisors has unanimously voted to dismiss 5 remaining COVID-19 lawsuits against non-compliant businesses.

In a joint statement on behalf of the Board of Supervisors, Chair Linda Parks stated, “The lawsuits were never meant to be punitive but rather to gain compliance with Public Health Orders. This act of good will is in concert with the loosening of indoor restrictions accompanying the county’s move into the red tier. We extend our deep appreciation and thanks to all businesses that have worked so hard and continue to work hard to keep their employees and customers safe from COVID by following public health guidelines. It’s crucial that all businesses follow the state issued guidance so that we can all continue to move forward. We want to make sure we all work together to protect lives and to continue reopening our County.”

The County of Ventura’s second COVID-19 Business Assistance Grant Program for businesses and nonprofit organizations opens for pre-registration March 24-March 30 and applications will be accepted March 31 at 8 am to April 6 at 6 pm. The $20 million assistance program offers $5,000-dollar grants for Ventura County based businesses and nonprofits who did not receive the first round of grants.

“The COVID-19 pandemic has caused severe economic and health impacts in our community. The County with the support of the Board of Supervisors, hopes this funding can help provide some relief to businesses and nonprofits who have been seriously impacted,” said Mike Powers, County Executive Officer. “We also encourage our community members to shop local and support local businesses as much as possible as we move forward.”

More Elementary Schools Permitted to Reopen as Educator Vaccinations are Set to Begin

Ventura County has reached a COVID-19 case rate that allows all elementary schools to resume in-person instruction as early as today if they choose to do so and have taken required safety measures. At the same time, the County of Ventura will begin vaccinating teachers starting next Monday. “These two developments are encouraging steps in the effort to safely bring more students and teachers back to the classroom,” said Dr. Cesar Morales, Deputy Superintendent for the Ventura County Office of Education.

The State of California is launching an Emergency Rental Assistance Program (ERAP) to aid income-qualified tenants most at risk of eviction due to the COVID-19 pandemic and is calling on community-based organizations to sign up as partners to reach out to those who qualify.

In Ventura County, $52.2 million has been designated to assist households affected by COVID-19, with priority on those below the area median income and recently unemployed.

This was more or less the response I got from a family relative who wanted me to go into Los Angeles, the global epicenter of COVID-19 at the time, to meet with her. She had arrived from out of town. We hadn’t seen each other in years. This would have been our big chance to reconnect, but I couldn’t bring myself to contravene the health guidelines that the health authorities have been pounding into our heads for the past year—guidelines, by the way, that have made perfect sense to me.

Frequently Asked Question: How do I get my 2nd dose appointment?

After receiving your first dose, you will become eligible for your second dose after a waiting period of 21 days if you received Pfizer and 28 days if you received Moderna.

You do not need to receive your second dose on the exact date you become eligible. You have a window of 6 weeks from getting your first dose to receive your second dose. Please do not schedule your second dose earlier than recommended. Refer to your vaccination card, which will list the date you received your first dose.

Declining COVID-19 case rates could soon remove a roadblock that has been preventing some Ventura County elementary schools from reopening for in-person instruction. Several local school districts already reopened their elementary schools when Ventura County was in the red tier on the state’s coronavirus watch list or by receiving waivers while the County is in the more restrictive purple tier.

Vaccines are in limited supply throughout the State of California. Appointments are full at this time. The current phase in Ventura County is Phase 1A: Healthcare workers, long-term care residents and now 65 and older.

Appointments are limited because of the limited supply of vaccines. It will take time to secure an appointment if you are in the current phase. The County of Ventura wants you to have a vaccine and is advocating for more vaccines.

Once more appointments open a message will be sent. At that time, community members who are eligible to be vaccinated may:

The State of California has announced that places of worship can now offer services indoors following the industry guidance with modifications. Indoor activities must be limited to the State’s interim capacity of 25%.

Community members who are eligible to be vaccinated but who have limited computer/internet access may call the phone registration line at 805-477-7161. The phone line is open Monday through Friday 8:30-5:00.

The Area Agency on Aging provides transportation services for older adults that are in need of transportation to a vaccine appointment or for COVID-19 testing. This includes people that need lift assist as well as gurney transportation. The driver will take the individual, wait for them, help them at the site and take them home. To schedule a ride call 805-477-7300. Please note, you must have a vaccine appointment before you schedule a ride to a vaccine site.

The California Department of Public Health hasannounced that the Regional Stay Home Order has been lifted in Southern California. Four-week ICU capacity projections for the region are above 15%, the threshold that allows regions to exit the order.

The action allows Ventura County to return to the rules and framework for the Blueprint for a Safer Economy and color-coded tiers that indicate which activities and businesses are open based on local case rates and test positivity. Services and activities, such as outdoor dining and personal services, may resume immediately with required modifications. Tier updates will be provided weekly on Tuesdays by the California Department of Public Health

Ventura County we want you to have access to vaccines as soon as possible! We receive vaccines each week from the state and open appointments for the vaccines we are provided. We are not given enough supply to vaccinate all community members at one time. We are advocating for more vaccines and we have the infrastructure to get vaccines in arms as quickly as possible once they are received.

We understand headlines in other places say 65 and older now. Unfortunately, in those places many people in that age range cannot get vaccinated yet because Counties throughout the State are in the same position of not having enough vaccines. The supply issue impacts the ability to expand the vaccine to more sectors at this time.

As of 1/19/21 31,553 individuals have been vaccinated in Ventura County. We have received 44,625 first dose vaccines. All appointments are filled this week.
More appointments will be opened next week. A notice will be sent when they open up.

We have to wait each week on the amount of vaccines provided to the County from the State and then more appointments can be made. All vaccines coming in are going out to the people in Phase 1A and 75 and older. We have more eligible people wanting the vaccine than vaccines available.

It will take months to vaccinate all people. Vaccine supply is the biggest barrier to making this effort move more quickly. This is impacting Counties throughout the State.

COVID-19 Vaccine appointments are full at this time. There are more community members wanting vaccines than appointments available this week because of the amount of vaccines we have available. More appointments will be added as more vaccines become available. The County receives vaccines from the state on a weekly basis. More vaccine distribution sites are launching but the County still needs more vaccines to add more appointments. We understand this is frustrating. We want to vaccinate the entire community as quickly as possible. We continue to expand infrastructure for distribution which will help move things forward once we receive more vaccines.

Folks who are over 75 will begin being contacted by their medical provider to schedule a vaccination appointment and those who are over 75 are also able to sign up for appointments at our Public Health community vaccination sites here: https://publichealthsbc.org/covid-19-vaccine-appointment-registration/?

As soon as more vaccines become available from the state, vaccination will begin for those who are 65 and older. It is important to keep in mind that vaccination supply is still limited. For reference, there are over 32,000 county residents over the age of 75 and the vaccination sites will have approximately 1200 total vaccines (not including the vaccines that are available at medical providers). Our capacity to vaccinate will increase as soon as we get more vaccines from the state, which will hopefully happen very soon.

Sept. 18 — 4th Annual Southeast Ventura County YMCA Gala canceled due to rising COVID-19 numbers

WESTLAKE VILLAGE — Citing the growing number of COVID-19 infections throughout the area, the Southeast Ventura County YMCA has decided to cancel its 4th Annual Gala that was set for Saturday, September 18 at the Four Seasons Hotel in Westlake Village.

“After careful consideration of the rising uncertainty of the pandemic, our board and staff have decided to cancel our gala for 2021,” says Ronnie Stone, President/CEO of the Southeast Ventura County YMCA. “We look forward to hosting an in-person event in September of 2022.”

Despite canceling the event, the Y’s mission continues. The Y encourages the community to continue supporting the Y. Every dollar raised provides vital funding to individuals and families in need. To donate, please visit www.sevymca.org/mission.

The approvals of vaccines by Pfizer and Moderna, bring hope of increased protection and prevention of the COVID-19 virus; local rollout is here and it could not come soon enough. The Governor announced the creation of a $500 million COVID-19 Relief Grant administered by the California Office of the Small Business Advocate (CalOSBA) at the Governor’s Office of Business and Economic Development for small businesses that have been impacted by COVID-19 and the health and safety restrictions. Funds will be awarded to selected intermediaries with established networks of Community Development Financial Institutions to distribute relief through grants of up to $25,000 to underserved micro and small businesses throughout the state. Cultural institutions and non-profits are also eligible for these grants.

Metrolink Installs Antimicrobial Air Filters Aboard All Trains to Protect Health and Safety of Passengers and Employees

As COVID-19 cases across the state soar, Metrolink – Southern California’s regional passenger train service – is again stepping up efforts to keep safe and healthy its riders and employees, the essential workers keeping our communities functioning. Today, Metrolink announced the addition of new, state-of-the-art antimicrobial air filters on all its train cars to ensure the air passengers breathe throughout their journey is safe and clean.

In March, Metrolink began implementing a new multi-faceted health and safety program to keep riders and Metrolink employees safe during the COVID-19 pandemic. These efforts include a face-mask requirement at station platforms and aboard trains, enhanced cleaning and sanitizing measures, and partnerships with leading health and safety institutions for guidance on health matters.

At this week’s Board of Supervisors hearing, we received an update on COVID-19 and the status of the vaccination.

Currently, we have 40 active cases in the South County Unincorporated Areas (which include Montecito, Summerland and the City of Carpinteria), 240 active cases in the City of Santa Barbara, and 1136 active cases County-wide. Our adjusted case rate is 19.2 per 100,000 residents and we have a 6.1% test positivity rate.

The County of Ventura, Santa Barbara County and San Luis Obispo County will be seeking State approval to separate from the large Southern California Region under the State’s Stay Home Order to create a smaller tri-county Central Coast Region. The Counties will be submitting a unified request for the smaller regional approach if the tri-county ICU capacity exceeds 15% in the next three weeks. At that time the Counties will request to be assessed based on the tri-county ICU capacity and not the Southern California Regional ICU capacity.

It is with a heavy heart that I am writing to clarify what you are likely hearing in the news. The Regional Stay Home Order, announced December 3, will go into effect within 24 hours in regions with less than 15% ICU availability. It prohibits private gatherings of any size, closes sector operations except for critical infrastructure and retail, and requires 100% masking and physical distancing in all others.

The order will remain in effect for at least 3 weeks and, after that period, will be lifted when a region’s projected ICU capacity meets or exceeds 15%. This will be assessed on a weekly basis after the initial 3 week period. Learn more about this order.

Wishing our community a safe Holiday! Please wear a mask, social distance and only gather with members of your household. Your actions are saving lives and keeping businesses open.

Today, volunteers helped deliver special Holiday meals for the most vulnerable populations in Ventura County. More than 150 volunteers from across the community and from County agencies helped with this effort.

Nearly 1,000 deliveries and a total of 3,000 meals were provided. Along with the meals each recipient received a homemade holiday greeting card. The cards were received as part of the Ventura County Area Agency on Aging Holiday Greetings Campaign. Nearly 1,000 cards were received from children and adults alike from throughout the County.

With the recent change in Ventura County’s reopening status, the Santa Paula Art Museum is now temporarily closed until further notice. If there’s one thing we’ve learned from the past eight months, it’s that when life gives you lemons, you definitely have to get a little creative! That’s why we’ll continue to produce our free, monthly Art To-Go Bags for children in our community for as long as we are able (see below).

Our staff are also hard at work transforming one of the Museum’s back parking lots into an outdoor art experience that will be free and open to all. The forthcoming Art Park is inspired by one of our favorite paintings from the Museum’s permanent collection, and reimagines the artwork in three dimensions. Stay tuned for more information and an official opening date.

Currently, we have 14 active cases in the South County Unincorporated Areas (which include Montecito, Summerland and the City of Carpinteria), 44 active cases in the City of Santa Barbara, and 255 active cases County-wide. Our adjusted case rate is 7.1 per 100,000 residents and we have a 2.7% test positivity rate. The state went from 6,000 new cases per day to approximately 11,000 new cases per day in just a few days. Hospitalizations increased more than 1,000 in a week. The Santa Barbara County Public Health Officer issued a revised Health Order today indicating this change. Ventura County School Reopening Plans Impacted as COVID-19 Cases Rise Statewide

In response to a statewide spike in new coronavirus infections, Ventura County and 28 other counties were suddenly moved back to the most restrictive purple tier of California’s color-coded tracking system on Monday, November 16. Facing an unprecedented surge in COVID-19 cases, Governor Gavin Newsom said he was “pulling an emergency brake.”

Now that Ventura County is back in the purple tier, schools and districts that had already reopened are permitted to continue with in-person instruction according to state and local regulations. However, individual schools that have not yet reopened will need to wait until the County moves back to the less restrictive red tier and stays there for 14 days.

Some Ventura County schools could have to delay their plans to resume in-person instruction if the County falls back to the most restrictive level – the purple tier – on the state’s coronavirus watch list, which is looking increasingly likely. The County of Ventura’s Business Assistance Program will move forward to provide funding to all remaining eligible applicants that were not selected during the Round 1 lottery of the program. The potential number of additional recipients is over 3,700. In total, this program will provide up to $24 million directly to our local small businesses and non-profits.

“We hope that this funding can help provide some relief to businesses who have been seriously impacted by COVID-19. We appreciate our partnership with the Ventura County Community Foundation in serving those in need throughout the County,” said County Executive Officer Mike Powers. “They have worked so hard to help businesses qualify for these grants. They have fielded thousands of inquiries and provided direct support to business owners to help process applications. Their support has allowed for this effort to move forward.”

Thanks to recent progress being made in the fight against COVID-19 in Ventura County, businesses such as restaurants, gyms, movie theaters, massage businesses and places of worship may now open indoors, following California Department of Public Health sector specific guidance for reopening, as of 12:01 pm today. The changes come after the County qualified to move into the less restrictive red tier of the State’s four-tiered, color-coded reopening system. At the (Sept, 22) special Board of Supervisors hearing, we received an update on COVID-19. According to the California Blueprint for a Safer Economy metrics, Santa Barbara County has met the State’s red tier case rate and positivity rate criteria for two consecutive weeks. As a result, the risk of COVID-19 spread in Santa Barbara County has been downgraded, effective immediately, from widespread to substantial, allowing movement from the purple tier to the red tier. Santa Barbara First District Supervisor Das Williams — Big News on COVID Metrics and Happy National Voter Registration Day!

At (Sept. 22)’s Board of Supervisors hearing, we received an update on COVID-19. The graphic below shows the adjusted case rate for Santa Barbara County for this week as 6.7 new cases per 100,000 population. According to the California Blueprint for a Safer Economy metrics, we need to lower our 7-day average positive case number to at least 7 per 100,000 population to move to the red tier. That being said, if our case rate stays below 7 positive cases per day per 100,000 for another week, we will be able to move into the red tier as early as September 29th. Additionally, we would need to remain in the red tier for 14 consecutive days in order for K-12 schools to reopen, which could be as soon as October 13th. Currently we have 2 active cases in the South County Unincorporated Areas (which include Montecito, Summerland and the City of Carpinteria), 19 active cases in the City of Santa Barbara, and 151 active cases County-wide.

At (the Sept. 15) Board of Supervisors hearing, we received an update on COVID-19. Santa Barbara County remains in the purple tier according to the California Blueprint for a Safer Economy metrics. However, according to the graph below, we are getting closer to meeting the metrics of the red tier after recovering from the spike we endured in July.

There are 201 new cases today which includes cases reported Friday, Saturday, and Sunday (20 (10.0%) of which have a lab collection from September 7th or earlier), 3,233 additional people tested, and 6 additional deaths (50 year old male, 57 year old female, 60 year old male, 66 year old female, 87 year old female, and 97 year old female, all with comorbidities). Our current case rate published as of today is 7.8 (purple tier) and 4.8% (orange tier) for the positivity rate.

CSUCI announces second confirmed COVID-19 case

CSU Channel Islands (CSUCI) announced Sept. 8 that a student has a positive case of coronavirus (COVID-19). The individual was on the campus Sept. 3, 2020, is not a residential student, and is now in self-isolation at their off-campus residence. Any campus buildings visited by the individual have been closed until thoroughly cleaned and disinfected.

Oxnard Vagabond Inn Under Consideration for Project HomeKey Funding

The Vagabond Inn property, located in Oxnard, is under consideration for Project HomeKey Funding. Governor Newsom announced in July that $600 million in funding would become available to cities and counties across California to buy housing for Californians experiencing homelessness who are at high risk for serious illness from COVID-19. The Oxnard hotel is the first hotel in the County to be considered for the funding.
