The holiday celebrations started early for children receiving care at the Pediatric Unit at the Ventura County Medical Center! This year the Ventura County Fire Urban Search and Rescue (US&R) team used a rope rescue system that allowed them to position Santa Claus on the pediatric level of the hospital where there is an outdoor play area. The rope rescue exercise helped deliver toys to special children and also gave the US&R team valuable training. Both in population but also, what I think is very remarkable, that we are able to shape it in a way that does create two districts now that will have a majority of a Latinx population. It will be the first time in our County history that we have been able to do this and I think this bodes well for the future. As part of a statewide Vaccination Response Program developed by the California Department of Health Care Services (DHCS), CenCal Health is implementing a multi-strategy initiative to increase protection against COVID-19. CenCal Health is the Medi-Cal health plan for both Santa Barbara and San Luis Obispo counties with nearly 210,000 members, primarily children, families and seniors with low-income. The goal of the new initiative is to fully vaccinate members who are not vaccinated or received only one dose due to vaccine-hesitancy, lack of transportation or a disability that keeps them homebound. In addition, the Centers for Disease Control and Prevention (CDC) recently recommended that children 5 to 11 years receive the pediatric COVID-19 vaccine.

I have a cousin in Mexico who frequently mentioned the U.S. with rancor and a hint of animosity. She disdainfully described her own country as “Third World.”
However, I’ve come to understand that the term “Third World” is now considered derogatory. It’s no longer “politically correct” to refer to a country as “Third World.” The term is a relic of the Cold War. It was originally meant to designate countries that were not aligned with either NATO or the communist bloc. At the time, Mexico fit that description, and the term stuck.

COVID-19 Update
Our Public Health mobile team has administered over 65,000 COVID vaccine doses! Their efforts are in partnership with local organizations and are focused on areas with lower vaccination rates. We are so grateful for their continued work to help us move forward!
The Natural Resources Conservation Service (NRCS) conducted the final inspection for the construction of the Ferro Channel today as part of the on-going Beardsley Watershed project authorized through the Watershed Protection and Flood Prevention (PL-566) program in 1963. The work was funded by an agreement between NRCS and the County of Ventura and carried out by Ventura County Public Works Agency’s Watershed Protection. The program was worth approximately $3M for construction and $500,000 of technical assistance. With this project completion, it will signify the last remaining structure identified in the watershed workplan. Greg Norris, State Conservation Engineer, performed the final inspection and certified that the project is complete.
“Almost 60 years of this amazing partnership supports the Beardsley watershed and I am pleased to see the tremendous amount of work that was completed to benefit agriculture and rural communities,” NRCS State Conservationist Carlos Suarez said.

The County of Ventura Public Works Agency has been awarded Employer of the Year for 2020-2021 by the International Right of Way Association (IRWA), Chapter 47. IRWA is a global, member-led organization of dedicated professionals whose purpose is to improve quality of life through excellence in infrastructure development.
In this case, the County of Ventura Public Works Agency provided technology and staff to ensure that Chapter meetings continued virtually during the pandemic with monthly programs continuing to show best practices on public works projects and real estate issues arising in the Ventura, Santa Barbara and San Luis Obispo County areas.
The Ventura County Civil Grand Jury is a panel of 19 local citizen volunteers established to investigate complaints about government mismanagement, verify that public funds are properly accounted for and legally spent, and investigate the policies, practices and processes of county or city departments in order to improve the efficiencies and effectiveness of our government.
Civil Grand Jury investigations can be generated from public complaints. If you have a complaint about county government, cities and special districts (school and water districts, etc.), you are encouraged to file a complaint any time. All complaints are kept confidential.
Following the Centers for Disease Control and the California Department of Public Health endorsements, eligible County of Ventura residents can begin receiving their booster doses at any sites offering the Pfizer vaccine. The Pfizer-BioNTech COVID-19 booster vaccine is recommended six months or later following the primary vaccination series for certain individuals.
People previously vaccinated with Pfizer BioNTech whoSHOULD receive a booster include:
Age 65 years and older;
Long term care residents; and
Age 50 through 64 years with underlying medical conditions or at increased risk of social inequities (including communities of color and others at risk of inequities).
The City of Oxnard announces the appointment of Michael Wolfe as the new Director of Public Works. Wolfe, a prior Oxnard resident and graduate of E.O. Green and Hueneme High School, joins the City with more than 20 years of experience serving communities at the federal, county, and city level. He most recently served as the Assistant City Manager – Development Services, Director of Public Works and the City Engineer for the City of Moreno Valley, Calif.
“Mr. Wolfe is the leader Public Works needs now,” said City Manager Alexander Nguyen. “His experience from similar-sized cities will be an asset for us. We welcome his expertise as we continue to focus on City Council priorities, make Measure E investments, and utilize the one-time funding from the American Rescue Plan Act, as well as managing Oxnard’s annual Capital Improvement Program.”
In response to the devastation of wildfires, the COVID-19 pandemic and other disasters, Mixteco/Indigenous Community Organizing Project (MICOP), the Central Coast Alliance United for a Sustainable Economy (CAUSE), and Future Leaders of America (FLA), with leadership support provided by the McCune Foundation, appointed and welcomed Maria Melo as Executive Director of 805UndocuFund, a collective effort by these trusted community grassroot organizations to ensure that undocumented individuals and families impacted by disaster have the support and resources necessary to recover from disasters in Ventura and Santa Barbara Counties. Michael Tripp has been named as the new Channel Islands Harbor Director. The appointment was made by County Executive Officer Mike Powers and follows a nationwide recruitment.
“As Director, Michael will be working with his talented team at the Harbor to collaborate with our business partners to create a robust harbor economy, work with the residents and community to enhance the Harbor’s recreational value, and champion enrichment projects to keep the Harbor vibrant and flourishing,” said County Executive Officer Mike Powers. “The Harbor provides jobs and revenue, brings in tourism dollars and serves as a destination for people looking for restaurants, hotels, activities and events. Recently retired Harbor Director Mark Sandoval did an excellent job in positioning the harbor for success with the recent cooperation agreement and visioning process. The County of Ventura Board of Supervisors has unanimously supported more than $70 million in Business Assistance Grants for small businesses throughout the County of Ventura since the summer of 2020. The Board received a report at Tuesday’s Board of Supervisors meeting of the latest status and the impact those funds are having on local businesses. More than 7,000 businesses are in the final review to receive $10,000 in grant funding.
“In the midst of such difficult times it’s been extraordinary to stand up for our community and small businesses and allocate funds to address multiple health, social and economic impacts. I am grateful that the County’s strong financial position allows us to support our local economy through supportive programs like Business Assistance,” said Chair of the Board of Supervisors Linda Parks. “This funding has helped many small businesses keep their doors open.”
Ventura County Public Works Agency (VCPWA) has named retired U.S. Navy’s Civil Engineer Corps’ Chris Kurgan, to the position of Director of Roads & Transportation. In his new role Chris will oversee the building, operating and maintaining of the public’s billion-dollar investment in the county road system. He will also be responsible for the public transit needs for the county’s unincorporated areas.
“I am very excited to join the Ventura County Public Works Agency as the Director of Roads and Transportation. After serving 31 years in the U.S. Navy and being assigned here four times, I look forward to serving the citizens of the county and those who serve to make our community a better place to live,” said Kurgan.
Chris served in the U.S. Navy’s Civil Engineer Corps for 31 years, and before retiring as Captain he served as the Commanding Officer of the Navy’s Civil Engineer Corps Officer’s school and Center for Seabees and Facilities Engineering where he was responsible for the technical, character, and leadership development training for nearly 30,000 Facilities Engineer professionals and tradesmen. During his Navy career, he was responsible for the public works, transportation, environmental, capital improvements, and real estate responsibilities of the Navy across 11 northwest states.

In a series of decisions that culminated in its final ruling in July of 2021 regarding the City of Oxnard’s Infrastructure Use Fee (IUF), the Ventura County Superior Court ordered the City to reimburse its utility funds a total of $36.5 million over a three-year period and to remove the IUF from utility charges effective June of 2021.
The City is going beyond that by making those changes retroactive as of January 2020 and issuing a credit to all utility customers.

The City’s Community Relations Commission (CRC) announces that nominations are now being accepted for the 2021 Community Recognition Awards Program. Since 1989 the CRC awards program has recognized deserving individuals and groups that have furthered human relations in the Oxnard community.
“Going through 2020 and heading into 2021, a year full of uncertainty, fear, devastation, and of great need, many organizations and individuals stepped up to lend a hand. These unselfish acts of kindness, and demonstration of love, support, and care towards others during uncharted times deserves recognition from this great city,” said CRC Chair Adam Lopez.

Ventura County Public Health has issued a new health order requiring all individuals, regardless of vaccination status, to wear face coverings when indoors in public settings, with limited exceptions. This order will take effect at 11:59 p.m. Friday, August 20, 2021. Businesses and other public entities have until 11:59 p.m. on Monday, August 23, 2021, to comply. The order will be in effect until 11:59 pm on September 19, 2021, or until it is extended, rescinded, superseded, or amended by the Health Officer. “As of today, we reached a rate of 28 cases per 100,000, a 40% increase. I hope that this order will increase mask usage in Ventura County. I expect that this will have a beneficial effect on the increase in COVID-19 infections we are seeing,” said Public Health Officer Doctor Robert Levin.

The September 14, 2021 California Gubernatorial Recall Election has been declared an all Vote By Mail election by the state. County Clerk-Recorder, Registrar of Voters Lunn stated, “With the emergence of the Delta variant, I encourage all voters to use the Vote By Mail ballot they receive at home to take advantage of the health and safety measures that voting by mail provides.”
