The holiday celebrations started early for children receiving care at the Pediatric Unit at the Ventura County Medical Center! This year the Ventura County Fire Urban Search and Rescue (US&R) team used a rope rescue system that allowed them to position Santa Claus on the pediatric level of the hospital where there is an outdoor play area. The rope rescue exercise helped deliver toys to special children and also gave the US&R team valuable training. “I do want to see that we ensure fair and equal districts. Both in population but also, what I think is very remarkable, that we are able to shape it in a way that does create two districts now that will have a majority of a Latinx population. I am proud of our Board for stepping up and deciding that was something we were going to do. We took a vote on that, and we are living up to that with the proposal that we have before us. It will be the first time in our County history that we have been able to do this and I think this bodes well for the future. As part of a statewide Vaccination Response Program developed by the California Department of Health Care Services (DHCS), CenCal Health is implementing a multi-strategy initiative to increase protection against COVID-19. CenCal Health is the Medi-Cal health plan for both Santa Barbara and San Luis Obispo counties with nearly 210,000 members, primarily children, families and seniors with low-income. The goal of the new initiative is to fully vaccinate members who are not vaccinated or received only one dose due to vaccine-hesitancy, lack of transportation or a disability that keeps them homebound. In addition, the Centers for Disease Control and Prevention (CDC) recently recommended that children 5 to 11 years receive the pediatric COVID-19 vaccine.

I have a cousin in Mexico who frequently mentioned the U.S. with rancor and a hint of animosity. She disdainfully described her own country as “Third World.”
However, I’ve come to understand that the term “Third World” is now considered derogatory. It’s no longer “politically correct” to refer to a country as “Third World.” The term is a relic of the Cold War. It was originally meant to designate countries that were not aligned with either NATO or the communist bloc. At the time, Mexico fit that description, and the term stuck.

Ventura County Public Health has extended the indoor mask order, requiring all individuals, regardless of vaccination status, to wear face coverings when indoors in public settings, with limited exceptions. The order will continue to be in effect until October 19, 2021 or until it is extended, rescinded, superseded, or amended by the Health Officer. “Our current case rate of 19.3 is still considered widespread community transmission by the Centers for Disease Control and Prevention and the California Department of Public Health,” said Public Health Officer Doctor Robert Levin. “We need to see a continued decrease in the case rate and hospitalizations before safely lifting indoor masking requirements to help prevent future surges.”
The County of Ventura Board of Supervisors has unanimously supported more than $70 million in Business Assistance Grants for small businesses throughout the County of Ventura since the summer of 2020. The Board received a report at Tuesday’s Board of Supervisors meeting of the latest status and the impact those funds are having on local businesses. More than 7,000 businesses are in the final review to receive $10,000 in grant funding.
“In the midst of such difficult times it’s been extraordinary to stand up for our community and small businesses and allocate funds to address multiple health, social and economic impacts. I am grateful that the County’s strong financial position allows us to support our local economy through supportive programs like Business Assistance,” said Chair of the Board of Supervisors Linda Parks. “This funding has helped many small businesses keep their doors open.”
Fifty-one vote centers will be open throughout Ventura County beginning Saturday, September 11. Voters can vote at any location; they are not assigned a specific location. Vote centers will offer same day voter registration and Americans with Disabilities Act-compliant touchscreen devices and voting assistance.

Ventura County Public Health has issued a new health order requiring all individuals, regardless of vaccination status, to wear face coverings when indoors in public settings, with limited exceptions. This order will take effect at 11:59 p.m. Friday, August 20, 2021. Businesses and other public entities have until 11:59 p.m. on Monday, August 23, 2021, to comply. The order will be in effect until 11:59 pm on September 19, 2021, or until it is extended, rescinded, superseded, or amended by the Health Officer. “As of today, we reached a rate of 28 cases per 100,000, a 40% increase. I hope that this order will increase mask usage in Ventura County. I expect that this will have a beneficial effect on the increase in COVID-19 infections we are seeing,” said Public Health Officer Doctor Robert Levin.

The September 14, 2021 California Gubernatorial Recall Election has been declared an all Vote By Mail election by the state. County Clerk-Recorder, Registrar of Voters Lunn stated, “With the emergence of the Delta variant, I encourage all voters to use the Vote By Mail ballot they receive at home to take advantage of the health and safety measures that voting by mail provides.”

Due to the current surge, Ventura County Public Health (VCPH) is urging all Ventura County residents that are eligible but have not yet been fully vaccinated to get vaccinated as soon as possible. In alignment with state and federal health authorities, VCPH officials also continue to strongly recommend mask wearing indoors in public places regardless of vaccination status. While Ventura County continues to be aligned with the California Department of Public Health (CDPH) and the Center for Disease Control and Prevention (CDC) guidance on masking, which recommends that everyone regardless of vaccination status wear masks indoors, and that requires those that are not fully vaccinated to mask indoors, officials are closely monitoring the current surge in case additional mitigation measures are needed.
CenCal Health, the publicly-sponsored health plan for Medi-Cal in Santa Barbara and San Luis Obispo counties, has received top marks among the nation’s Medicaid plans for adolescent immunizations and for adolescent weight assessment according to the 2021 results from Healthcare Effectiveness Data and Information Set (HEDIS®). Santa Barbara County was rated in the top 5% nationally for meningococcal, Tdap and HPV immunizations of plan members ages 9-13. San Luis Obispo County was rated in the top 5% nationally for physical activity counseling of pediatric members, and in the top 10% of pediatric weight assessment ratings overall, including nutrition counseling and body mass index (BMI) percentiles. In addition, both counties covered by CenCal Health received the highest HEDIS rating – top 5% in the nation – for timeliness of women’s postpartum care.
