Oxnard-born health leader transforms a local clinic into a statewide medical success—expanding access, launching Spanish-language services, and pioneering telemedicine innovation.

VENTURA COUNTY — What began as an 18-year-old’s first job at a front desk has become one of Ventura County’s most inspiring healthcare success stories. Desiree Rangel, a 2009 graduate of Oxnard High School, has risen from receptionist to vice president of Sleep Disorder Center, a sleep diagnostics and telehealth clinic.

Rangel joined the independent sleep laboratory in 2010, mastering every department—scheduling, supervision, marketing, and operations—while helping the company grow from a single-insurance clinic to a fully licensed, multi-state home-testing facility.

Recognizing a lack of care for Spanish-speaking and low-income patients, Rangel spearheaded outreach to Gold Coast Health Plan, Clinicas Del Camino Real, and the Ventura County Health Care Plan, securing contracts that brought advanced diagnostic services to Medicare and Medi-Cal populations. She later built a Spanish Division, ensuring bilingual communication and culturally respectful care.

During the COVID-19 crisis, Rangel guided the organization through consolidation and digital transformation—implementing telemedicine and at-home testing that kept thousands of patients connected to life-saving diagnostics. Today, the center performs more than 27,000 studies annually and offers Mobile Cardiac Telemetry for patients at risk of heart complications from sleep disorders.

“I didn’t come from privilege,” Rangel says. “I came from a family that had one time worked the strawberry fields of Oxnard. Their work ethic taught me to build opportunity for others.”

As she prepares to assume the President’s role, Rangel will help launch a groundbreaking, drug-free anti-snoring device slated for worldwide release in 2026.
