VENTURA — The Workforce Development Board of Ventura County (WDBVC) has released its 2023 Regional and Local Plan modifications for workforce development in the county. The plans are available for public review and comments from 1/20/23 through 2/19/23.
In 2021, the WDBVC developed Regional and Local Plans and incorporated its strategic priorities and vision, in addition to what is required by the federal Workforce Innovation and Opportunity Act (WIOA). Every two years, the WDBVC must update these plans. Therefore, in October 2022, the Board met to update the strategic goals and identify milestones to achieve them before the end of 2023. The Regional and Local Plan updates were developed using various outreach and research methods to ensure that multiple perspectives were identified and heard across sectors and stakeholders and that the reports contained solutions for more robust economic and job growth.
The Workforce Development Board of Ventura County is committed to supporting a high-quality, appropriately skilled workforce ready to help local employers’ changing business needs in a competitive, global economic environment. The Board’s workforce strategy includes ongoing skills attainment that promotes regional growth and industry sectors through a braided, leveraged workforce system that addresses business-driven demands and worker needs for well-paid, steady employment.

While we conducted extensive outreach and research to ensure that multiple perspectives were identified and heard across sectors and stakeholders, we would encourage the public to read the Regional and Local Workforce Plans and provide comments from 1/20/23 through 2/19/23, “says WDB Executive Director Rebecca Evans.
The update to the Local Plan addresses:
- How the WDBVC will coordinate with partners to better serve individuals with intellectual and physical disabilities.
- Conduct outreach to the CalFresh population and non-custodial parents.
- Support for English Language Learners.
- How the WDBVC will expand digital fluency.
- Collaboration with partners to build our regional economy to retain business.
- How the WDBVC will remove barriers to employment for target populations.
The strategic priorities for the Regional Plan update include:
- Increasing support to job seekers with barriers to employment.
- Developing and implementing a regional Information & Communications Technology Work-Based Learning pathway.
- Expanding the performance dashboard that tracks customers served by all WDBVC programs.
- Developing a marketing strategy to expand awareness of WDBVC services and resources to job seekers and employers across the region.
