Ventura County Public Works Agency Appoints J. Tabin Cosio New Central Services Director

vcpwaVENTURA COUNTY — The Ventura County Public Works Agency appointed J. Tabin Cosio as Director of Central Services. Cosio replaces Janice Turner, who served the VCPWA for 35 years and retired earlier this year.

As director of the Ventura County Public Works Agency’s Central Services, Cosio will direct the preparation of the Agency budget and the departments operating budget. In addition, he will oversee the fiscal integrity of the Agency, including fiscal records, balance sheets, fund balances, financial statements and other records for approximately 30 County funds and $300 million. He also will be responsible for managing the agency’s technology, personnel, payroll, health and safety and facility programs.

Prior to his appointment to the VCPWA, Cosio served as director of human resources for the City of Oxnard. He was responsible for the administration of the human resources system consisting of 1,200 full-time and 600 part-time employees. Previously, Cosio was with the County of Ventura for over nine years, where he served in numerous rolls, most recently as the labor relations manager, responsible for administering activities related to employer-employee relations covering 8,000 employees and twelve different bargaining groups. His public sector experience also includes stints as a senior internal auditor for the County Auditor-Controller and budget analyst for the Public Works Department of the City of Oxnard.

Cosio has a master of public policy degree from the University of Southern California, and a bachelor’s in Spanish with a minor in English literature from UCLA.
