(On Monday,) July 13, Governor Gavin Newsom ordered statewide closures of some indoor business operations and additional closures for those counties that have remained on the state’s County Monitoring List for 3 consecutive days. Santa Barbara County is included on this list, found here.

The Governor’s order is effective immediately. Santa Barbara County has issued a Health Officer Order which provides more details and guidance. I’ve listed out a summary of the changes below.

The order comes as the state has continued to try to manage the COVID-19 pandemic and a recent increase in cases across the state. I believe strongly that there has to be a middle ground between lock down and acting as if we are not in the middle of a pandemic. This middle ground requires everyone to do their part and wear your mask while around others, maintain physical distancing of six feet from others, and washing your hands.

If you are like me and believe this middle ground is possible, please help us promote mask wearing, distancing, and hand washing in a way that is kind and respectful to others.

For those who are most affected by the economic consequences of shutting down even portions of industries, I presented a proposal to my Board colleagues to set up a rental assistance program for folks who have wage losses from COVID at our Board hearing today. Although we extended our eviction moratorium today as well, there will be a time that evictions begin again and we are facing the risk of a mass eviction and migration that hasn’t been seen since the 1925 Santa Barbara earthquake if we don’t get folks some help. I am pleased that my motion passed unanimously and our staff is working on developing a program. I will inform folks as soon as details are available.

Details about new ordered closures below:

The Governor’s order has required the additional shut down of the indoor operations of the following industries:

•Fitness centers

•Worship services

•Protests

•Offices for non-essential sectors

•Personal care services, like nail salons, body waxing, and tattoo parlors

•Hair salons and barbershops

•Malls

These industries may continue to operate outdoors and for pickup and may use a tent, canopy, or other sun shelter as long as no more than one side is closed, allowing sufficient outdoor air movement.

The order also requires the following industries to close indoor operations statewide, although these have already been required to close in Santa Barbara County:

•Dine-in restaurants

•Wineries and tasting rooms

•Movie theaters

•Family entertainment centers (for example: bowling alleys, miniature golf, and arcades)

•Zoos and museums

•Cardrooms

Additionally – bars, pubs, brewpubs, and breweries shall be closed across the state, whether operating indoors or outdoors with exception for those that serve sit-down, outdoor, dine-in meals.
