Statement about Texas School Shooting from Dr. César Morales, Ventura County Superintendent of Schools

Our hearts are broken by the tragic news of today’s mass shooting at Robb Elementary School in Uvalde, Texas. We send our sincerest sympathies to the families whose lives have been forever shattered. School shootings are a plague on our society that have been happening for far too long. I call on decision-makers at every level of government to take all necessary measures to put an end to these senseless acts of violence in our schools.

Southeast Ventura County YMCA’s “Find My Genius” Now An After-School Program

For the past four years, the Southeast Ventura County YMCA has been offering its “Find My Genius” enrichment summer program to kids not reading at grade level. It is now conducting a five-week after-school Find My Genius pilot program at five Conejo Valley schools with the goal to expand the free program year-round.

Two hundred Title One, English language learners and foster youth at Acacia, Ladera, Madrona, Maple and Walnut elementary schools began the program on May 2. Young scholars in first through fifth grades spend three hours every school day participating in a curriculum focusing on enrichment activities, physical fitness and social and emotional learning. The children also receive homework support.

“It’s been our dream to offer Find My Genius during the school year,” says Megan Glynn, YMCA’s Chief Development Officer. “This is the first step. Imagine if children had access to assistance for a full year in a fun, nurturing environment? The main roadblock was funding.”

Letter to the Editor — Please protect our families and our water by voting Yes on A and B!

As a California registered Civil Engineer for the US Navy I was responsible for the execution of hundreds of Environmental Security projects.  Please join me in rejecting Big Oil’s attempt to overturn the bipartisan water protections that our Democrat and Republican Supervisors put in place. The Big Oil fliers that flood our mailboxes and ads that flood our TVs and even web sites are paid for by Chevron’s $6,000,000 campaign. The Oil campaign is funded by their price gouging which, thank God, is under US House Investigation. Chevron’s gouging got them $73 BILLION in profit in the year ending in March – a 92% increase year over year.

CSUCI Model United Nations team wins awards at National Model UN conference

A team of students from CSU Channel Islands (CSUCI) attended the National Model United Nations (NMUN) conference in New York for the first time, and even though they had little time to prepare, the entire team walked away with an Honorable Mention and four students took home individual awards.

“I cannot lie, I was nervous going to New York to a new conference where we’d never been before, and our preparation was rushed,” said Political Science Lecturer Chris Scholl, Ph.D., the team’s faculty mentor. “They really rose to the occasion. It was impressive!”

The 14 students on the CSUCI Model UN team were competing among 96 schools and over 1,300 students from around the world when they traveled to New York this spring semester.

“It was right in the heart of New York City, not too far from the United Nations itself,” Scholl said.

Economic Development Collaborative (EDC) — Economic 411 Labor Market Report

The California Labor Market Information Division (LMID) released its April 2022 report on Friday, showing an extraordinary improvement in the unemployment rate, down all the way from an already unprecedented low of 3.5% in March to 3.0% in April. Though rather than being encouraged by that data, we’re more convinced than ever that the unemployment rate in the COVID recovery era is all but meaningless as an indicator of our regional economic condition.

For the April data, click here. For our commentary on it all, or on why we’ve mostly given up on the unemployment rate as a measure of recovery, please read on.

Bilingual commentary — Generational Driving Lessons

Several years ago, I invited my eldest grandson, around 10 years old at the time, to take me around the go-kart track at a local Golf ‘n’ Stuff. He greatly enjoyed feeling the power of the vehicle and the control he had over it.

Last week, he took his DMV driving test (he passed). He had been taking driving lessons. Before he took the test, he asked me to let him practice driving around the streets with me so that he could accustom himself to my car with which he would be taking his driving test. We all know how we celebrate young people’s independence and at the same time fear for their safety at these critical moments in their lives. Regardless of our reluctance to allow them such formidable freedom, which carries an enormous amount of responsibility, we must hand over the keys and hope that they are lucky, smart, sensible, and safe on our highways.

After opening remarks from Interim Superintendent/President Dr. Kindred Murillo and Academic Senate President Dr. Raeanne Napoleon, student speaker Lisandra Barrera-Rising took to the podium. MICOP — California Leaves Out Thousands Who Face Rising Food Insecurity

Gov. Gavin Newsom on May 13 announced his revised state budget plan, which included a proposal to remove exclusions to the California Food Assistance Program (CFAP) for Californians over age 55, regardless of immigration status. While this is an important step toward ensuring the health and wellbeing of older Californians, it misses a vital opportunity to ensure Californians of all ages who have been historically excluded are able to access critical food assistance.

Amid skyrocketing food prices and soaring cost of living, a recent report from the Food4All campaign in partnership with the UCLA Center for Health Policy Research revealed that nearly half (45%) of undocumented Californians are currently experiencing food insecurity. Children face even higher rates of food insecurity; 64% of undocumented children – nearly two out of every three – don’t have access to sufficient food.

Bilingual commentary — Slavery and the Catholic Church

Throughout our history, Native and African Americans have been disrespected and despised. That was obvious to our entire country as recently as last March during the confirmation hearings for the nominee to the U.S. Supreme Court, Ketanji Brown Jackson, an African American woman. During the hearings, several senators disrespectfully and contemptuously grilled her almost as if she were a criminal on trial.

Last week I wrote about the treatment of Native Americans at the California missions. Although it is rarely admitted, we may as well accept that Native Americans were in fact treated as slaves for the sake of the glory, power, and expansion of the Church.

In class, we were taught that the “Indians” who worked at the missions were fortunate to have the opportunity to learn from the Catholic priests who taught them Spanish and converted them to Catholicism. The padres looked upon them as “children” and treated them “kindly.”

Bilingual commentary — The Threat of Juvenile Prediabetes

Over the past 20 years, a stealthy health risk has been creeping up on our youth. Parents need to be made aware of prediabetes—and even diabetes if the disease has already advanced to that stage—so that they can help their children deal with the threat.

As it turns out, prediabetes is frighteningly common among U.S. adults. A disheartening 80% of those with the precursor to diabetes are not even aware of the significant risks to their health.

For children, the threat over the horizon for them is equally ominous: some 9.4% of people in the United States have diabetes, but one in four of them don’t even realize that they are afflicted with this dangerous condition. At the same time, the rate of prediabetes in children has more than doubled just in the past 20 years.

The U.S. Senate recently approved a bill, enthusiastically and innocently named the “Sunshine Protection Act,” which would end the annual ritual of “falling back,” i.e., setting our clocks back one hour each fall. If it passes, we will permanently conduct our lives in Daylight Saving Time.

As can be expected, there is both enormous support for, and strong resistance to, the idea.

April News from People’s Self-Help Housing

April may have been a “taxing” month for all of us, but the bright side of that is realizing the investment of those resources can produce good things, that are most important and critical to meeting our communities’ common concerns and needs. Such is the case for the federal Low Income Housing Tax Credit program. It’s a tried and true system that, although not perfect nor simple, has continuously produced high quality permanently affordable housing to lower-income earning households all across the nation, including here on the Central Coast. Originating from the 1986 Reagan Tax Reform Act, it has had substantive bipartisan support since then, through numerous pendulum power swinging election cycles and shifts. Success has in part been attributed to the public-private partnership nature of the program, that provides affordable housing financing. It starts with a tax credit allocation made available to each state each year, based on their population at a per capita rate. For 2022 that rate is set at an allocation of $2.35 per person.

The California Labor Market Information Division (LMID) released its March 2022 report on Friday, back on its regular schedule of the 3rd Friday of the month, this month again showing some strong gains for Ventura County, adding a net 3,000 jobs and the unemployment rate dropping from 4.1% in February to 3.5% in March. While the unemployment rate continues to move in the right direction, it’s not so much on the creation of new jobs, rather it’s on a depressed labor force, still down 11,900 workers since just before the pandemic.

Ventura County Superintendent of Schools Responds to State Delaying Student Vaccine Mandate

Last Thursday, the California Department of Public Health (CDPH) announced that a statewide requirement for K-12 students to be vaccinated against COVID-19 will be delayed at least until the 2023-24 school year. California had initially intended to require student vaccinations for the 2022-23 school year, but that was contingent on the FDA fully approving the vaccine for most students. Since it’s not known when the FDA will grant full approval, CDPH says health officials and schools will need more time for successful implementation of new vaccine requirements.
