D1) Withdrawal of the Appeal of the Laguna Blanca School Amendment
(Estimated Time: 5 minutes)

Summary: 

The appellant withdrew the appeal of the Laguna Blanca Amendment Project. As a result, the County Planning Commission’s approval is final.

D2) Cachuma Lake Recreational Vehicle Hookup Sites Fee Adjustments
(Estimated Time: 15 minutes) 

Summary: 

The Board will consider increasing fees for Recreational Vehicle (RV) hookups at Cachuma Lake Recreational Area.  The RV hookup sites at Cachuma Lake are currently undergoing a $14 million renovation.  The renovation includes new concrete pads, upgraded electrical pedestals, new water and sewer lines, restroom facility upgrades, and landscaping.  The adopted fees will go into effect once the current RV hookup project is complete.  Cachuma Lake is the only public access to freshwater recreational activities in Santa Barbara County. These upgrades will make the Lake a destination spot for those who like to boat and fish on fresh water.

D3) Parking Restrictions for Oversized Vehicles
(Estimated Time: 20 minutes)

Summary: 

The Board will consider changes to how oversized vehicle parking restrictions are established in Santa Barbara County. Currently, these restrictions require updates to the County Code, a process that takes significant time. The proposed ordinance would allow the Board to approve these restrictions more quickly through resolutions rather than code amendments. This change aims to address concerns about visibility, traffic congestion, and public safety while providing flexibility to adjust restrictions as needed.

D4) Update on Renovations at the Main Jail and Potential Expansion of the Northern Branch Jail
(Estimated Time: 2 hours)

Summary: 

The Board will receive an update on renovations at the Main Jail and consider options for expanding the Northern Branch Jail (NBJ). The Board will decide whether to move forward with building 1, 1.5, or 2 new housing units at the NBJ to replace some or all of the lost capacity of the Main Jail. The decision will impact the total number of beds available in the County’s jail system, as well as long-term staffing and operational costs. The Board will also direct staff to explore funding options for the project and work with the State to adjust the land lease for the NBJ expansion. Additionally, they will review ongoing efforts to manage jail populations; diversion programs; and improve mental health services for incarcerated individuals.
