D1) Appeal: Blanco Grading for Access Road Improvements Project
(ESTIMATED TIME: 40 MINUTES)

Summary: 

The Board will review an appeal against the approval of a private road project on the Appellant’s property. The Applicant has access rights under a 1990 easement agreement for the road to serve Lakeview Estates. The Appellant claims the project violates zoning, fire standards, and the 1990 agreement. County staff reviewed the claims, found no issues, and recommends denying the appeal and approving the project.

D2) Senior Mobile Home Park Conversion Interim Urgency Ordinance Extension  

(ESTIMATED TIME: 30 MINUTES) 

Summary: 

The Board will consider extending the Senior Mobile Home Park Conversion Interim Urgency Ordinance to October 25, 2025. This would extend the temporary moratorium on the conversion of senior mobile homes and age-restricted parks to all-age mobile home parks. This urgency ordinance was initially adopted on November 5, 2024, without further action it would expire on December 20, 2024. The extension allows staff sufficient time to analyze and prepare necessary regulations.

D3) Agricultural Enterprise Ordinance 

(ESTIMATED TIME: 1 HOUR) 
Summary:
The Board will consider adopting the Agricultural Enterprise Ordinance.  The purpose of it is to help sustain the economic viability and diversity of agricultural operations in unincorporated areas of Santa Barbara County.  This item went before the Board on November 5, 2024, at that time the Board requested staff to make revisions to the draft and bring it back to the Board before making a final decision.

D4) 2929 East Valley Road Property Owner’s Appeal of Property as a County Historic Landmark 

(ESTIMATED TIME: 30 MINUTES)

Summary: 

The Board will consider an appeal by the property owner of a historic landmark designation by the Historic Landmarks Advisory Commission for 2929 East Valley Road in Montecito.

D5) Appeals of the County Planning Commission Approval of the Miramar Acquisition Co., LLC – Housing – Mixed-Use Development Project 

(ESTIMATED TIME: 2 HOURS & 10 MINUTES) 

Summary: 

This item is on the agenda because multiple parties have appealed the County Planning Commission’s approval of the Miramar Acquisition Co., LLC Mixed-Use Development Project, which includes housing (26 affordable employee apartments and 8 market-rate units) and 17,500 square feet of commercial space. The appeals raise concerns about construction impacts, traffic, parking, environmental review, evacuation safety, coastal access, and compliance with local planning standards.  Staff has reviewed the issues raised in the appeals and determined they lack merit.  The Board will decide whether to uphold or deny the appeals.
