Bilingual report — Community Environmental Council receives $300,00 grant to address air quality in Guadalupe and Santa Maria Valley

The Community Environmental Council (CEC) on March 18 announced it is the proud recipient of a competitive grant for $300,000 to monitor and share findings on air pollution, wildfire smoke, and pesticide exposure at the neighborhood level throughout Guadalupe and the Santa Maria Valley.

“Everyone deserves to be air aware,” said Mireya Piña, Parent Engagement Coordinator for Family Service Agency at Little House by the Park in Guadalupe. “There are a lot of health-related concerns like asthma and stroke due to fire, smoke, and diesel exhaust in our air. At the end of the day, we’re talking about air equity. When we look at that lack of equity in Santa Barbara County, some people can stay protected and informed. But, at the same time, other groups in the community can’t afford that luxury and rely on organizations to stay informed of things like air pollution.”

COVID-19 Update

Since Monday, there have been 108 new COVID-19 cases reported and 9,152 new tests completed. There are 44 people hospitalized and 9 in the ICU.

There have been 9 new deaths of community members between the ages of 36-94. We extend our sincere condolences to the family and loved ones of the 1,434 community members who have passed away throughout the pandemic. The R-effective for Ventura County is 0.65, meaning that the spread of COVID is likely decreasing.

Updated state masking guidance: In California, starting March 1, masks are no longer required for unvaccinated individuals, but strongly recommended for all individuals in most indoor settings. After March 11, in schools and child care facilities, masks will not be required but will be strongly recommended. Masks will still be required for everyone in high transmission settings like public transit, emergency shelters, health care settings, correctional facilities, homeless shelters and long-term care facilities. She will join Covered California with a wealth of experience concerning the Affordable Care Act, having played key roles in the Obama administration during the early establishment and implementation of the law, and as the chair of the Pennsylvania Health Insurance Exchange Authority, where she led the establishment of Pennsylvania’s state-based marketplace.

As if we didn’t already have enough controversy around masking mandates in California.

Several days ago, Governor Newsom, along with Los Angeles and San Francisco mayors Eric Garcetti and London Breed, respectively, attended the National Football Conference Championship Game at the SoFi Stadium in Inglewood. The problem that erupted shortly thereafter was the result of images of the governor appearing maskless at a mega-indoor event. These are precisely the types of gatherings that public health officials seriously warn us about attending. The governor’s pretext was that he had “removed the mask for a brief period,” but that excuse was widely dismissed as insultingly disingenuous.

They offer a legitimate service that allows untold numbers of people to purchase lawful, medically prescribed drugs for a considerably discounted price. People shouldn’t be forced to decide which they can afford to pay in a particular month: food, rent, heat, or prescription medications.

The illicit arms trade is a subject of the utmost interest for Mexico and the entire Latin American region due to the violence that this activity brings about. Despite the specific national contexts, the violence caused by arms trafficking has consequences of great magnitude on the quality of life of our populations, as well as, on the development of our countries.

In that regard, last August, the Government of Mexico filed a lawsuit, before a United States federal district court against manufacturers and distributors of firearms, for negligent commercial practices that promote arms trafficking to our country. It is important to point out that the litigation is not against the U.S. government nor against the right of U.S. citizens to own and bear arms in their country (Second Amendment of its Constitution). The aim is to prevent criminal groups from benefiting from this illicit trafficking, that is, the drug cartels who do not have the right to possess and bear arms.

First confirmed case of Omicron COVID-19 variant identified in Ventura County

The County of Ventura Public Health Department has received confirmation of its first case of COVID-19 with mutations consistent with the new Omicron variant (B.1.1.529). The individual, who is a fully vaccinated adult, is self-isolating, and their symptoms are improving without medical care. A small number of close contacts have been identified and, to date, all have tested negative and have no symptoms. The contacts have been asked to follow the quarantine protocol.

“Throughout the pandemic, we have always known there would be more mutations, resulting in the possibility of a more transmissible variant than the Delta variant,” said Public Health Officer Doctor Robert Levin. “While we can’t know for certain the impact of Omicron at this time, the good news is that we already know how to reduce transmission and slow spread. I encourage community members to take the steps that we know offer protection, including getting vaccinated, completing your vaccination series, or getting boosted, getting tested and staying at home if you feel sick or are a close contact, and wearing your mask indoors and at large mega events.”

The holiday celebrations started early for children receiving care at the Pediatric Unit at the Ventura County Medical Center! This year the Ventura County Fire Urban Search and Rescue (US&R) team used a rope rescue system that allowed them to position Santa Claus on the pediatric level of the hospital where there is an outdoor play area. The rope rescue exercise helped deliver toys to special children and also gave the US&R team valuable training. Join us in dropping off a toy, sporting good or unperishable food at any fire station or participating location to help bring joy to children in need this season. As part of a statewide Vaccination Response Program developed by the California Department of Health Care Services (DHCS), CenCal Health is implementing a multi-strategy initiative to increase protection against COVID-19. CenCal Health is the Medi-Cal health plan for both Santa Barbara and San Luis Obispo counties with nearly 210,000 members, primarily children, families and seniors with low-income. The goal of the new initiative is to fully vaccinate members who are not vaccinated or received only one dose due to vaccine-hesitancy, lack of transportation or a disability that keeps them homebound. In addition, the Centers for Disease Control and Prevention (CDC) recently recommended that children 5 to 11 years receive the pediatric COVID-19 vaccine.

Pfizer Bio-NTech vaccine available for 5- to 11-year-olds in Ventura County

The Pfizer Bio-NTech vaccine has been approved for 5- to 11-year-olds and may be available in Ventura County beginning today. The California Department of Public Health’s vaccine appointment system, MyTurn.CA.gov, will be updated by tomorrow November 4, and that is when the Ventura County Public Health Department will begin offering the vaccine to this age group. Families are encouraged to contact their medical provider for information about the vaccine. “I welcome the authorization from the U.S. Food and Drug Administration, Centers for Disease Control and Prevention, Western States Scientific Safety Review Workgroup and California Department of Public Health of the COVID-19 vaccine for children of five years of age and older. This will protect our children and get us closer to our goal of herd immunity,” said Public Health Officer Doctor Robert Levin.

Due to the current surge, Ventura County Public Health (VCPH) is urging all Ventura County residents that are eligible but have not yet been fully vaccinated to get vaccinated as soon as possible. In alignment with state and federal health authorities, VCPH officials also continue to strongly recommend mask wearing indoors in public places regardless of vaccination status. While Ventura County continues to be aligned with the California Department of Public Health (CDPH) and the Center for Disease Control and Prevention (CDC) guidance on masking, which recommends that everyone regardless of vaccination status wear masks indoors, and that requires those that are not fully vaccinated to mask indoors, officials are closely monitoring the current surge in case additional mitigation measures are needed.

CenCal Health, the publicly-sponsored health plan for Medi-Cal in Santa Barbara and San Luis Obispo counties, has received top marks among the nation’s Medicaid plans for adolescent immunizations and for adolescent weight assessment according to the 2021 results from Healthcare Effectiveness Data and Information Set (HEDIS®). Santa Barbara County was rated in the top 5% nationally for meningococcal, Tdap and HPV immunizations of plan members ages 9-13. San Luis Obispo County was rated in the top 5% nationally for physical activity counseling of pediatric members, and in the top 10% of pediatric weight assessment ratings overall, including nutrition counseling and body mass index (BMI) percentiles. In addition, both counties covered by CenCal Health received the highest HEDIS rating – top 5% in the nation – for timeliness of women’s postpartum care.

With wildfire season upon us, it is crucial to ensure Ventura County’s farmworkers are well informed and protected from the health impacts of wildfire smoke. The Air Pollution Control District (APCD) has partnered with the County of Ventura’s County Executive Office, the Ventura County Agricultural Commissioner’s Office, and the Central Coast Alliance United for a Sustainable Economy (CAUSE), a non-profit organization, to develop a first-of-its-kind text alert system that will alert farmworkers by region when wildfire smoke reaches dangerous levels.

“Over 40,000 farmworkers in Ventura County can now benefit from timely information to help protect themselves at their workplaces during wildfire events. Ventura County is committed to leading the way in protecting farmworkers and working towards a more resilient and healthy community,” said County Supervisor and Air Pollution Control District Board member Carmen Ramirez.
