California Lutheran University — California Latino GDP surges past $1 trillion

THOUSAND OAKS — If California Latinos were an independent state, their GDP would be the nation’s sixth-largest state GDP, larger than the economy of Pennsylvania or Ohio, according to the 2025 California Latino GDP Report by researchers at California Lutheran University and UCLA.

“Latinos’ participation in the California economy is more active, more intense than that of Non-Latinos,” said Matthew Fienup, Ph.D., executive director of the Center for Economic Research and Forecasting at Cal Lutheran and coauthor of the report with David Hayes-Bautista, Ph.D., distinguished professor of medicine at UCLA. “The importance of rapid Latino growth rates, and the intensity of economic activity they represent, cannot be overstated. The vitality of the overall California economy depends on the intensity of the economic activity of Latinos.”

Ventura Port District set to Implement Phase 2 of Parking Management Plan

VENTURA — The Ventura Port District announces the launch of Phase 2 of its Parking Management Plan, introducing paid parking at Ventura Harbor Village, Harbor Cove Beach, and Surfers Knoll Beach this weekend. Paid parking will be in effect from 10:00 AM to 8:00 PM on Fridays, Saturdays, Sundays, and holidays, while remaining free Monday through Thursday (excluding major holidays).

The Parking Management Plan is intended to improve access and enhance the visitor experience by encouraging greater parking turnover and availability during peak times. This effort supports the Ventura Port District’s mission to provide exceptional amenities, infrastructure, and services for the community and its guests.

Ventura County Fire Dept. to conduct prescribed burn in Adams Canyon on July 24

THOUSAND OAKS — The Ventura County Fire Department (VCFD) plans to conduct a prescribed burn in Adams Canyon, north of Santa Paula, on Thursday, July 24, weather permitting. This controlled burn is part of ongoing efforts to improve ecosystem health and reduce wildfire risk.

Adams Canyon is located north of Santa Paula, south of Thomas Aquinas College, and west of Steckel Park. Firefighters will utilize hand-ignition techniques to carefully burn 20-50 acres. A small test burn will be conducted beforehand to confirm optimal conditions before proceeding with the burn.

VENTURA — Health Care Foundation for Ventura County (HCFVC) proudly announces a significant philanthropic investment of $1,258,949 in essential medical equipment for Ventura County Medical Center (VCMC). Central Coast Alliance for a Sustainable Economy (CAUSE) — When they raid, we rise

It’s been one week since our communities in Camarillo and Carpinteria were turned into war zones.

As I’m sure you know by now, heavily armed agents from ICE, CBP, DHS, and the National Guard raided workplaces and stormed through fields and neighborhoods, tearing farmworkers away from their families. They came in armored vehicles, masked and armed just like soldiers prepared for battle. They used tear gas, flash grenades, and rubber bullets on our neighbors – including pregnant women and children.

A City Councilmember was injured. A member of Congress was denied entry. A child was hit by shrapnel. A local veteran was detained for days without due process. A CSU professor was arrested. One worker was hospitalized and tragically died. 361 workers were disappeared by the armed and masked federal agents.

Charging Forward to Zero Emissions: Port of Hueneme unveils second STAX Emissions Capture & Control Barge

PORT OF HUENEME — The Port of Hueneme celebrated another milestone in maritime sustainability this week with the unveiling of its second STAX Engineering emissions capture and control barge at a press conference held on-port Wednesday, July 16. Just eight barges operate in all of California, with the Port of Hueneme operating two–one at each terminal.

The arrival of the second barge, known as STAX 6, underscores the Port’s commitment to sustainability and further positions the Port as a national leader in clean air operations and zero emissions infrastructure.

“We have always been a community-serving port. The port that farmers built. We take that responsibility very seriously,” explained Jess Ramirez, President, Oxnard Harbor District Board of Commissioners. “That’s why we continue to lead with innovation as we invest in solutions like these that bring real and tangible benefits.”

Ventura County Air Pollution Control Board — Novel emission-reducing projects sought for grants

The Ventura County Air Pollution Control Board awards Clean Air Fund grants to support community projects that reduce emissions contributing to ozone and particle pollution. Ventura County exceeds state and federal standards for ozone and the state standard for PM 10, which is particulate matter with a diameter up to 10 micrometers.

The grants also fund proposals that address climate change, such as those that reduce emissions of greenhouse gases.

These two key documents guide how the County evaluates environmental impacts of proposed projects in the unincorporated areas of the County.

VENTURA — The Ventura County Assessor’s Office has begun mailing approximately 250,000 Annual Value Notices to property owners. These notices inform recipients of their property’s assessed value as of the lien date, January 1, 2025.

Of the total notices being sent, approximately 205,000 are postcards reflecting the standard 2% increase in assessed value in accordance with Proposition 13. In addition, more than 5,700 notices inform owners that their property’s market value is lower than its Proposition 13 factored base year value, indicating a temporary reduction in assessed value.

Ronald L. Miller II sworn in as Ventura County’s Chief Probation Officer

VENTURA — Ronald L. Miller II was officially sworn in, on Monday, July 14, 2025, as Chief Probation Officer of the Ventura County Probation Agency. The Ventura County Board of Supervisors appointed Miller to the position on June 24, 2025, following an extensive statewide recruitment process.

Chief Miller brings more than 35 years of experience in probation services, having previously served as the Chief Probation Officer in Riverside County. In that role, he led more than 1,000 staff members and oversaw the management of multiple juvenile facilities. He has also held numerous leadership positions within the field, including serving as the Southern Region Chair for the Chief Probation Officers of California.

“I’m honored to step into this role and serve the people of Ventura County,” said Chief Miller. “I look forward to working with our dedicated team and community partners to enhance public safety, support rehabilitation, and promote long-term positive change.”

Ventura County Air Pollution Control District doubles old car buyback payments

VENTURA COUNTY — The Ventura County Air Pollution Control District has doubled the amount it pays residents to retire old vehicles to $2,000 and expanded the eligible model years to 2003 or older.

Before the change, the Old Car Buyback Program offered $1,000 per vehicle with model years of 1997 or older.

VENTURA — The Ventura Fire Department Honor Guard invites first responders and community members to join in honoring the lives lost on September 11, 2001. The Memorial Stair Climb will be hosted on Sunday, September 7, 2025, at 8:00 a.m. at the Crowne Plaza Ventura Beach, located at 450 E. Harbor Blvd.

Participants will climb the equivalent of 110 stories, symbolizing the height of the World Trade Center’s Twin Towers and paying tribute to the 343 FDNY firefighters, 60 law enforcement and emergency personnel, 55 military personnel, and the 200+ firefighters who have since passed from 9/11-related illnesses.

VENTURA — The City of Ventura will begin resurfacing Telegraph Road from Ashwood Avenue to Hill Road in late July 2025, with construction scheduled through January 2026. This much-anticipated project will rehabilitate approximately 690,000 square feet of roadway and is funded by the SB1 Gas Tax Road Repair and Accountability Act and Measure O, Ventura’s voter-approved local sales tax dedicated to essential community improvements. 

VCFD adds rescue ambulance to Moorpark to strengthen emergency medical services

THOUSAND OAKS — The Ventura County Fire Department (VCFD) placed a new rescue ambulance into service today at Fire Station 42 in Moorpark, enhancing the city’s emergency medical response and adding capacity during high-demand incidents.

The new unit, designated Rescue Ambulance 42 (RA42), increases the number of medical transport resources available in the region and brings two additional firefighter-paramedics to the city each day. These added personnel will help deliver faster, more flexible service to residents during life-threatening emergencies.

VENTURA — As Independence Day celebrations approach, the Ventura Police Department (VPD) is ramping up efforts to prevent illegal fireworks activity by increasing patrols and expanding the use of drone technology for the second consecutive year.

This proactive enforcement strategy builds on the success of 2024, when the department responded to over 300 fireworks-related 911 calls and issued $9,000 in citations through drone deployments that helped pinpoint illegal activity in real time.

The service adjustments are designed to enhance travel efficiency and address overcrowding due to increased ridership. Effective January 6, 2025, through January 3, 2026, these updates are part of GCTD’s commitment to providing a safe, reliable, and convenient transit experience for all passengers.

The Small Business Administration (SBA) has declared a disaster for the Los Angeles County Civil Unrest, which occurred from June 6 to June 18, 2025. SBA now offers Economic Injury Disaster Loans to small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and most private, nonprofit organizations impacted by the civil unrest.

CENTRAL COAST — The Santa Barbara County, San Luis Obispo County, and Ventura County Air Pollution Control Districts (APCD) encourage residents to prepare for potential poor air quality caused by smoke, now that the area has entered peak wildfire season.

Smoke and ash from wildfires contain very small particles known as particulate matter that can travel hundreds of miles. These particles harm the lungs and heart and can cause coughing, wheezing, breathing difficulty, chest pain, nausea and, in severe instances, premature mortality. People with heart or lung disease, older adults, kids and pregnant women are especially sensitive.

Bilingual report — County of Ventura honors employees reaching 25+ years of service

VENTURA — At its June 24 meeting, the County of Ventura Board of Supervisors recognized 12 employees who have each served 25 years or more in public service, totaling 340 years of combined service to the people of Ventura County.

These long-serving employees were honored as part of the County’s Employee Continuous Service Recognition Program, which celebrates staff in five-year milestones starting at 25 years of service.

“These employees have dedicated decades of their careers to serving others, often behind the scenes, ensuring that vital services are delivered with care, consistency, and professionalism,” said District 4 Supervisor Janice Parvin, Chair of the Board of Supervisors. “Their commitment helps make Ventura County a stronger, safer, and healthier place for everyone.”

The 2024-2025 Ventura County Civil Grand Jury is proud to introduce its consolidated report, which includes the following final reports: Addressing Refund Delays in the Property Tax Assessment and Collection System; Prioritizing Best Practice Street Maintenance; Ventura County Animal Services Commission; and Water Rates for the City of Ventura and the Underground Dam in Foster Park. The consolidated report also includes a Compliance Review: Casitas Municipal Water District and the mandated Annual Inspection of Detention Facilities.

Bilingual report — Valentine Road Apartments unveils first renovated units at Ventura County’s largest Homekey Project

VENTURA — The Valentine Road Apartments unveiled the first of its newly renovated units during a progress celebration at the largest Homekey initiative in Ventura County, marking a major milestone in the region’s efforts to address homelessness through permanent supportive housing. 

Led by the Housing Authority of the City of San Buenaventura (HACSB), the Valentine Road Apartments are the result of a $32 million Homekey award secured in 2023 through the California Department of Housing and Community Development. That funding marked the largest Homekey grant in both City and County history and initiated the conversion of the 142-room hotel into 134 studio apartments for individuals experiencing or at risk of homelessness.
