Bank of Americans announces County Student Leaders

CENTRAL COAST — Bank of America on July 3 announced four local high school juniors and seniors from Ventura, Santa Barbara and San Luis Obispo counties have been selected as Student Leaders® (#BofAStudentLeaders), where they will participate in an eight-week paid summer internship providing the students with first-hand experience in serving their communities. As part of the program, the students will develop leadership and practical workforce skills while working with local nonprofits Girl Scouts of California’s Central Coast and Habitat for Humanity San Luis Obispo County, all while earning $17 per hour.

“With changing economic environments and a shifting job market in the region, young people need access to workforce experience and career skills-building opportunities,” said Midge Campbell-Thomas, president, Bank of America Ventura and Santa Barbara. “The private sector has a role to play to help better position and support young adults to be successful in today’s workforce.”

Santa Paula City Council Adopts Fiscal Year 2023-25 Budget

At its regular meeting on June 21, the Santa Paula City Council unanimously adopted its two-year Fiscal Year (FY) 2023-25 Budget. The balanced, nearly $54 million budget, indicates the City is in strong financial standing and is committed to maintaining its financial health.

“This budget is a testament to the strides we have made as a City,” said Mayor Andy Sobel. “From supporting street improvements and infrastructure, such as the Harvard Boulevard project, enhancing our Parks and Recreation offerings and budgeting for initiatives in Council’s newly adopted two-year Strategic Plan, we have taken significant steps towards creating a more prosperous and inclusive Santa Paula community.”

Grant to fund pre-K teacher preparation program at CSUCI

CAMARILLO — CSU Channel Islands (CSUCI) has received $250,000 to develop an affordable program where students can complete bachelor’s degrees and preparation requirements for California’s new early-childhood teaching credential in four years to address a critical shortage.

The Commission on Teacher Credentialing awarded the $249,942 grant as part of an effort to support shortened teacher-preparation programs in fields where there are shortages. CSUCI’s program will help fill the critical need for transitional kindergarten, or prekindergarten, teachers, particularly those with bilingual education credentials.

The need for credentialed early childhood teachers has been growing in recent years as the state has expanded transitional kindergarten. Legislation approved in 2021 calls for all 4-year-olds to have the opportunity to attend transitional kindergarten programs by the 2025-26 school year.

The 73rd annual Oxnard Community & Business Awards, hosted by the West Ventura County Business Alliance, recognizes remarkable individuals, businesses, and organizations that contribute to making Oxnard a thriving place to live, work and play. Food Share was honored with the NonProfit of the Year award for its work in tackling food insecurity within the city, exemplified by the ongoing drive-thru food distributions that take place at College Park, Oxnard. Starting in April 2020, at the beginning of the pandemic, the distributions are now in their third year and continue to draw large numbers, serving an estimated 4,000 people each week.

NYELAND ACRES, OXNARD — The Arts Council for Monterey County, Arts Council Santa Cruz County, the San Benito County Arts Council, the San Luis Obispo County Arts Council, the Santa Barbara County Office of Arts and Culture, and the Ventura County Arts Council are pleased to announce that Nyeland Promise has been selected through a competitive, regional call to receive a $140,000 grant as part of the Central Coast Creative Corps (CCCC) Program, a pilot grant program funded by the California Arts Council.

These grant awards will fund Nyeland Promise, a local Oxnard neighborhood nonprofit (tax id #83-2109489), as part of the 23 Community Partner grantees, to work with central coast-based Artists and Culture Bearers for one year.

Social Justice Fund for Ventura County Fellowship Update

Happy June! Here is the latest on our Social Justice Fellows:

Victoria Palomares and Dafne Aguilar (Oxnard LGBTQ+) have continued to hold their support sessions aimed to educate parents/caregivers of LGBTQ+ youth on advocacy and community building and provide a safe and affirming space for LGBTQ+ people and their families. These sessions are held on the 3rd Thursday of each month both in person at OPAC and over Zoom and will end next month. As a consistent form of support for returning attendees, Dafne and Victoria have provided a deeply meaningful space full of connection and empathy.

Dexter Nunnery (PROJECT50) continues to prioritize the Black community of Ventura County through his advocacy work and is currently working on developing partnerships in order to connect individuals with services for young adult counseling. Dexter held an event in April to officially introduce his nonprofit. His event was well attended and much loved by guests, who were excited to connect with Dexter and hear about his work in Ventura County. On June 2nd, Dexter took a group of students from Vista Real Charter School to visit Pacifica Graduate Institute in Santa Barbara as a part of his Young Adult Counseling Program.

Ventura College Foundation Distributes Over $670,000 In Scholarships

The Ventura College Foundation presented 439 scholarships for the 2023-24 academic year totaling $670,406 during its 34th Annual Scholarship Awards ceremony, May 18, at the Ventura College Athletic Center.

Of the 235 scholarship recipients, many received multiple scholarships with an average amount of $2,417 for continuing students and $3,557 for students transferring to four-year universities in the Fall. At minimum, each student received a $1,000 scholarship.

The County of Ventura has once again received the highest short-term credit rating from the nation’s two top credit rating firms – Moody’s and Standard & Poor’s. The ratings provided by the firms assess the County’s ability to pay its debts and both issued positive comments on the fiscal responsibly of the County.

“The County of Ventura has a fundamental responsibility to be effective stewards of the taxpayers’ money,” said Supervisor LaVere, Chair of the Board of Supervisors. “Once again, the hard work of the County’s financial team coupled with the Board of Supervisors’ commitment to fiscal prudence has resulted in the County receiving the highest possible credit rating.”

Family Service Agency Fundraiser Raises Record Funds

Over 200 guests of Family Service Agency attended Dreams in Bloom on Saturday May 13 at the Santa Barbara Woman’s Club at Rockwood—where they turned compassion into action. The sold-out event raised a record $250,000 to benefit the children, families, and seniors served by FSA—which includes Santa Maria Valley Youth & Family Center and Guadalupe’s Little House by the Park.

Big Brothers Big Sisters of Ventura County (BBSVC), a youth mentoring organization which serves over 1,000 youth in the agency’s mentoring programs annually, celebrated the 50th anniversary of the annual BBSVC Golf Classic on Monday, May 8. Through sponsorships, donations, auctions, and more, the tournament at Spanish Hills Club (Camarillo) raised over $150,000, with additional funds continuing to come in through the event’s active mobile auction platform. The Golf Classic raises the much-needed funds to help change the trajectory of youth facing adversity in Ventura County by creating lifelong mentoring friendships.

Community college and Class of 2023 high school students can take the Transfer Success Pathway to a guaranteed CSUCI admission

Students who are planning to enroll in an area community college in Fall of 2023, but who would eventually like to earn a four-year degree at CSU Channel Islands (CSUCI) might qualify for a new dual admissions program that will guarantee them admittance to the University.

The Transfer Success Pathway program is for 2023 high school graduates enrolling in community college who may have faced academic, financial or personal hardships that prevented them from entering any CSU, including CSUCI, in Fall of 2023.

Community Environmental Council Closes Historic $15 Million ‘Protect Our Climate Campaign’ with $16.97 Million Raised

After hosting more than 22,000 community members back to Alameda Park for the Santa Barbara Earth Day Festival at the end of April — the first time since 2019 — CEO Sigrid Wright announced today the success of CEC’s 50th Anniversary Protect Our Climate Campaign. Over $16.97 million was pledged to immediately tackle the urgent threat of climate change on the Central Coast, exceeding the $15 million goal.

Inspired by CEC’s proven reputation for developing and scaling innovative local solutions to complex problems, over 300 donors pledged $16.97 million to reverse and repair from climate change in San Luis Obispo, Santa Barbara and Ventura counties. Of this, roughly $10.25 million is funding a growth sprint of CEC’s climate programs and the build-out of an innovative Environmental Hub in downtown Santa Barbara. The remaining pledges — about $6.75 million — will be fulfilled in coming decades through long-term legacy gifts, ensuring the future sustainability of the organization. CSUCI Political Science major is one of 20 chosen across the nation for prestigious fellowship at Duke University

CSU Channel Islands (CSUCI) Political Science major Shayonna Huley is among 20 college students across the United States to be awarded the 2023 APSA Ralph Bunche Summer Institute (RBSI) fellowship.

At the end of May, Huley will travel to Duke University in North Carolina to participate in the five-week intensive summer program, which is co-sponsored by Duke University and the American Political Science Association (APSA).

“This is a competitive, highly thought of program for students likely to pursue graduate studies in Political Science,” said Dana Baker, who is Chair of Political Science and Global Studies.

Over decades, the Livable Communities Newsletter has reported on issues that support livable communities in Ventura County. We have been positive and hopeful. However, we all know that nothing is perfect. Some of Ventura County’s road to being a true livable community must include a discussion about what is not going well. In this edition we will cover three elements along the path that are at times struggling:

1. Real help to make housing affordable

The State Legislature in Sacramento has been passing laws with the goal of building more housing throughout California. None of the bills that were signed into law require that any of the housing that will be “built”, “expedited”, or “encouraged” has to meet affordability standards.

2. Good density versus bad density

Boston architect and urban designer Michael Dennis: “Some tall buildings are necessary for density. Tall buildings are not necessarily bad—though most are.”

3. Converting office buildings to housing

Converting empty office space to housing—especially in modern buildings with large floor plates—will be very difficult and costly. “Colleagues with greater knowledge of office building construction informed me that the building types and their mechanical systems might not be easily retrofitted for residential,” says architect and urban designer Laurence Qamar.

The Tequio Scholarship Committee of the Mixteco/Indigena Community Organizing Project (MICOP) publicly announces the release of their college scholarship application, supporting Indigenous migrant youth in Ventura and Santa Barbara County. These scholarship funds were raised during Tequio Rising 2023 and will be supplemented by funding from Edison International to support Indigenous students in Ventura, Santa Barbara, and San Luis Obispo County, especially students pursuing careers in the “STEM” fields of Science, Technology, Engineering, and Mathematics.

Guest commentary – Protect Accountability-Keep the BOE

Accountability is an ideal that is severely missing in our country today. People need to be accountable for their actions especially when it’s about the responsibility of government to serve the people. If you believe that government owes a higher duty of accountability to taxpayers, then you will share my opposition to a recently proposed amendment to the California Constitution.

There is a proposal moving through Sacramento right now that will destroy accountability and take away your right to vote for or against the people elected to oversee California’s property tax system. Getting rid of your elected members of the state Board of Equalization (BOE) is a bad idea and a big deal.

Santa Barbara County Wildfire Resilience Collaborative Receives $455,000 from CA Coastal Conservancy For Habitat Restoration Projects

Recently, the CA Coastal Conservancy awarded $455,000 to the Santa Barbara County Wildfire Resilience Collaborative (WRC) to develop and execute three wildfire resilience and habitat restoration projects: a creeks and open spaces initiative for Goleta, a collaborative project in partnership with The Land Trust for Santa Barbara County in the Arroyo Hondo Preserve, and the refinement of essential tools for resilience planning. These three priorities were identified through the Santa Barbara County Wildfire Regional Priority Plan (RPP).

CAMARILLO – Several Ventura County property owners in fire risk areas have shared concerns recently about notices from their insurance companies that indicate coverage would not be renewed unless certain steps to reduce fire risks were taken.

The insurance companies appear to be acting on new rules from California Insurance Commissioner Ricardo Lara that went into effect in April. The regulation was not made by the Ventura County Board of Supervisors or the Ventura County Fire Department.

The state’s new rules were intended to create more transparency in the process when insurance companies determine premiums or decide whether to cancel a policy.

Performing Arts Scholarship Foundation announces instrumental and vocal division winners

The Performing Arts Scholarship Foundation has awarded eleven local youth and adult musicians with scholarships ranging from $1,000 to $6,000 each, following their selection at the organization’s annual competition.

Junior and young adult instrumentalists and vocalists competed for the scholarships during the foundation’s 2023 contest, held April 23 at Lehman Hall in the Marilyn Horne House at the Music Academy of the West. The event is central to the foundation’s mission to support students of the performing arts in the Santa Barbara community. Students are selected for awards by a professional panel of judges and are encouraged to use the funds to develop their musical careers, such as by paying for music lessons, music school tuition, summer music programs, or instrument improvement.

Housing Trust Fund Ventura County to receive over $2 million in Federal and County funds in support of more affordable housing

Housing Trust Fund Ventura County (Housing Trust Fund VC) announced that the nonprofit has been awarded a $1.5M grant from the County of Ventura’s general fund for the development of affordable housing throughout the community and another $891,059 from the U.S. Treasury Department’s CDFI Fund Equitable Recovery Program. This combined $2,391,059 has the ability to be matched dollar for dollar by the State of California’s Proposition 1 Local Housing Trust Fund, bringing over $4 million to Ventura County in support of developing more affordable apartments and homes.

CSU Channel Islands (CSUCI) Applied Physics major Trent Ruiz failed to get into college more than once, often felt discouraged, and struggled with anxiety and depression.

But thanks to mentors, good therapists and sheer perseverance, Ruiz, 29, became the first in his family to attend college, is the recipient of two major scholarships, and served as the lead student for a recently awarded grant from NASA for $80K.

Southeast Ventura County YMCA Reaches $200,000 Fundraising Goal During Its Annual Fundraising Campaign

The Southeast Ventura County YMCA raised more than $200,000 to support YMCA programs during its annual fundraising campaign that ended March 22. The funds will be used to ensure local YMCA programs and memberships are available to those in financial need and to enhance YMCA youth and adult programs.

“We hold one major fundraiser a year. The Y is very grateful for those who donated,” says Ronnie Stone, president and CEO of the Y. “With rising costs on just about everything, people still were able to give.”

The Performing Arts Scholarship Foundation is pleased to announce the selection of finalists for the 2023 vocalist and instrumentalist scholarship awards.

This year’s finalists for vocal performance are Nathan Carlin, a baritone attending Westmont College (teacher Bryan Lane); Lorenzo Johnson, Jr., a tenor at the University of California, Santa Barbara (UCSB) (teacher Benjamin Brecher); Sibo Msibi, a tenor at Westmont College (teacher Nichole Dechaine); and Ariana Horner Sutherland, a soprano at UCSB (teacher Dr. Isabel Bayrakdarian).

Ventura Land Trust Hosts Legacy Wall Dedication Ceremony on April 19 at Harmon Canyon Preserve

Ventura Land Trust (VLT) will hold a special Legacy Wall dedication ceremony on Wednesday, April 19th at 9:00 am to commemorate donors who supported the Harmon Canyon Campaign for Harmon Canyon Preserve. The ceremony will take place at the Harmon Canyon Preserve trailhead.

The $10 million Harmon Canyon Campaign supported the establishment of Harmon Canyon Preserve, 2,123 acres of permanently conserved open space in Ventura, and a stewardship endowment that allows Ventura Land Trust to care for the land in perpetuity.

Bilingual report — 2023 Ventura County Homeless Count — Up 9.1 percent over 2022

There were 2,441 adults and children who were counted as homeless during the point-in-time count. This number represents an increase of 203 persons or 9.1% when compared to the 2,238 persons who were counted as homeless in 2022. The continued increase in the count can be attributed to several factors, although rising rent costs in the region and limited availability of affordable housing are leading causes. The number of calls for homeless prevention and rental assistance continues to increase across the county-wide homeless services system.

The Foundation of VCCU gives $40,000 in grants to local nonprofits

The Foundation of VCCU, Ventura County Credit Union’s (VCCU) philanthropic nonprofit organization, has provided $40,000 in grants to eight local nonprofit organizations. The grant money will support these organizations’ efforts to improve the lives of Ventura and Santa Barbara county residents.

Each of the eight nonprofits received a $5,000 grant from The Foundation of VCCU. The grant recipients included Conejo Schools Foundation, Gold Coast Veterans Foundation, Wishtoyo Chumash Foundation, Reins of H.O.P.E., School on Wheels, Social Justice Fund for Ventura County, Ventura County Family Justice Center and Project Bicycle Love. The eight recipients were chosen from a pool of 24 applicants.

All winners attended the virtual grant celebration event on March 8 along with Foundation BOD and Advisory Members.

Procter & Gamble in Oxnard Provides a Record $251,000 to United Way’s Community Impact Effort

Procter & Gamble Oxnard Plant local employees raised a record $200,000 from employee giving in addition to over $51,000 in special events and sponsorship. In addition to giving, P&G employees volunteered their time by packing more than 3,000 Stuff the Bus backpacks and provided Welcome Home Baskets for families housed through United Way’s Landlord Engagement Program.

“The P&G Oxnard Plant is proud to partner with United Way to serve the most vulnerable in our community with this philanthropic support,” said Rachel Buchenroth, Plant Manager of Procter & Gamble Oxnard. “Our team really rose to the occasion through our engagement, innovation, and generosity of gifts. P&G has a longstanding commitment in creating positive change locally in Ventura County, and I am pleased with our collective impact.”

Housing Trust Fund Ventura County announces approval of a $1.1 million acquisition loan for Aspire Apartments

Housing Trust Fund Ventura County (Housing Trust Fund VC) announces a $1,100,000 acquisition loan approved by its Board for funding to Many Mansions for the Aspire Apartments in Oxnard set to begin construction in 2024. The nonprofit had previously approved and funded a $250,000 pre-development loan back in January 2020. This brings the total funding from Housing Trust Fund VC to $1,350,000 in support of this development.

Aspire Apartments will consist of 56 one-bedroom units and 32 two-bedroom units, including a manager’s unit, for a total of 88 apartments. Residents, comprised of extremely and very low-income families and individuals, and homeless and disabled individuals, will enjoy a community center, laundry facility, common area kitchenette, and recreational space. Uniquely, the second floor of the building will feature an outdoor community green space complete with BBQ and picnic area to help build an inclusive neighborly environment. Additionally, Oxnard Development Commission Successor Agency has partnered in this project to acquire and develop a pocket park that will be accessible to the public.
