Ventura County Civic Alliance — May 15, 2023 Livable Communities Newsletter

Over decades, the Livable Communities Newsletter has reported on issues that support livable communities in Ventura County. We have been positive and hopeful. However, we all know that nothing is perfect. Some of Ventura County’s road to being a true livable community must include a discussion about what is not going well. In this edition we will cover three elements along the path that are at times struggling:

1. Real help to make housing affordable

The State Legislature in Sacramento has been passing laws with the goal of building more housing throughout California. None of the bills that were signed into law require that any of the housing that will be “built”, “expedited”, or “encouraged” has to meet affordability standards.

2. Good density versus bad density

Boston architect and urban designer Michael Dennis: “Some tall buildings are necessary for density. Tall buildings are not necessarily bad—though most are.”

3. Converting office buildings to housing

Converting empty office space to housing—especially in modern buildings with large floor plates—will be very difficult and costly. “Colleagues with greater knowledge of office building construction informed me that the building types and their mechanical systems might not be easily retrofitted for residential,” says architect and urban designer Laurence Qamar.

MICOP Launches 11th Annual Tequio Scholarship Program

The Tequio Scholarship Committee of the Mixteco/Indigena Community Organizing Project (MICOP) publicly announces the release of their college scholarship application, supporting Indigenous migrant youth in Ventura and Santa Barbara County. These scholarship funds were raised during Tequio Rising 2023 and will be supplemented by funding from Edison International to support Indigenous students in Ventura, Santa Barbara, and San Luis Obispo County, especially students pursuing careers in the “STEM” fields of Science, Technology, Engineering, and Mathematics.

Guest commentary – Protect Accountability-Keep the BOE

Accountability is an ideal that is severely missing in our country today. People need to be accountable for their actions especially when it’s about the responsibility of government to serve the people. If you believe that government owes a higher duty of accountability to taxpayers, then you will share my opposition to a recently proposed amendment to the California Constitution.

There is a proposal moving through Sacramento right now that will destroy accountability and take away your right to vote for or against the people elected to oversee California’s property tax system. Getting rid of your elected members of the state Board of Equalization (BOE) is a bad idea and a big deal.

Santa Barbara County Wildfire Resilience Collaborative Receives $455,000 from CA Coastal Conservancy For Habitat Restoration Projects

Recently, the CA Coastal Conservancy awarded $455,000 to the Santa Barbara County Wildfire Resilience Collaborative (WRC) to develop and execute three wildfire resilience and habitat restoration projects: a creeks and open spaces initiative for Goleta, a collaborative project in partnership with The Land Trust for Santa Barbara County in the Arroyo Hondo Preserve, and the refinement of essential tools for resilience planning. These three priorities were identified through the Santa Barbara County Wildfire Regional Priority Plan (RPP).

Bilingual report — New State Insurance Regulations Affecting Property Owners in Fire Risk Areas

CAMARILLO – Several Ventura County property owners in fire risk areas have shared concerns recently about notices from their insurance companies that indicate coverage would not be renewed unless certain steps to reduce fire risks were taken.

The insurance companies appear to be acting on new rules from California Insurance Commissioner Ricardo Lara that went into effect in April. The regulation was not made by the Ventura County Board of Supervisors or the Ventura County Fire Department.

The state’s new rules were intended to create more transparency in the process when insurance companies determine premiums or decide whether to cancel a policy.

Performing Arts Scholarship Foundation announces instrumental and vocal division winners

The Performing Arts Scholarship Foundation has awarded eleven local youth and adult musicians with scholarships ranging from $1,000 to $6,000 each, following their selection at the organization’s annual competition.

Junior and young adult instrumentalists and vocalists competed for the scholarships during the foundation’s 2023 contest, held April 23 at Lehman Hall in the Marilyn Horne House at the Music Academy of the West. The event is central to the foundation’s mission to support students of the performing arts in the Santa Barbara community. Students are selected for awards by a professional panel of judges and are encouraged to use the funds to develop their musical careers, such as by paying for music lessons, music school tuition, summer music programs, or instrument improvement.

Housing Trust Fund Ventura County to receive over $2 million in Federal and County funds in support of more affordable housing

Housing Trust Fund Ventura County (Housing Trust Fund VC) announced that the nonprofit has been awarded a $1.5M grant from the County of Ventura’s general fund for the development of affordable housing throughout the community and another $891,059 from the U.S. Treasury Department’s CDFI Fund Equitable Recovery Program. This combined $2,391,059 has the ability to be matched dollar for dollar by the State of California’s Proposition 1 Local Housing Trust Fund, bringing over $4 million to Ventura County in support of developing more affordable apartments and homes.

First generation CSUCI Physics major Trent Ruiz wins two scholarships and helps write an $80K grant from NASA

CSU Channel Islands (CSUCI) Applied Physics major Trent Ruiz failed to get into college more than once, often felt discouraged, and struggled with anxiety and depression.

But thanks to mentors, good therapists and sheer perseverance, Ruiz, 29, became the first in his family to attend college, is the recipient of two major scholarships, and served as the lead student for a recently awarded grant from NASA for $80K.

Southeast Ventura County YMCA Reaches $200,000 Fundraising Goal During Its Annual Fundraising Campaign

The Southeast Ventura County YMCA raised more than $200,000  to support YMCA programs during its annual fundraising campaign that ended March 22. The funds will be used to ensure local YMCA programs and memberships are available to those in financial need and to enhance YMCA youth and adult programs.

“We hold one major fundraiser a year. The Y is very grateful for those who donated,” says Ronnie Stone, president and CEO of the Y. “With rising costs on just about everything, people still were able to give.”

Performing Arts Scholarship Foundation announces 2023 award finalists

The Performing Arts Scholarship Foundation is pleased to announce the selection of finalists for the 2023 vocalist and instrumentalist scholarship awards.

This year’s finalists for vocal performance are Nathan Carlin, a baritone attending Westmont College (teacher Bryan Lane); Lorenzo Johnson, Jr., a tenor at the University of California, Santa Barbara (UCSB) (teacher Benjamin Brecher); Sibo Msibi, a tenor at Westmont College (teacher Nichole Dechaine); and Ariana Horner Sutherland, a soprano at UCSB (teacher Dr. Isabel Bayrakdarian).

Ventura Land Trust Hosts Legacy Wall Dedication Ceremony on April 19 at Harmon Canyon Preserve

Ventura Land Trust (VLT) will hold a special Legacy Wall dedication ceremony on Wednesday, April 19th at 9:00 am to commemorate donors who supported the Harmon Canyon Campaign for Harmon Canyon Preserve. The ceremony will take place at the Harmon Canyon Preserve trailhead.

The $10 million Harmon Canyon Campaign supported the establishment of Harmon Canyon Preserve, 2,123 acres of permanently conserved open space in Ventura, and a stewardship endowment that allows Ventura Land Trust to care for the land in perpetuity.

Bilingual report — 2023 Ventura County Homeless Count — Up 9.1 percent over 2022

There were 2,441 adults and children who were counted as homeless during the point-in-time count. This number represents an increase of 203 persons or 9.1% when compared to the 2,238 persons who were counted as homeless in 2022. The continued increase in the count can be attributed to several factors, although rising rent costs in the region and limited availability of affordable housing are leading causes. The number of calls for homeless prevention and rental assistance continues to increase across the county-wide homeless services system.

The Workforce Development Board of Ventura County (WDBVC)  recently launched Business Solutions a program to answer the needs of many employers and business people post-COVID-19. Small Business Statistics Of 2023 – Forbes Advisor reports that by 2031 only 87 percent of jobs lost due to COVID-19 will be recovered. The WDBVC is well prepared with a full range of no-cost support for Ventura County businesses.  

The Foundation of VCCU gives $40,000 in grants to local nonprofits

The Foundation of VCCU, Ventura County Credit Union’s (VCCU) philanthropic nonprofit organization, has provided $40,000 in grants to eight local nonprofit organizations. The grant money will support these organizations’ efforts to improve the lives of Ventura and Santa Barbara county residents.

Each of the eight nonprofits received a $5,000 grant from The Foundation of VCCU. The grant recipients included Conejo Schools Foundation, Gold Coast Veterans Foundation, Wishtoyo Chumash Foundation, Reins of H.O.P.E., School on Wheels, Social Justice Fund for Ventura County, Ventura County Family Justice Center and Project Bicycle Love. The eight recipients were chosen from a pool of 24 applicants.

All winners attended the virtual grant celebration event on March 8 along with Foundation BOD and Advisory Members.

Procter & Gamble in Oxnard Provides a Record $251,000 to United Way’s Community Impact Effort

Procter & Gamble Oxnard Plant local employees raised a record $200,000 from employee giving in addition to over $51,000 in special events and sponsorship. In addition to giving, P&G employees volunteered their time by packing more than 3,000 Stuff the Bus backpacks and provided Welcome Home Baskets for families housed through United Way’s Landlord Engagement Program.

“The P&G Oxnard Plant is proud to partner with United Way to serve the most vulnerable in our community with this philanthropic support,” said Rachel Buchenroth, Plant Manager of Procter & Gamble Oxnard. “Our team really rose to the occasion through our engagement, innovation, and generosity of gifts. P&G has a longstanding commitment in creating positive change locally in Ventura County, and I am pleased with our collective impact.”

Housing Trust Fund Ventura County announces approval of a $1.1 million acquisition loan for Aspire Apartments

 Housing Trust Fund Ventura County (Housing Trust Fund VC) announces a $1,100,000 acquisition loan approved by its Board for funding to Many Mansions for the Aspire Apartments in Oxnard set to begin construction in 2024. The nonprofit had previously approved and funded a $250,000 pre-development loan back in January 2020. This brings the total funding from Housing Trust Fund VC to $1,350,000 in support of this development.

Aspire Apartments will consist of 56 one-bedroom units and 32 two-bedroom units, including a manager’s unit, for a total of 88 apartments. Residents, comprised of extremely and very low-income families and individuals, and homeless and disabled individuals, will enjoy a community center, laundry facility, common area kitchenette, and recreational space. Uniquely, the second floor of the building will feature an outdoor community green space complete with BBQ and picnic area to help build an inclusive neighborly environment. Additionally, Oxnard Development Commission Successor Agency has partnered in this project to acquire and develop a pocket park that will be accessible to the public.

Santa Barbara County First District Supervisor Das Williams — Constructions Begins at San Ysidro Road, more news

The San Ysidro Roundabout will improve traffic flow at the intersection at San Ysidro Road, North Jameson Lane, and the northbound Highway 101 on-and off-ramps at San Ysidro Road. This single-lane roundabout will be planted with native and drought-tolerant landscaping, and have crosswalks around the roundabout with median islands to enable pedestrians to cross one direction of traffic at a time.

Bicyclists can either take the lane through the roundabout or dismount and use crosswalks.

Roundabout construction is scheduled from March 2023 through the end of 2023.

Ventura College Foundation Launches Fundraiser To Ensure Tuition Costs Are Covered Despite State Budget Cuts

The Ventura College Foundation has launched a fundraising effort to support the Ventura College Promise program. The program covers all tuition and fees for eligible students for up to two years. The foundation’s goal is to raise $40,000 by April 30.

Ventura College was the first community college in California to offer a tuition Promise program if students meet certain criteria. For students to be eligible for the current two-year tuition-free education they must be first-time incoming students who attend full-time. The Ventura College Promise served as a model for the creation of the statewide California College Promise Program in 2017.

PALM SPRINGS — Asia-Pacific Economic Cooperation (APEC) government officials and invited guests from international organizations, intergovernmental organizations, academia, and the private sector recently convened in Palm Springs, California for the First Senior Officials’ Meeting. Dr. Ray Bowman, Director of the Economic Development Collaborative’s Small Business Development Center (EDC SBDC), and Simona Racek, Trade Specialist with EDC SBDC, were invited by the Office of the United States Trade Representative to attend and present in two workshops that discussed accelerating the digitalization of trade.

 “APEC is addressing the need for open dialogue and informed global policy around the increasing digitalization of our lives, including discussing rights for people and businesses in a digital world. We are delighted to have participated in these important workshops and contributed to the discussions on digital trade policy and supply chain connectivity,” said Dr. Bowman. “SBDC is committed to supporting the growth and success of small businesses in the region, and these workshops provided valuable insights and opportunities for collaboration.”

United Way of Santa Barbara County (UWSBC) and the Housing Authority of the City of Santa Barbara (HACSB) partner up to provide helpful services & resources to residents throughout Santa Barbara County for tax season. Tax season is here and low to moderate income Santa Barbara County residents are invited to take advantage of putting more money back in their pockets with the help of UWSBC’s and HACSB’s  Volunteer Income Tax Assistance (VITA) Program. 

HACSB started the Volunteer Income Tax Assistance (VITA) program for Housing Authority clients twenty years ago in partnership with the Internal Revenue Service (IRS). Approximately thirteen years ago, HACSB partnered with UWSBC and formed the Financial Empowerment Partnership. Since UWSBC took over the management of the program, the two organizations have worked together to broaden its impact, serving more residents countywide. Since inception, the program has grown to seven VITA sites and ten community partners: Housing Authority of the City of Santa Barbara, United Way Santa Barbara County, AARP, UC Santa Barbara, Immigrant Hope, People Helping People, Carpinteria Children’s Project, Santa Barbara Public Library, County of Santa Barbara and John Burton Advocates for Youth (JBAY).

Tax season is upon us and low- to moderate-income Ventura County residents are encouraged to take advantage of ways to put more money back in their pocket with the help of United Way of Ventura County’s (UWVC) Volunteer Income TaxAssistance (VITA) Program.

On March 18, 2023, IRS certified volunteers will be at Moorpark College to prepare and e-file state and federal tax returns for households with incomes under $60,000. Tax preparers assist tax filers to access the tax credits to which they are eligible. You may qualify for state and federal Earned Income Tax Credit.

The Earned Income Tax Credit (EITC) is a tax credit for low-to-moderate income working families and individuals. The EITC can help you reduce your tax liability and, in many cases put money in your pocket. You must file your taxes to receive the EITC, even if you did not earn enough money to be required to file.

Big Savings Available on Heat Pumps for Central Coast Residents

C-REN (Tri-County Regional Energy Network), 3CE (Central Coast Community Energy), and TECH Clean California are offering generous incentives for residents who upgrade their natural gas furnace or water heaters to high-efficiency, all-electric heat pumps. These programs can be combined with Federal tax credits for massive savings that can lead to lower energy bills, more comfortable homes, and reduced carbon emissions.

Heat pumps are about three times more efficient than their natural gas counterparts and have the added benefit of increased safety by removing natural gas combustion from the home. Additionally, a heat pump that replaces a central furnace also adds air conditioning to the home in one appliance, as HVAC heat pumps provide both heating and cooling.

ECONOMIC OPPORTUNITY GRANT PROGRAM: PHASE 1

The Economic Opportunity Grant (EOG) Program is for microbusinesses located in the County of Los Angeles that have been hardest hit in the pandemic. Phase 1 will only allow microbusinesses who have been the hardest hit in the pandemic to apply to the first round offering $2,500 grants. These grants are funded in part through the California Office of the Small Business Advocate. Additional rounds will be determined based on funding availability. Application will be open until February 23 or until funds are expended.

Nominations are open for the 80th Annual Person of the Year awards. The Santa Barbara Foundation invites the community at large to nominate an individual, couple, or family. VCCU supports financial inclusion with employee promotion and new hire

To support Ventura County Credit Union’s ongoing efforts to ensure representation of all community members as it works to boost financial wellness and inclusion, the credit union has promoted Arturo Zaragoza to director of financial equity programs and hired Jaime Doniaz as financial inclusion and education manager.

Zaragoza has served as a branch manager at VCCU for nine years and has more than 16 years of experience working in the financial services industry. His efforts to support the financial well-being and inclusion of diverse individuals and groups throughout the community have earned him recognition and awards from the Pacific Coast Business Times, Oxnard High School District, Consulate of Mexico and Oxnard Chamber of Commerce. He is also a Ventura County Leadership Academy graduate, advisory board member for the UCSB Customer Experience Program, Food Share volunteer and youth soccer coach.

The Central Coast Climate Justice Network Announces Network Manager

Since its launch in 2018, the Central Coast Climate Justice Network (CCCJN) has grown into a strong community partnership with over a dozen participating organizations spanning the California Central Coast region. As CCCJN continues to expand its environmental and social justice work this year, the organization is proud to announce Ana Rosa Rizo-Centino as its new Network Manager.

CCCJN is a collaboration of organizations and community leaders committed to a climate movement that advances social, economic, racial, and environmental justice for Ventura and Santa Barbara Counties. By forging a regional partnership between social justice, anti-racism and environmental movements, the network expands the region’s collective power to advance restorative actions and systems change. The organization’s work centers on communities who bear the greatest burden of climate change impacts.

Bruce and his team of advisors and staff have worked diligently for years helping small businesses in the counties of Ventura, Santa Barbara and Los Angeles. They have helped countless number of businesses throughout many disasters and the current COVID-19 pandemic. VCLA’s recognition of Bruce as the 2023 Business Leader of the Year is a representation of how hard Bruce and his team worked and continues to help the small business community.

Under Bruce’s leadership, in 2022 the EDC has counseled over 1,657 entrepreneurs and helped approve over $73 million in access to capital for small businesses across the region.

Cottage Health Appoints Lorenzo Olivarez Jr., Vice President of Finance

Following a national search, Cottage Health has named Lorenzo Olivarez Jr. to the role of Vice President of Finance.

Olivarez most recently served as Division Chief Financial 0fficer/Sr. Vice President at Baptist St. Anthony’s Health System in Amarillo, TX, where he oversaw financial management of multiple medical centers, clinics and physician groups and was recognized as Ardent CFO of the Year.

$412,500 distributed to 55 entrepreneurs in Santa Barbara County through WEV’s Emprendimiento Program

On January 26th, Women’s Economic Ventures (WEV) hosted an Award Ceremony at the Santa Barbara Library Faulkner Gallery and distributed $412,500 to entrepreneurial Hispanic and Indigenous Santa Barbara County community members.  Fifty-five Emprendimiento Program participants successfully completed WEV’s free, 8-week business training program taught in Spanish and applied for grant funding.
