UPDATE: On September 29, 2021 Governor Newsom signed Assembly Bill 152 into law, extending Supplemental Paid Sick Leave through December 31, 2022. This extension does not allocate additional hours of leave.
2022 COVID-19 Supplemental Paid Sick Leave (SPSL) took effect on February 19, 2022. This SPSL is only applicable to employers, public or private, with 26 or more employees. Smaller employers will not be covered but may be covered by local supplemental paid sick leave ordinances.
California Lutheran University’s Public Price Promise program is now guaranteed for new students from California high schools and colleges who meet GPA requirements. The nearly $30,000 scholarships, which award first-year and transfer students the difference in average cost of attendance between Cal Lutheran and UC undergraduate campuses, offer a private education at a public price.
“We want to become accessible to as many California students as possible,” said Falone Serna, Cal Lutheran dean of admission and outreach. “This scholarship makes us a great option for California students and families who have budgeted for in-state tuition but want the benefits of a private education such as smaller classes and lower faculty-to-student ratios.”

Approximately 75,000 undocumented students are enrolled in California public and independent colleges and universities, according to the California Undocumented Higher Education Coalition. To assist these students in their journey, the Ventura County Community College District joins California Community Colleges and statewide partners for the sixth annual Undocumented Student Action Week (USAW), Oct. 17-21.
This year’s theme is “Juntos Podemos (Together, We Can): Collaborative Ecosystems that Support Undocumented Students.” During USAW, Moorpark, Oxnard and Ventura colleges will focus on advancing best practices, ensuring authentic, campuswide collaboration and advocating for policy solutions to support long-term success.

The Cabrillo Economic Development Corporation (CEDC) announced on Sept. 29 that it has been awarded $26,246,464 from a California Housing Accelerator grant from the California Housing and Community Development Department (HCD). The funding is part of the California Housing Accelerator Comeback Plan, which is designed to assist in ending homelessness and providing affordable housing.
“The quick, strategic investments the state has made through the California Housing Accelerator brings us another step closer to the 2.5 million homes needed by 2030, as outlined in our Statewide Housing Plan,” said Gustavo Velasquez, Director of the California Department of Housing and Community Development. “Just one year after Governor Gavin Newsom announced the California Housing Accelerator, HCD has helped partners unlock the ability to construct over 5,000 quality affordable homes that were stuck waiting for funding. Roughly 80 percent of all Accelerator units will be for extremely low to very low-income households and unhoused residents.”
Researchers from California Lutheran University’s Center for Economic Research and Forecasting and the UCLA David Geffen School of Medicine released the 2022 U.S. Latino GDP Report.

The total economic output, or gross domestic product, of Latinos in the U.S. was $2.8 trillion in 2020, up from $2.1 trillion in 2015 and $1.7 trillion in 2010.
The Southeast Ventura County YMCA’s 4th Annual Gala raised $617,876 to support YMCA programs while honoring Chuck and Melinda Carmichael as the 2022 Joel and Frances McCrea Memorial Award recipient. The event, held September 17 at the Four Seasons Hotel in Westlake Village, welcomed nearly 300 guests. This was the first in person Gala since 2019 due to the pandemic.

Santa Ynez Valley Cottage Hospital (SYVCH) Volunteer Services has awarded nine $3,000 scholarships to local students who reside or work in the Santa Ynez Valley and plan to pursue college studies in health-related careers.
The scholarship awards totaling $27,000 are made possible through proceeds from the New to You Thrift Store in Solvang. New to You Thrift store is staffed entirely by Santa Ynez Valley Cottage Hospital volunteers who generously donate more than 16,000 hours of their time and talents each year to support the hospital.
Scholarship recipients were selected by SYVCH Scholarship Committee members Jacky Green, Martha Nedegaard, Brenda Loskamp and Susan Snekvik.

Housing Trust Fund Ventura County (Housing Trust Fund VC) announces a $2,500,000 predevelopment loan approved for funding to AMCAL Multi-Housing, Inc. (AMCAL) for the Terra Campagna Apartments set to begin construction in November.
The need for affordable housing is felt throughout Ventura County, especially among our most essential workers. The Terra Campagna Apartments will serve the county’s large community of farmworkers and their families with 160 affordable housing units in Somis. This represents the second phase of the Somis Ranch Farmworkers Community development. Phase one consists of 200 units and is currently under construction with an anticipated completion date in the spring of 2024. Both developments will include community centers, social services, outdoor community spaces and play areas for all ages.
California Lutheran University has awarded its first Dorfman Incubator Grants — a total of $180,000 that will provide hands-on educational opportunities for students while helping four alumni and a professor launch their startups.
Unlike other university-sponsored grants aimed at serving students and faculty, those affiliated with Cal Lutheran’s Steven Dorfman Center for Innovation and Entrepreneurship program are deliberately further reaching. These grants are designed to simultaneously provide educational benefits to students and local resources to the community as they connect early-stage startups to the entrepreneurial program at Cal Lutheran.
Labor Market Report for August 2022
The California Labor Market Information Division (LMID) released its August 2022 report on Friday, the overall data showing little change, though an uptick in the Ventura County unemployment rate, from 3.2% in July to 3.5% in August. That increase, however, had less to do with any loss in jobs—in fact, Ventura County had zero change in total industry employment, from July to August—rather its cause was by a change in the total participating in the labor force, specifically by an increase in the total number of officially unemployed workers, up from 13,100 in July to 14,300 in August. We’ll unravel that best we can a bit more in our commentary below. For the official August data, click here.

California Lutheran University has received $2.5 million to provide scholarships to accomplished students from low- and middle-income families.
The donation from the Camarillo-based TOLD Foundation is the largest that Cal Lutheran has ever received for scholarships outside of an estate gift.
The Rod Gilbert Achievement Scholarship is designed to address the fact that a growing number of students with financial need are attending Cal Lutheran. The share of the university’s undergraduate students who are eligible for federal Pell Grants, which are awarded to those with exceptional financial need, increased from 16% to 30% during the last 15 years. In the 2021-2022 academic year, 60% of undergraduates received state or federal need-based financial aid. These trends align with the Hispanic-Serving Institution’s successful efforts to enroll and graduate students from diverse racial, ethnic and socioeconomic backgrounds.

The Cabrillo Economic Development Corporation (CEDC) announced today that it has received an Affordable Housing Program (AHP) grant fromFHLBank San Francisco. The $730K grant will help fund Village Senior Apartments in Buellton, CA, and contribute to the development of 50 homes for low-income seniors ages 55 and older, including 13 affordable homes for previously unhoused seniors and 11 for seniors in need of home-based healthcare. The gated community will offer residents a social services delivery area, recreation room, a central courtyard for outdoor activities, and a community garden.

By the end of this month, nearly 130,000 students from all corners of Ventura County will have returned to class for the 2022-2023 school year. It’s hard to believe, but this is the fourth school year in a row to be impacted by the COVID-19 pandemic. The good news is that we’ve come a long way from the days of remote learning and mandatory masking. This year, students will again be learning in person, masks will be optional, and most school activities will take place without restrictions.
The California Labor Market Information Division (LMID) released its July 2022 report on Friday, Ventura County’s unemployment rate remaining unchanged from June to July at 3.2%, a bit off from our low of 2.7% in May, but still at an extraordinary low. The County benefitted from gains in several sectors—Construction, Manufacturing, Professional & Business Services, Private Education & Health Services, Leisure & Hospitality and Other Services—but on net the gains were overshadowed by large declines in Farm, down by 2,800 jobs, and Public Education, down for summer break by 3,500 jobs. The Housing Authority of the City of Santa Barbara (HACSB) in partnership with 2nd Story Associates hosted Tools for Schools Saturday, August 13, 2022 from 8:30 a.m. to 12:00 p.m. at Presidio Springs (721 Laguna Street, Santa Barbara 93101).
Now in its tenth year, the “Tools for School” event provided school supplies and backpacks for low-income children and families in the Santa Barbara area. During this event, HACSB youth and families received a FREE backpack, school supplies, and learned about valuable resources and services for them and their families.
Ginger Salazar and Katina Zaninovich have been selected as the 79th Persons of the Year for the Santa Barbara area. The two will be honored for their volunteer contributions and service to the community at an in-person luncheon on Wednesday, September 21, 2022, at the Hilton Santa Barbara Beachfront Resort Rotunda. The Cabrillo Economic Development Corporation (CEDC) is the largest developer of affordable homes in Ventura County and is best known for providing comprehensive, well-designed affordable housing services and community economic development activities in Ventura and Santa Barbara Counties.
Since Tuesday, July 26, there have been 1,751 new COVID-19 cases reported and 17,959 new tests completed. There are 73 people hospitalized and 10 in the ICU. There have been 6 new deaths of a 62 year old male, 62 year old male, 74 year old male, an 80 year old female, 90 year old female, and a 95 year old female. We extend our sincere condolences to the family and loved ones of the community members who have passed.

The Assessor’s Office is preparing to send out, by mail, approximately 250,000 assessed value notices to taxpayers in Ventura County early next week. The notices inform owners of their property’s taxable value as of January 1, 2022. About 200,000 notices will be postcards showing the 2% increase in value due to Proposition 13.
The California Competes Tax Credit (CCTC) is an income tax credit available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size, or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. Applicants will be analyzed based on twelve different factors of evaluation, including number of full-time jobs being created, amount of investment, and strategic importance to the state or region.
Application Period Timeline: For the remainder of the 2022-2023, applications for the California Competes Tax Credit will be accepted during the following periods:
July 25, 2022 – August 15, 2022
January 3, 2023 – January 23, 2023
March 6, 2023 – March 20, 2023

The Southeast Ventura County YMCA is a nonprofit organization dedicated to building positive relationships, impacting lives and strengthening the community through youth development, healthy living programs and social responsibility. It serves the Conejo Valley, Simi Valley, Westlake Village, Oak Park, Agoura Hills and Moorpark.
The funds raised from the evening support YMCA programs including Find My Genius and Safety Around Water. Find My Genius is a five-week achievement gap program for low- and moderate-income students who are not reading at grade level. This program is offered at no cost to participants. Safety Around Water is designed to teach children water safety and basic swimming skills. It is also offered at no cost to participants and is open to the public.

California Congresswoman Julia Brownley, U.S. representative of California 26th District, recently visited the Ventura Port District to celebrate the federal appropriation of $5,516,000 for the maintenance dredging of Ventura Harbor. This is one of the Congresswoman’s ten Community Funded Projects which was included in the Fiscal Year 2022 Omnibus and was supported by Senators Dianne Feinstein and Alex Padilla. The Community Project Funding supplements the funding made available for the project in the President’s Budget and ensures that the entrance to Ventura Harbor will be well cared for through the next dredging cycle in early 2023. The check was presented to the Chair and Vice-Chair of the Ventura Board of Port Commissioners, Chris Stephens and Michael Blumenberg.

Women’s Economic Ventures (WEV) on June 29 hosted an Award Ceremony at the Oxnard Performing Arts Center to distribute $225,000 to entrepreneurial Hispanic and Indigenous Ventura County community members. Forty-five Emprendedores program participants, thirty-one women and 14 men, successfully completed WEV’s free, 6-week business training program and applied for grant funding; each received a $5,000 grant award for their small business needs. WEV’s Emprendedores Program, offered in partnership with Mixteco Indigenous Community Organizing Project (MICOP) is funded by the state of California’s Employment Training Panel’s (ETP), Social Entrepreneurs for Economic Development (SEED) initiative and is aimed at empowering marginalized community members who face barriers to employment such as low English proficiency. The program includes group training sessions on topics such as business marketing and finance individualized coaching, and funding tied to a business plan to support individuals in launching or growing their own businesses in Santa Barbara and Ventura counties.
County Assessor Dan Goodwin announced thecertification and delivery of Ventura County’s annual assessment roll on time to Auditor-Controller Jeff Burgh on Thursday, June 30. The Local Roll now contains a record $162.13 billion in assessed value.
While most properties received a modest increase of 2%, which is their maximum set by a 1978 ballot measure known as Prop 13, some properties will see a larger increase due to new sales or new construction.
