VENTURA — The County of Ventura Resource Management Agency (RMA) has selected Jonathan Wood to serve as the County’s new Code Compliance Director. The appointment was made following a comprehensive search that included strong internal and external candidates. Wood succeeds former director Doug Leeper, who retired from the County in September, after 40 years in public service, including eight years as the County’s Code Compliance Director.

“Jonathan brings a broad base of experience, strong customer service values, and a collaborative, problem-solving approach to Code Compliance,” said Rob Mullane, Director of the Resource Management Agency. “His passion for public service, thoughtful approach to resolving challenges, and familiarity with Ventura County will be a tremendous asset to our agency and the County as he helps advance key initiatives and strives for service excellence for the community.”

Wood joins the County of Ventura with nearly two decades of experience in code compliance, permitting, and community development. Most recently, he served as the Permit Services and Enforcement Manager in the City of Ventura’s Community Development Department, where he has worked since 2018. Prior to his service in Ventura, Wood spent twelve years building strong relationships with residents, businesses, and partner agencies as a Code Enforcement Supervisor and Senior Code Enforcement Officer in the Town of Apple Valley in San Bernardino County. Wood is a Certified Code Officer with the California Association of Code Enforcement Officers (CACEO) and serves on the Regional Board of Directors for CACEO. He currently holds state certifications in Criminal Justice, Fire Science, and is pursuing a degree in Business Management.

“I am honored to serve Ventura County as the new Code Compliance Director and look forward to collaboratively working with residents, businesses, and community partners,” Wood says. “My goal is to continue strengthening our partnerships with internal and external stakeholders, enhancing customer service, and expanding education to make the compliance process more transparent, approachable, and effective so our community has the resources and guidance it needs.”

In his new role, Wood will be responsible for leading the Code Compliance Division in managing existing compliance programs, developing and establishing new policies and procedures to enhance code compliance operations, implementing code compliance-related process improvements, and collaborating with internal and external partners to advance key code compliance priorities such as refinements to the County’s Outdoor Events regulations, nuisance abatements, and implementation of a wider range of compliance tools to provide for prompt and effective resolution of code compliance issues and cases. Wood will assume his role on January 5, 2026.
