Storm Recovery Efforts
Since the onset of the January 2023 storms, California has been working closely with federal partners to provide support to impacted communities. On January 8, 2023, Governor Gavin Newsom requested a Presidential Emergency Declaration, which was approved by President Biden on January 9, 2023, to include Ventura County. The Presidential Emergency Declaration provides state and local assistance to providing emergency services, such as protecting lives and mitigating damage.
Following the Emergency Declaration, Ventura County continued to sustain damage from the January 9-10, storms that impacted public and private property. Considerable efforts to collect damage reports and conduct field assessments with state and federal partners are currently underway. Residents and business owners are asked to submit reports of damage or requests for assistance in hopes that Ventura County may also be included in a designation for Individual Assistance. Individual Assistance may include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.
Should Individual Assistance be made available by FEMA to Ventura County residents, instructions on filing a claim will be posted at VCEmergency.com. To qualify for Individual Assistance, individual disaster losses must be in a Presidentially declared disaster area, a member of your household must be a legal resident of the United States, and the damages/expenses are not covered by insurance. The following types of assistance are available under the Individual Assistance Program:

- Uninsured Home Repairs
- Home Replacement Assistance (limits apply)
- Direct Housing
Other Needs Assistance:
- Personal Property Replacement

- Moving & Storage Expenses
- Clean & Removal
- Critical Needs

Report Damage to an Agricultural Operation
Did your agricultural operation sustain significant damage related to the January storms? The Sheriff’s Office of Emergency Services would like to hear about it. This information is vital to securing State and Federal assistance for Ventura County Residents. Assistance with Debris Removal on Private Property
Ventura County has partnered with Team Rubicon to assist in removing debris from private properties. To request assistance with debris removal, please submit a report via VCEmergency.com. |
Property Tax Relief for Damaged Property
Property tax relief may be available to Ventura County property owners whose property sustained more than $10,000 in damage from the January 9-10, 2023 storms. For additional information on program eligibility, please visit https://assessor.countyofventura.org/taxsavings/calamityclaims.asp.
To file a claim, complete the Calamity Application Form and return it to the Ventura County Assessor’s Office by email: ASSESSOR.DISASTER@VENTURA.ORG . Claims must be filed within twelve months of the date of damage. |

Red Cross Clean-Up Kits Available for Residents
The American Red Cross is providing free cleanup kits to assist residents who are in need of cleaning and disinfecting supplies due to damage from the recent storms.
Each kit includes a 5-gallon bucket with tamper proof reusable lid containing janitorial supplies designed to clean and disinfect homes after hurricanes, floods and fires. Supplies include: 20 oz. cotton wet mop, 14” Palmyra push broom, 14” floor squeegee, Two 54” four section metal handles, 9” Palmyra capped sweep, 7” scrub brush, cellulose sponge, leather palm work gloves, medical exam gloves, procedure mask, 3 heavy duty garbage bags, All Purpose Cleaner (32oz)
Supplies will be available on Saturday, January 21, 2023 from 10:00 am to 4:00 pm at the following locations:
- Ojai: Vons, 1125 Maricopa Highway, Ojai, CA
- Fillmore: Vons, 636 W. Fillmore, CA
- Camarillo: American Red Cross, 836 Calle Plano, Camarillo, CA
Additionally, clean up kits can be picked up from:
Sunday, January 22 through Wednesday, January 25 during the hours from 8:00 am through 7:00 pm from the following fire stations:

Update Regarding Sewage Discharge Affecting Ventura Beaches
On January 10, 2023, the Ventura County Environmental Health Division (Division) was made aware by the Ojai Valley Sanitary District (OVSD) of two critical sewer lines damaged by rainstorms and issued information to the public and media regarding the incident. OVSD has since completed temporary repairs to the sewer system and stopped the ongoing sewage release on January 12, 2023. OVSD estimated that approximately 14 million gallons of sewage entered the Ventura River.
This sewage release continues to impact water quality at our local beaches. The latest ocean water samples taken on Thursday, January 19, 2023, indicate that several sample sites exceed state standards for bacteria. These will remain closed until sample results indicate that the ocean water quality meets state standards. They will be retested on Monday, January 23, 2023. The Division is advising the public to avoid all contact with ocean water at the following beach locations:
- Mondos Cove Beach
- Solimar Beach
- Emma Wood State Beach
- Surfer’s Point at Seaside
- Promenade Park Beach (Figueroa Steet)
- Promenade Park Beach (Redwood Apartments)
- San Buenaventura State Beach (California Street)
- San Buenaventura State Beach (San Jon Road)
- San Buenaventura State Beach (Dover Lane)
- San Buenaventura State Beach (Weymouth Lane)
- Marina Park Beach
The following beaches have been tested and meet State water quality standards. They are now opened:
- Peninsula Beach/Harbor Cove
- Surfer’s Knoll Beach
