D1) Chapter 15 of the Santa Barbara County Code and the 2025 California
Fire Code
(Estimated Time: 45 minutes)
Summary: The Board will consider adopting the 2025 California Fire Code with local amendments to ensure consistent and up-to-date fire safety standards. The updated code, if approved, would take effect January 1, 2026, and includes new state requirements for wildfire protection, energy storage systems, and fire alarm standards. The adoption would not result in any fee increases.

Summary:
The Board will consider adopting the 2025 California Building Standards Codes with local amendments to ensure Santa Barbara County’s building regulations remain consistent with updated state safety standards. The proposal also includes local amendments that address Santa Barbara County’s unique conditions, such as fire risks, strong winds, and earthquake activity, to help keep buildings safe and resilient.

Summary:
The Board will reconsider appeals related to the Planning Commission’s approval of ownership and operator changes for the Santa Ynez Unit (SYU), POPCO Gas Plant, and Las Flores Pipeline System. Earlier this year, the Board’s 2-2 tie vote meant no action was taken, leading Sable Offshore Corp. and ExxonMobil to file a federal lawsuit. A court has now ordered the Board to hold a new public hearing to either affirm, reverse, or modify the Planning Commission’s decision by November 11, 2025. If the Board cannot reach a majority decision by then, additional hearings must be held every 45 days until a final vote is made.
