D1) Proposed Santa Barbara County Wine Improvement District
(Estimated Time: 30 minutes)

Summary: 

The Board continues consideration of the establishment of the Santa Barbara County Wine Improvement District. The district would levy assessments to all wine-tasting facilities in Santa Barbara County. The annual assessment would be 1% of gross sales revenue of purchases made within the state and the funds would be used for promotion and engagement efforts. A final public hearing for the Board to consider adoption will occur on February 11, 2025.

D2) Update on Cannabis Taxation, Compliance, and Enforcement
(Estimated Time: 20 minutes)  

Summary: 

The Board will hear an update on the status of cannabis tax collection, land use permitting, business licensing, and enforcement from

July 1, 2024, to September 30, 2024,

the first quarter of the fiscal year.

D3) Cannabis Odor Abatement
(Estimated Time: 60 minutes)

 

Summary: 

The Board will consider amendments to the County’s cannabis regulations to address ongoing concerns about odor impacts on surrounding communities. The proposed changes aim to improve odor control measures for mixed-light cannabis cultivation operations while providing a reasonable timeline for implementation and a process for operators facing legitimate challenges.

D4) Transforming the Experience of

Aging in Santa Barbara County  
(Estimated Time: 30 minutes)

 

Summary: 

The Board will hear findings and recommendations from the “Aging Well in Santa Barbara County” report that was released by the Santa Barbara County Adult & Aging Network. This report details the needs and vulnerabilities of a rapidly aging and diversifying population in Santa Barbara County.

D5) Possible Revisions to the Encampment Response Protocol and Safe Parking Program; Consideration of a Safe Sleeping Program
(Estimated Time: 60 minutes)

 

Summary: 

The Board will consider amendments to the Santa Barbara County Encampment Response Protocol, including whether or not to require refraining from enforcement of anti-camping laws against unhoused individuals without first offering them adequate shelter. The Board will also discuss changes to County processes concerning the establishment and approval of parking restrictions. Staff will seek specific direction concerning the possible modifications to the Countywide safe parking strategy and direction on pursuing the development of Safe Sleeping locations in the unincorporated County.

D6) Request to Enter into Contract Negotiations for Healthcare Services at the Sheriff’s Jails and Medical Services at Probation’s Juvenile Justice Center
(Estimated Time: 90 minutes)

 

Summary: 

The Board will consider authorizing the Sheriff’s Office and Probation Department to enter into contract negotiations with California Forensic Medial Group (CFMG) for an Agreement to continue to provide healthcare (medical and mental health) services at the Sheriff’s jails and to continue to provide medical services at Probation’s Juvenile Justice Center.

D7)  Isla Vista Rental Housing Inspection Pilot Program
(Estimated Time: 30 minutes)

 

Summary: 

The Board will hear a report on the unsafe and substandard housing conditions of rental housing units in the community of Isla Vista and discuss a potential pilot rental housing inspection program.
