D1) Extra-Help Services and Retirement Waiver
(Estimated Time: 5 minutes) 

Summary: 
The Board will consider a request to hire a retired employee as Extra Help from the Community Services Department. Per California Government Code, the Board must approve this hiring decision because less than 180 days have passed since the retirement of this employee.

D2) Community Corrections Partnership Jail Data Analysis Report
(Estimated Time: 45 minutes)

Summary: 

The Board will receive a report on updated county jail population data and recommendations from the Community Corrections Partnership (CCP) aimed at reducing the jail population and improving system efficiency. These include strengthening data collection, updating policies, expanding existing diversion and alternative-sentencing strategies, and the creation of a Jail Population Review and Advisory Team (JPRAT) to identify individuals eligible for release and improve coordination across justice and behavioral health agencies.

D3) Community Corrections Partnership’s Warrant Analysis and Strategies
(Estimated Time: 30 minutes)

Summary: 

The Board will receive a presentation from the Community Corrections Partnership (CCP) on Santa Barbara County’s active warrant inventory, including an analysis of warrant types, how recently they were issued, and current efforts to reduce the backlog. The review found that active warrants are at a 15-year low and that only 4% involve the most serious offenses, reflecting ongoing progress in clearing warrants that no longer need to remain in the system. This presentation responds to the Board’s June 2025 request for a deeper understanding of why nearly 10,000 warrants were outstanding and for recommendations to improve long-term warrant management. The CCP’s Warrant Ad-Hoc Subcommittee, made up of justice system partners, examined existing practices and developed strategies to help ensure warrants are processed more efficiently and consistently going forward.

D4) Hearing to Consider Soutar Appeal of the County Planning Commission Approval of the Mission Isla Vista Partners LP Housing Development
(Estimated Time: 45 minutes)

Summary: 

The Board will consider an appeal of a proposed housing project in Isla Vista that would add new multi-unit housing, including affordable units. The appellants argue the project does not meet parking, environmental, or Coastal Plan requirements. When the Board last reviewed this item in September, it requested clarification on parking, transit access, and affordability. Since then, the applicant has submitted updated plans that add dedicated parking for affordable units, expand bicycle storage, and provide clearer transit-access commitments. Because the project qualifies for the State Density Bonus Law, it is entitled to certain incentives and reduced parking requirements, and County staff find it meets all objective planning and coastal standards. Staff therefore recommend denying the appeal and allowing the project to move forward.

D5) Proposed Fee Ordinance to Update Transportation Impact Mitigation Fees for the Goleta and Orcutt Planning Areas
(Estimated Time: 45 minutes) 

Summary: 
The Board will consider updating the Transportation Impact Mitigation Fees for the Goleta and Orcutt Planning Areas. These fees, paid by developers of new projects, fund transportation improvements like road and signal upgrades to address congestion from growth. The update reflects current costs, planned projects, and new land use categories based on the latest transportation data. If approved, the new fees will take effect 60 days after adoption.

D6) Proposed Fee Ordinance Update for Planning and Development Department
(Estimated Time: 60 minutes) 

Summary: 
The Board will consider updating and simplifying the Planning and Development Department’s fee structure to ensure fees reflect the true cost of providing permitting and regulatory services. An independent study found current fees no longer keep pace with rising costs and new regulations, and the proposed changes would improve transparency, align with industry standards, and support the County’s full cost-recovery policy. These updates affect planning, building, film, cannabis, and petroleum permit fees.
