D1) 2024 Santa Barbara County Crop & Livestock Report
(Estimated Time: 15 minutes)

Summary: 

The Board will receive the 2024 Annual Crop and Livestock Report from the Agricultural Commissioner’s Office, which will highlight the top county agricultural commodities and commodity groups. Agriculture remains Santa Barbara County’s leading industry with a gross production value of $2 billion in 2024, an increase of 7.1% over 2023. Strawberries remained the top crop.

D2) 2024 Tri-County Regional Energy Network Impact Report
(Estimated Time: 30 minutes) 

Summary: 

The Board will hear an update from the Tri-County Regional Energy Network (3C-REN) a partnership between Santa Barbara, Ventura, and San Luis Obispo counties that brings state funding back to the region to support energy efficiency programs. The update highlights 3C-REN’s 2024 accomplishments, including incentives for energy-saving home and business upgrades, workforce training, and new programs for farms and critical facilities.

D3) Central Coast Community Energy Annual Update
(Estimated Time: 30 minutes)

Summary: 

The Board will hear an annual update from Central Coast Community Energy (3CE) on its recent activities, including information on energy procurement, available energy programs, and local participation in these programs. The County of Santa Barbara became a member of 3CE, an existing Community Choice Aggregation provider, in 2019. Participating in 3CE provides a higher percentage of carbon-free and renewable electricity, giving local governments greater control over their electricity sources while delivering competitive rates.

D4) Richards Ranch Reorganization – Tax Exchange Update
(Estimated Time: 40 minutes)

Summary: 

The Board will hear an update on tax negotiations between the County of Santa Barbara and the City of Santa Maria, part of a proposed annexation of 43.67 acres (four connected parcels) into the City as part of the Richards Ranch Reorganization. Before the annexation can move forward, both the County and the City must agree on how to share property tax revenue. If they reach an agreement, LAFCO will schedule a hearing to decide whether to approve the annexation.

D5) Appeal of the County Planning Commission Approval of the G&K Farm/K&G Flower – Cannabis Processing Structure Design Review Project
(Estimated Time: 45 minutes)

Summary: 

The Board will consider an appeal challenging the design of a 25,000 square foot cannabis processing building in Toro Canyon. Appeal issues raised about the project include height and size of the structure, conflicts with local planning guidelines, and increased traffic concerns, among other issues. Staff reviewed the appeal and finds the issues raised are without merit.

D6) Update on Cannabis Taxation, Permitting, Licensing, and Enforcement – Third Quarter Fiscal Year 2024-25
(Estimated Time: 20 minutes)

Summary: 

The Board will receive a third quarter summary of the County’s cannabis program, including tax revenue, permitting, licensing, enforcement, and new odor control requirements.  The report also outlines upcoming changes to cultivation acreage caps and continued efforts to streamline the business licensing process.
