D1) Request for Continuance – Transfer of General County Programs Discretionary Funds to the City of Santa Maria
(Estimated Time: 5 minutes)
Summary: The Fifth District Office requests a continuance for the transfer of General County Programs Discretionary Funds to the City of Santa Maria for the Santa Maria Sports Complex due to City staff availability. It is requested that the hearing be moved to the Board meeting on October 14, 2025.
D2) Amendment to 2025 County Legislative Platform
(Estimated Time: 20 minutes)
Summary:
The Board will consider adopting amendments to the County Legislative Platform to advocate for improved immigration reform. This includes requirements for law enforcement officer identification and urging Congress to reinstate policies barring immigration enforcement in sensitive locations like schools, hospitals, and places of worship. The Legislative Platform is used to guide County positions on legislation and programs at the state and federal levels.
D3) Response to 2024-25 Grand Jury Reports on Deaths in Custody
(Estimated Time: 1 hour)
Summary:
The Board will consider adopting responses to three Santa Barbara County Grand Jury reports on deaths in custody at the Main Jail and Northern Branch Jail. The Grand Jury found issues relating to the intake screening process and electronic health records, systemic issues with the Main Jail’s ability to safeguard wellbeing, and medical care that did not meet jail medical procedure requirements. The Board’s responses outline actions already taken and next steps to continue enhancement to jail system staffing, oversight, and processes.
