The Draft Environmental Justice (EJ) Element has been released for public review and will be considered by the County Planning Commission during a public hearing on August 27, 2025. The EJ Element is a new state-mandated general plan element that focuses on addressing the needs of EJ Communities (EJCs). The EJCs in the County include Casmalia, Cuyama, New Cuyama, Ventucopa, Garey, Sisquoc, Los Alamos, and Isla Vista.
California law defines EJ as “the fair treatment of people of all races, cultures, and incomes with respect to the development, adoption, implementation and enforcement of environmental laws, regulations, and policies” [Government Code Section 65040.12(e)]. The proposed EJ Element includes goals, policies, objectives, and actions designed to address EJ issues.
The proposed EJ Element is designed to:
- Reduce unique or compounded health risks in EJCs by means that include the reduction of pollution exposure and improvement of air quality;
- Promote access to public facilities, healthy foods, safe and sanitary homes, and physical activity;
- Promote civic engagement in the public decision-making process; and
- Prioritize improvements and programs that address the needs of EJCs.
The Draft EJ Element document, implementation matrix, mapping methodology, and engagement summary are now available for review in English and Spanish. The Draft EJ Element is available on the project website here: https://www.countyofsb.org/794/Environmental-Justice-Element. The public is invited to review the Draft EJ Element and provide comments to the Planning Commission in advance of, or during the hearing.
