Economic Development Collaborative (EDC) — New Masking Requirements for Businesses

NEW MASKING REQUIREMENTS FOR BUSINESSES

Current Requirements for Businesses
Centers for Disease Control and Prevention:
On July 27, 2021, the Center for Disease Control and Prevention (CDC) issued new masking guidance for fully vaccinated individuals in substantial or high transmission areas. This information can be tracked HERE.
NEW California Department of Public Health:
On December 13, 2021, the California Department of Public Health (CDPH) updated their Guidance for the Use of Face Coverings, requiring universal masking indoors, irrespective of vaccine status, statewide from December 15, 2021 to January 15, 2021.
Information for Mega Events:
  • Indoor mega events (crowds greater than 1,000 attendees) now require vaccination verification or proof of negative testing. Self-attestation may not be used to verify status as fully vaccinated or as proof of negative test result for indoor settings.
  • Outdoor mega events (crowds greater than 10,000 attendees) recommend vaccination verification or proof of negative testing. For outdoor settings, it is recommended not to use self-attestation to verify status as fully vaccinated or as proof of negative test result.

Information by County:
  • UPDATED: Ventura County: As of Friday, August 20, 2021 the County of Ventura Public Health Department requires that everyone, regardless of vaccination status, wear masks indoors in public places. CLICK HERE for more information. On October 18, 2021 the County of Ventura Health Officer issued a new Health Officer Order continuing this requirement. This order will remain in effect until:
  • Ventura County reaches the moderate (yellow) COVID-19 transmission tier, as defined by the Centers for Disease Control & Prevention (a daily case rate of 7 per 100,000), and remains there for at least three weeks; and
  • COVID-19 hospitalizations in the County are low and stable, in the judgment of the Health Officer; and
  • Eight weeks have passed since a COVID-19 vaccine has been authorized for emergency use by federal and state authorities for 5 to 11-year-olds or 80% of the County’s eligible population is fully vaccinated with two doses of Pfizer or Moderna or one dose of Johnson & Johnson (booster doses not considered);
  • Or until the Order is extended, rescinded, superseded or amended in writing by the Health Officer.

  • UPDATED: Santa Barbara County: As of Friday, August 6, 2021 at 5:00 pm County of Santa Barbara Public Health Department requires that everyone, regardless of vaccination status, wear masks indoors in public places. On December 3, 2021 the County of Santa Barbara Health Officer issued a new Health Officer Order continuing this requirement. This order has been extended to and will remain in effect until January 2, 2022 or until it is extended, rescinded, superseded, or amended by the Health Officer. This Order applies in the incorporated and unincorporated areas of Santa Barbara County (“County”). CLICK HERE for more information.
  • UPDATED: Los Angeles County: As of July 24, 2021 masks are required in indoor public spaces, regardless of vaccination status. On September 28, 2021 the County of Los Angeles Health Officer issued a new Health Officer Order continuing this requirement. This order will remain in effect until it is revised, rescinded, superseded, or amended by the Health Officer. CLICK HERE for more information.
Employers are still required to comply with Cal/OSHA COVID-19 Prevention – Emergency Temporary Standards requirements.
