Former County Counsel Returns to Norman Dowler

VENTURA — Michael G. Walker, former County Counsel for the County of Ventura, has rejoined the prestigious law firm Norman Dowler, LLP, where he began his career. At the Ventura-based firm, Walker’s practice will emphasize local government counseling and business, employment, construction and real estate litigation and transactions.

Walker served as the Chief Assistant County Counsel from July 2010 to October 2020, when he was named to the top legal position for the County of Ventura. In that post, Walker oversaw the 25-lawyer office that provides civil legal counseling across the 9,000-employee county government, including related special districts.

While an undergraduate at Pepperdine University, Walker served as editor-in-chief of the school newspaper, magazine and literary journal. After graduating cum laude in 1990 from Pepperdine University School of Law, Walker went to work at Norman Dowler. He became a partner in 1998.

Walker left the firm in 2007 to work at the County of Ventura, primarily representing the Ventura County Fire Protection District. He briefly held the county’s No. 3 legal spot before moving into the role of Chief Assistant County Counsel in July 2010.

While with the County Counsel’s office, Walker developed expertise in public contracting, public works and transportation, public employment, land use, and the state’s public records and open meetings laws, among other areas. Walker reviewed over 5,500 meeting agendas for county elected officials, including staff reports, contracts, ordinances, and resolutions.

Walker is a past president and a past member of the board of the Ventura County Trial Lawyers Association.
