Santa Barbara County First District Supervisor Das Williams — Monday Storm Update

Our County first responders held their 3rd emergency press conference Monday at 4 pm. I’ve included the video of the press conference below.

We expect heavy rain and potential thunderstorms overnight, with a high risk for flash flooding throughout Santa Barbara County and our neighboring counties. The request from our first responders is to please stay off the road unless you are evacuating or otherwise absolutely need to be. If you went to work today and must commute home, please do not attempt. Stay put for tonight. The northbound 101 freeway is closed from Highway 33 to Santa Claus Lane and again at the Gaviota tunnel, along with Highway 154 in both directions. The County has one emergency shelter open at the Wake Center located at 300 North Turnpike in the Eastern Goleta Valley between Goleta and Santa Barbara and is looking to open more. Please check the County of Santa Barbara’s social media and other news sources for updated emergency shelter information. You can also call 805-678-3073 for more Evacuation Center information.

An EVACUATION ORDER has been issued due to an incoming storm Wednesday, January 4, 2023, at 10 PM, with the potential to produce flooding and mud and debris flows. This EVACUATION ORDER is effective immediately and applies to the identified properties and parcels in and around the Alisal, Thomas, and Cave Fire burn scars.

Do not attempt to drive while it is dark or raining as roads may be damaged and your car may be swept away by moving water or debris.
Strong winds are also expected, which can cause debris to fall onto roadways and power outages.
BE PREPARED to sustain yourself and your household for multiple days if you choose not to evacuate, as you may not be able to leave the area and emergency responders may not be able to access your property in the event of road damage, flooding, or a debris flow.

A Weather Advisory has been issued for Montecito and the Thomas Fire burn area in preparation for another significant storm event this week. Heavy rain, strong winds, and high surf are expected in Montecito Wednesday into Thursday. The National Weather Service has issued a Flood Watch for our area through Thursday.

During a Weather Advisory, community members are urged to:
Monitor the weather.
Plan how to get out and where you might go.
Prepare and protect your home.

The Weather Advisory has been issued in light of the recent storms that have produced 8-13 inches of rain in the last 30 days, plus the forecast incoming storm that may produce 4-8+ inches of rain across Montecito and the Thomas Fire burn scar.

Thanks to your continued and generous support, we are encouraged to be ending 2022 strong! Though many challenges came along this year, there has been much to celebrate:

Construction Pipeline: Taking advantage of all possible solutions to the continuing housing crisis, we put 1,300 units into our pipeline. We built new units, substantially rehabilitated existing ones, and secured several new tracts for ‘self-help’ owner builders.
Creative Collaborations: The brick-and-mortar of construction is only part of the multi-faceted challenge of development. The quest for buildable land saw us creatively collaborating with state and local governments, private owners, and faith-based partners.

Simi Valley Will Soon Become a Quiet Zone

Assemblymember Jacqui Irwin (D-Thousand Oaks) announced this morning at the Metrolink Station in Simi Valley that $4.5 million in funding was secured in the 2022/2023 State Budget for local improvements. The funding will allow completion of safety enhancements at the one remaining rail crossing that was not part of a previously approved and funded Southern California Optimized Rail Expansion (SCORE) Project.

“With this funding, trains passing through Simi Valley will no longer have to blow their horns creating a “Quiet Zone” while also improving safety,” said Assemblymember Irwin. “I am glad I was able to secure this funding for our community that will ensure that the safety of the public is prioritized and businesses and residents living adjacent to the tracks will no longer be disturbed by the sounding of train horns.”

Ventura County Fire Dept. announces Prescribed Burn Pile Training

The Ventura County Fire Department, in cooperation with Ventura County Air Pollution Control District (APCD) and the Ventura County Prescribed Burn Association (PBA) District will be conducting a small live fire training exercise on December 9th at a ranch located off of Hidden Valley Road in Thousand Oaks.

At one of our ten Learning Centers, 62% of students began the academic year two or more grade levels behind their peers. By the end of the year, only 5% of students were still two or more grade levels behind.

Also greatly improved was the number of students reading at or above grade level: increasing from 10 to 42%.

Ventura County Community Development Corp. celebrates 2nd annual awards ceremony

We recently held a very special celebration at Spanish Hills Club in Camarillo to honor four important leaders who have inspired our work and four award winners who are making significant contributions in our community. Together with our friends and supporters, we enjoyed a wonderful evening filled with heart-warming stories and inspirational award presentations.

We were honored to have Lourdes Castro Ramírez, Secretary of the Business, Consumer Services and Housing Agency, as our keynote speaker. Also joining us for the festivities were our emcee David Cruz, a longtime TV and radio host, and Jasmine Padilla, VCCDC homeowner and board member, who delivered a powerful client testimonial. The crowd gathered included many VCCDC sponsors, our four award recipients and their friends and families, and family members of those honored with the naming of the four VCCDC leadership awards.

Initially, I was going to title this article “Decluttering Our Lives, Part II.” But I changed my mind and decided to use a more intriguing title.

A couple of weeks ago, I wrote about the Herculean task of decluttering my life. I came to a point where I felt a need to rid my life of all the unnecessary “things” that no longer contributed anything to my plans or goals at this stage of my life. I promised to share some of my insights into actually accomplishing this. Of course, not everyone will want to declutter their lives the way that I do. But many of us want to do something to alleviate the “mess” that we find ourselves in. We just have to choose our own path that will take us to DeclutterLand.

On Giving Tuesday, Nov. 29, Cabrillo Economic Development Corporation (Cabrillo EDC)?is unveiling a larger-than-life mural honoring the deep history and farmworker origin story of Cabrillo EDC.

The nearly 550 square-foot mural features elements representing important milestones, including founding Executive Director Rodney Fernandez, the multi-faceted history and origin story of Cabrillo EDC, as well as the organization’s values and principles. The mural is featured in the stairwell entrance to Cabrillo EDC’s corporate offices in Ventura, 702 County Square Drive.

With gratitude I am counting the many blessings 2022 has brought to our organization.

Along with the continued production of affordable housing, which your encouragement, inspiration, guidance and financial resources have made possible, this year we are celebrating ‘20 Years of Supportive Services’.

Since its humble beginnings around a picnic table, and growing to ten sited-based learning centers, our education program ‘Camino Scholars’ has bolstered the efforts of thousands of our youth. Resulting in academic graduations, previously unattainable career paths, and scores of personal success stories. Families have been strengthened, neighborhoods benefitted, and entire communities economically enriched. And because of two decades of having licensed social workers on staff, seniors, veterans, the formerly homeless, and those living with disabilities, have found security, dignity, and independence.

Our supportive services come in many guises; compassionate property management, dedicated maintenance teams, career counselors, fundraisers, financial specialists, information technicians, designers and construction crews, all working together to ensure that our residents have assistance when they need it, and have a place to call home.

Housing Trust Fund Ventura receives $518,000 in support of affordable housing; funds over $4M for Rancho Sierra Senior Apartments near Camarillo

Housing Trust Fund Ventura County is committed to funding the development of safe and equitable homes that make a positive impact in the trajectory of people’s lives. In support of that effort, the nonprofit recently received $18,000 from a combined two operating grants from Citizens Business Bank and the Bank of Sierra and a $500,000 investment from US Bank into its Everyone Deserves a Home Community Impact Note. Funding such as this is pooled with other supportive funding sources to ensure developments like the Rancho Sierra Senior Apartments (Rancho Sierra) are built to foster positive change for individuals and families who face housing insecurity.

Housing Trust Fund Ventura County announces land donation by the City of Thousand Oaks for development of affordable, for-sale housing

Housing Trust Fund Ventura County announces a 3.87 acre land donation by the City of Thousand Oaks to its supporting non-profit, the Housing Land Trust Ventura County. Approved at the City’s November 1, 2022 City Council meeting, the donated land located at 384 N. Erbes Road will be developed by People’s Self-Help Housing into nearly 80 affordable for-sale townhomes. People’s Self-Help Housing, as the lead agency, is working with collaborative partners Housing Trust Fund Ventura County/Housing Land Trust Ventura County, Ventura County Community Development Corp, McCarthy Companies, and DiCecco Architecture to bring this development to fruition.

Ventura County Fire Department Provides Matching Funds for Localized Fire Hazard Mapping Project

The Ventura County Fire Department will provide $125,000 in matching funds to the Ojai Valley Fire Safe Council to support a localized fire hazard mapping project.

The county Board of Supervisors approved the funding Tuesday, Nov. 1, on a unanimous vote.

“The Ojai area is among the highest wildfire risk areas in the entire state,” said Board Chair Matt LaVere, who represents the Ojai area. “The 2017 Thomas fire and the many even larger wildfires throughout the state that have occurred since that time has shown us the significant role burning embers play in the astonishing speed at which these fires spread and threaten our communities.”

Farmers are milling locally-grown grains harvested in the summer, and local ranchers are raising turkeys for the holidays. The Housing Authority of the City of Santa Barbara to Host Visit and Tour with HUD Region IX Administrator

The Housing Authority of the City of Santa Barbara (HACSB) will host a visit and tour with HUD Region IX Administrator, Jason Pu on October 26th from 9:00 a.m. to 4:30 p.m.

Former San Gabriel City Councilmember Jason Pu was appointed by President Joe Biden to serve as Regional Administrator for the U.S. Department of Housing and Urban Development, Region IX, covering the areas of Arizona, California, Hawaii, Nevada, Guam, American Samoa and the Mariana Islands. He plays a key role in leading a distribution of housing assistance funds and will oversee field offices to ensure that local communities benefit directly from HUD programs and funding.

Housing Trust Fund Ventura County to receive $5 million from Prop 1 Local Housing Trust Fund program

Housing Trust Fund Ventura County has been notified by the California Department of Housing and Community Development (HCD) that it has been awarded $5,000,000 from the Local Housing Trust Fund (LHTF) program. This is a result of the nonprofit’s ability to raise $5M in local funding to receive this 100% match from the California State Prop 1 matching grant program. This brings the total funding for Housing Trust Fund VC in this program round to $10M, which through the development of safe and affordable housing will positively impact the lives of farmworkers, veterans, low-income seniors, cognitively impaired individuals, houseless persons, transitional age foster youth, and extremely-low and low-income individuals and families.

SBCC celebrates grand opening of Dream Center during Community Colleges’ Undocumented Student Week of Action

Santa Barbara City College celebrated the grand opening celebration of the SBCC Dream Center in the Campus Center on its main campus (721 Cliff Dr.), Wednesday, Oct. 19. The Dream Center is a space where undocumented students can receive legal assistance, academic assistance, financial assistance, access to community resources and more.

As part of SBCC’s Office of Equity, Diversity and Cultural Competency, the Dream Center hosted a number of activities and events in recognition of the California Community Colleges system-wide Undocumented Student Week of Action, Oct. 17-20. On Tuesday, Oct. 18, Rafael Agustín was on hand for an in-person keynote speech and book signing. An award-winning television writer (“Jane the Virgin”), Agustín is also the author of “Illegally Yours: A Memoir,” a funny and poignant book about how as a teenager, he accidentally discovered he was undocumented and how that revelation turned everything he thought he knew about himself and his family upside down.

This month we have been reflecting on how we are doing.

A leadership retreat, and the publication of our annual Impact Report, provided us the opportunity to share the many positive outcomes and significant impacts achieved because of your partnership.

The theme of this years report is ‘Twenty Years of Services’. The production of new housing, or the renovation of existing units, are outcomes we can clearly track. Harder to measure, but equally important, are the changed lives which happen when essential supportive services are partnered with those new homes.

Family Self-Sufficiency (FSS) Program Honors 17 Graduates for Achievements by Housing Authority at Presidio Springs

This year, the Housing Authority of the City of Santa Barbara (HACSB) honored 17 Family Self-Sufficiency (FSS) Program graduates on October 17, 2022 at 5:00 p.m. in the Presidio Springs community room located at 721 Laguna Street. Eight out of the 17 graduates attended the event.

The Family Self Sufficiency Program (FSS) is a voluntary five (5) year program in which an Individual Training and Services Plan is developed with each participant to design a clear path of specific goals and objectives in order to achieve living wage employment and gain economic self-sufficiency. It is available to families who are part of the Section 8 Housing program.

Wood Glen Hall in Santa Barbara names new board of directors

Wood Glen Hall, a nonprofit retirement residence offering affordable independent and assisted living for senior citizens in Santa Barbara, has announced new roles on its board of directors.

Mary Jean Vignone, a 12-year member of the board, will serve as vice president. An executive coach and organizational development consultant accredited by the International Coaching Federation, Vignone holds a bachelor’s degree in psychology, a master’s in business administration, a master’s of arts, and a doctorate in human and organizational development. She brings a blend of academic experience and more than 30 years of corporate and nonprofit experience to her role.

Cabrillo Economic Development Corp. (CEDC) — Gov. Newsom Announces Over $1 Billion in Housing Accelerator Awards

The Cabrillo Economic Development Corporation (CEDC) announced on Sept. 29 that it has been awarded $26,246,464 from a California Housing Accelerator grant from the California Housing and Community Development Department (HCD). The funding is part of the California Housing Accelerator Comeback Plan, which is designed to assist in ending homelessness and providing affordable housing.

“The quick, strategic investments the state has made through the California Housing Accelerator brings us another step closer to the 2.5 million homes needed by 2030, as outlined in our Statewide Housing Plan,” said Gustavo Velasquez, Director of the California Department of Housing and Community Development. “Just one year after Governor Gavin Newsom announced the California Housing Accelerator, HCD has helped partners unlock the ability to construct over 5,000 quality affordable homes that were stuck waiting for funding. Roughly 80 percent of all Accelerator units will be for extremely low to very low-income households and unhoused residents.”

Fall is officially here and it’s hard to believe that 2023 is just around the corner. As we celebrate 77 years of Uniting Ventura County, I am so proud of how your local United Way has responded throughout these challenging times, but our support is only possible because of the continued generosity of our community. It’s your generosity that powers the programs serving those in need and changing lives. Lives like John, a U.S. Air Force veteran. Please read his testimonial.

“With only social security, and no family to fall back on, I began a search for a place I could settle down in. The money I had on hand didn’t last long and then the pandemic hit. At this point, I didn’t have a place to call home and I started living in my car. I connected with United Way and they gave me a sense of hope in the real possibility of finding somewhere to live. They helped me find a place in a senior living apartment complex. They also helped with furniture, bedding, dishes, and utensils. The compassion and care they showed gave me confidence that things would work out. I feel fortunate because of their efforts.”

Innovative and Family Friendly, Ventura County Children & Family Services Offers Strengthening and Support to Keep Families Together

Ventura County Children and Family Services is working to transform child welfare to better serve our communities in one of the most forward-thinking family strengthening efforts in the State.

For nearly a decade, Ventura County Children and Family Services have sought to shift child welfare practice from traditional methods of removal and compliance to a wellness system approach to strengthening families. This innovative approach better supports families and gives children of all ages in out-of-home (foster) care the chance to be reunified with their birth parents—or never to need to leave home at all.

“Strengthening VC Families was founded on the belief that every child deserves permanency, and every family deserves to stay together whenever it is safe. We also believe that it takes an entire community to help keep a family together,” said Judy Webber, Director, Children & Family Services. “The main goal is to keep children safe while strengthening their families and providing services for their families so they can reunify permanently.”

The National Fire Protection Association (NFPA) created Fire Prevention Week to promote fire safety at home and in the workplace. This year the Oxnard Fire Department joins the association in celebration of Fire Prevention Week’s 100th anniversary and its “Fire won’t wait, plan your escape” campaign with a series of community events throughout Oxnard.

According to the NFPA, you may have two minutes or less to safely leave a home once your smoke alarm goes off. Having a fire evacuation plan will help to keep you and your family safe.

“It’s important for everyone to plan and practice a home fire escape. Everyone needs to be prepared in advance, so that they know what to do when the smoke alarm sounds. Given that each home is different, every home fire escape plan will also be different,” said Stephen McNaughten, Oxnard Fire Marshal. “Have a plan for everyone in the home. Children, older adults, and people with disabilities may need assistance to wake up and get out. Make sure that you plan to help them.”

Housing Trust Fund Ventura County announces $2.5 million predevelopment loan for farmworker apartments in Somis

Housing Trust Fund Ventura County (Housing Trust Fund VC) announces a $2,500,000 predevelopment loan approved for funding to AMCAL Multi-Housing, Inc. (AMCAL) for the Terra Campagna Apartments set to begin construction in November.

The need for affordable housing is felt throughout Ventura County, especially among our most essential workers. The Terra Campagna Apartments will serve the county’s large community of farmworkers and their families with 160 affordable housing units in Somis. This represents the second phase of the Somis Ranch Farmworkers Community development. Phase one consists of 200 units and is currently under construction with an anticipated completion date in the spring of 2024. Both developments will include community centers, social services, outdoor community spaces and play areas for all ages.

Cabrillo EDC, Village Senior Apartments Awarded $730K in FHLBank San Francisco Affordable Housing Program (AHP) Grants

The Cabrillo Economic Development Corporation (CEDC) announced today that it has received an Affordable Housing Program (AHP) grant fromFHLBank San Francisco. The $730K grant will help fund Village Senior Apartments in Buellton, CA, and contribute to the development of 50 homes for low-income seniors ages 55 and older, including 13 affordable homes for previously unhoused seniors and 11 for seniors in need of home-based healthcare. The gated community will offer residents a social services delivery area, recreation room, a central courtyard for outdoor activities, and a community garden.

“CEDC has a bright future ahead of itself. We are leading the way in affordable housing for Ventura and Santa Barbara counties,”said Aiza Galdo, CEDC Board of Directors President. “Quality, safe, affordable housing and the way it transforms lives is what drives us here at Cabrillo to ensure we are constantly working towards providing more housing options in our community. We have two great projects that are currently in the pre-development stages. One of those is Village Senior Apartments located in Buellton’s beautiful wine country, providing senior housing mixed with veteran homeless housing.”

The State has awarded the County of Ventura an additional $5.9 million in Homekey funds to expand Casa Pacifica Center for Children and Families’ Stepping Stones project in Camarillo in the County’s third Homekey award. Governor Gavin Newsom announced the awarded funding on August 24, 2022, as part of the statewide program, for the renovation of three existing buildings at Casa Pacifica to create 27 new units of transitional housing and high-quality support services for Transition Aged Youth (ages 18-24) who are experiencing homelessness or are at-risk of homelessness.

“This announcement marks great progress towards ending homelessness in Ventura County,” said Acting Chair of the Board of Supervisors Matt LaVere. “Thanks to these significant state funding opportunities that our County has pursued in collaboration with community partners, we can provide homes and supportive services to some of our most vulnerable residents more rapidly.”

We hit another milestone this month…52 years of serving our communities! It all started for us, with a small group of concerned citizens and community leaders, wanting to address the lack of housing available to low-income and special-needs households.

And keeping to the same spirit of our origins, we remain today a community-based affordable housing developer and site-based services provider. Our formula for success continues to be connecting stakeholder input with local leadership direction, to formulate custom responses to address community need.

Since inception we have seen many cycles of economic challenge, changes of social issues of focus, and shifting political winds and priorities. The City Center’s Year 2 fundraising drive is about to kick off. They must continue raising funds for The City Center to purchase their own home. Historically, 53% of their monthly costs were for rent, so buying the converted motel in downtown Ventura has been a big priority. Board member and longtime supporter of The City Center, John Exell, said, “The City Center program has proven success – we have seven years of no program graduates returning to homelessness, a testament to our unique program. Our program is difficult, with many tough goals set, but we provide mentoring and counseling to help our residents become self-sufficient and thrive”.

3C-REN Provides Electric Induction Cooktops to Local Libraries

3C-REN (Tri-County Regional Energy Network), a partnership between the Counties of San Luis Obispo, Santa Barbara and Ventura that delivers energy-saving programs, is partnering with participating Santa Barbara and Ventura County libraries to provide electric-powered magnetic induction cooktops that local residents can check out and use at home. Included with the portable cooktop is an induction-compatible cooking pan, and helpful information about cooking with induction in both English and Spanish. The cooktops will be available starting August 5, 2022.

“Cooking with induction has many benefits over gas and electric ranges. It is safer, more efficient, and climate friendly. It also supports the state’s initiative toward moving to electrification to meet climate goals and reduce use of fossil fuels,” said Erica Helson, 3C-REN Portfolio Manager. “This program offers residents the opportunity to try cooking with induction at home before they decide to make a permanent switch.”

Since Tuesday, July 26, there have been 1,751 new COVID-19 cases reported and 17,959 new tests completed. There are 73 people hospitalized and 10 in the ICU. There have been 6 new deaths of a 62 year old male, 62 year old male, 74 year old male, an 80 year old female, 90 year old female, and a 95 year old female. We extend our sincere condolences to the family and loved ones of the community members who have passed.

The R-effective for Ventura County is 0.94, which means that the spread of COVID is likely stable. The R-effective for California is 0.98.

73.8% of the total county population has been fully vaccinated (completed initial COVID vaccine series).

Stuffing the Bus to Empower Youth in Ventura County

About 3,000 students experiencing homelessness in Ventura County will start the new school year off right with backpacks filled with essential-school supplies.

The backpacks were delivered to more than 200 Ventura County schools through United Way of Ventura County’s Stuff the Bus Campaign, made possible with support from the Ventura County Office of Education, the Gene Haas Foundation, community members and a $10,000 donation from Aera Energy.

“For so many of our families the little money they have may be better spent on food, paying rent or a new pair of shoes for the school year rather than backpacks and school supplies,” said Susan Englund, vice president of community impact, United Way of Ventura County. “We’re helping ease the financial burden on parents so the students can start the school year with everything they need. These supplies also promote learning, build self-esteem, and help our youth stay in school.”

Earlier this year, a member of the Ventura County Coastal Association of Realtors also known as VCCAR received the inaugural Good Neighbor Award. The Good Neighbor of the Year may be given to a REALTOR® or Affiliate member who has made exceptional contributions to improve the quality of life in their local community. This award brings to the forefront the positive difference our members make in giving back to their communities. The Good Neighbor of the Year receives a $1,000 donation to the charitable organization they work with. The first recipient of this inaugural award was, Pedro. A Chavez, Sales Manager at Caliber Home Loans and a member in good standing of the Ventura County Coastal Association of Realtors.

Broad Street Place is a new affordable housing community coming to the City of San Luis Obispo, which will serve low-income households.

With completion anticipated in early 2023, this property will include three commercial spaces for local businesses and 40 residential apartments with studio, one, two and three-bedroom floorplans offered. A number of units will provide ADA-certified accessibility for those with mobility, hearing, and vision limitations and 10 units will provide housing for unhoused veterans. Amenities include a community room, shared kitchen, barbeque space, outdoor patios, playground, covered bike parking, electric vehicle charging stations, and laundry facilities.

PSHH will provide compassionate onsite property management and free supportive housing services to all who call Broad Street Place home.

United Way of Ventura County provides permanent homes for 110 households

United Way of Ventura County’s Landlord Engagement Program has officially provided permanent housing for 110 local households with a 96% retention rate. This means 188 individuals, including 45 veterans, now have a place to call home in the Ventura County community.

Homelessness and housing challenges have been exacerbated by the COVID-19 pandemic, and limited affordable housing supply, extremely low vacancy rates, and rising rents make the situation increasingly challenging. UWVC’s Landlord Engagement Program advocates for and supports those prioritized for housing vouchers and housing subsidies provided by local jurisdictions and community partners.

The County of Ventura has launched an electronic version of the 2040 General Plan and released a Spanish version to enhance community accessibility. The 2040 General Plan was adopted by the Board of Supervisors on September 15, 2020. Following its adoption, the Resource Management Agency’s Planning Division included in its Work Plan the development of an electronic web-based General Plan (e-General Plan) and translation of the General Plan into Spanish, based on community feedback. The expanded features and language accessibility aim to provide an easier experience for community members to better understand how Ventura County will grow and change in the next 20 years.

“We are grateful to provide a more accessible experience for community members given the extensive community feedback we have heard around the importance of accessing critical information about the future of our county,” said Chair of the Board of Supervisors Carmen Ramirez.

People’s Self-Help Housing — We are Building Together!

Dear Friends & Neighbors,

I know first-hand how hard it is to find safe and affordable housing. As a young teenager, I saw the difficulties my mother had in finding a home for our family as she struggled not only to secure a place she could afford, but where it was safe for a single woman to raise three daughters.

Now as the Board Chair for the longest-serving affordable housing organization on the Central Coast, I get to personally hear about and observe the positive impact People’s Self-Help Housing is having on thousands of lives in our community. Each housing development it completes is its own little miracle. When residents move in, their lives begin to immediately change just by having the security of a safe and affordable home.

The Ventura County Health Care Agency, as approved by the Ventura County Board of Supervisors on July 12, 2022, selected Scott Gilman to serve as the new Director of the Behavioral Health Department, effective August 21, 2022.

As Director, Gilman will lead the County’s continuum of coordinated mental health and substance use services, serving Ventura County residents and Medi-Cal beneficiaries who have moderate to severe needs. He will oversee a staff of over 800 employees and a department budget of $254 million. Gilman will also be responsible for locally implementing transformative efforts and what are considered generational changes to the approach and delivery of mental health services in California through the integration of Substance Use Service and Mental Health services, and fully implementing CalAIM and the transition to a managed care model.

Triunfo Water & Sanitation District Extends $15 Per Month Water Credit; Continues Conservation Rebate Supplements

At its June 27 meeting, the Triunfo Water & Sanitation District (TWSD) board voted to extend its $15 per month water credit to qualifying potable water customers and to continue rebate supplements for customers purchasing water conservation appliances and devices. The district serves nearly 14,000 Oak Park residential and business potable water users.

To receive the $15 per month credit through July 2023, Oak Park customers must be enrolled in the California Alternate Rates for Energy (CARE) program or meet an annual income threshold of $36,620 (for a one or two-person household). The discount was first offered in 2020. Currently, over 50 customers participate in the water credit program.
