Family Service Agency Fundraiser Raises Record Funds

Over 200 guests of Family Service Agency attended Dreams in Bloom on Saturday May 13 at the Santa Barbara Woman’s Club at Rockwood—where they turned compassion into action. The sold-out event raised a record $250,000 to benefit the children, families, and seniors served by FSA—which includes Santa Maria Valley Youth & Family Center and Guadalupe’s Little House by the Park.

“We are humbled and energized by the support of our community,” said CEO Lisa Brabo. “This event is a great way to connect with our supporters and share our mutual passion for investing in the lives of the people we have the honor of serving.”

In appreciation of their service and dedication to the County, the Board of Supervisors presented 18 employees with Employee Recognition Awards during the Board of Supervisors meeting on Tuesday, May 23. Reserved for staff who have 25 years or more of continuous service to the County, employees from the Assessor’s Office, Department of Child Support Services, District Attorney’s Office, Fire Department, General Services Agency, Health Care Agency, Human Services Agency, Information Technology Services Department, Public Works Agency, Probation Agency, and the Sheriff’s Office received awards. The staff who were honored were recognized for having served across County agencies between 25 and 40 years, with their career spans totaling a combined 510 years of service.

“It’s amazing when you survey the number of years in combined service to the community,” said Matt LaVere, Chair of the Board of Supervisors. “Each of these employees made an intentional decision that their career was going to be in service to the residents of Ventura County. Each one has done an exceptional job across our many County agencies and represent true public servants.”

Cottage Urgent Care is pleased to offer discounted pre-participation physical examinations for students engaging in sports and summer activities. Students can benefit from these examinations at a discounted rate of just $35 across all Cottage Urgent Care locations.

During the exam, a board-certified advanced practice provider, either a nurse practitioner or physician assistant, will assess the student’s overall health, evaluate fitness levels and address any recent health changes and concerns. According to the National Alliance on Mental Illness (NAMI), “one in five US adults experience mental illness each year, and less than half of them receive treatment.” Fortunately for our residents, our onsite professional and specially trained permanent supportive housing services team members are available to anyone needing assistance, support, referrals and advocacy when facing mental health issues. For many who we serve, and particularly for some who are transitioning out of years of housing instability, the provision of People’s Supportive Housing Program services is one of most critically key ingredients for promoting mental health wellness and to facilitate a successful housing experience. Graduation ceremonies were held May 2 – 11 in Oxnard and Santa Paula to celebrate 90 small business owners who completed Women’s Economic Ventures (WEV’s) Emprendimiento Program for entrepreneurial Hispanic and Indigenous Ventura County community members. The 90 participants successfully completed WEV’s free, 8-week business training program taught in Spanish and are now each eligible to apply for a $7,500 microgrant award to grow their existing small business.

Students who are planning to enroll in an area community college in Fall of 2023, but who would eventually like to earn a four-year degree at CSU Channel Islands (CSUCI) might qualify for a new dual admissions program that will guarantee them admittance to the University.

The Transfer Success Pathway program is for 2023 high school graduates enrolling in community college who may have faced academic, financial or personal hardships that prevented them from entering any CSU, including CSUCI, in Fall of 2023.

Community Environmental Council Closes Historic $15 Million ‘Protect Our Climate Campaign’ with $16.97 Million Raised

After hosting more than 22,000 community members back to Alameda Park for the Santa Barbara Earth Day Festival at the end of April — the first time since 2019 — CEO Sigrid Wright announced today the success of CEC’s 50th Anniversary Protect Our Climate Campaign. Over $16.97 million was pledged to immediately tackle the urgent threat of climate change on the Central Coast, exceeding the $15 million goal.

Inspired by CEC’s proven reputation for developing and scaling innovative local solutions to complex problems, over 300 donors pledged $16.97 million to reverse and repair from climate change in San Luis Obispo, Santa Barbara and Ventura counties. Of this, roughly $10.25 million is funding a growth sprint of CEC’s climate programs and the build-out of an innovative Environmental Hub in downtown Santa Barbara. The remaining pledges — about $6.75 million — will be fulfilled in coming decades through long-term legacy gifts, ensuring the future sustainability of the organization. Ventura County Grand Jury Announces Release of the Report Addressing District-Based Representation for the Ojai City Council

The California Voting Rights Act of 2001 established the requirements for cities to adopt district-based representation in municipal elections. The Ojai City Council voted to implement district-based representation in December 2018, and has since conducted elections with members elected by district.

Since December 2021, one Ojai City Council Member no longer resides within the district from which they were elected and has not maintained a domicile within their district.

Over decades, the Livable Communities Newsletter has reported on issues that support livable communities in Ventura County. We have been positive and hopeful. However, we all know that nothing is perfect. Some of Ventura County’s road to being a true livable community must include a discussion about what is not going well. In this edition we will cover three elements along the path that are at times struggling:

1. Real help to make housing affordable

The State Legislature in Sacramento has been passing laws with the goal of building more housing throughout California. None of the bills that were signed into law require that any of the housing that will be “built”, “expedited”, or “encouraged” has to meet affordability standards.

2. Good density versus bad density

Boston architect and urban designer Michael Dennis: “Some tall buildings are necessary for density. Tall buildings are not necessarily bad—though most are.”

3. Converting office buildings to housing

Converting empty office space to housing—especially in modern buildings with large floor plates—will be very difficult and costly. “Colleagues with greater knowledge of office building construction informed me that the building types and their mechanical systems might not be easily retrofitted for residential,” says architect and urban designer Laurence Qamar.

The Mixteco/Indigena Community Organizing Project (MICOP) received an award to support its Voz de la Mujer Indigena (Voice of the Indigenous Woman) program, which provides resources and case management to indigenous survivors of domestic violence. MICOP utilizes a holistic healing approach to support survivors in finding their voices and creating safer and healthier environments for themselves, their families, and their communities. With this new support, MICOP plans to hire additional case managers in Ventura and Santa Barbara counties and allot funds for emergency food, shelter, transportation, and financial assistance.

Cottage Health Research Institute and Community Researchers Gather for 2023 Collaborative Research Symposium

Physicians, nurses, UCSB scientists and other researchers gathered in March for the 2023 Collaborative Research Symposium, hosted by the Cottage Health Research Institute (CHRI) in collaboration with Santa Barbara City College; California State University, Channel Islands; University of California, Santa Barbara and Westmont College.

The event at the Ritz-Carlton Bacara provided an opportunity to bring together healthcare providers, academic faculty and other researchers to share ideas, make new connections and attract grant funding. Nearly 200 participants gathered in person and virtually for the free one-day event that included topics on health disparities and equity in the workplace.

Accountability is an ideal that is severely missing in our country today. People need to be accountable for their actions especially when it’s about the responsibility of government to serve the people. If you believe that government owes a higher duty of accountability to taxpayers, then you will share my opposition to a recently proposed amendment to the California Constitution.

There is a proposal moving through Sacramento right now that will destroy accountability and take away your right to vote for or against the people elected to oversee California’s property tax system. Getting rid of your elected members of the state Board of Equalization (BOE) is a bad idea and a big deal.

Westlake Village Rotary Clubs Donate $20,000 to 20 Local Nonprofits

The Rotary Club of Westlake Village and the Westlake Village Sunrise Rotary handed out $20,000 to 20 local nonprofit organizations during the clubs “Evening of Giving” on April 20 in Thousand Oaks. Each nonprofit received $1,000.

The $20,000 was raised from the two clubs’ Holidays In The Village, a European-style winter festival that takes place very December in Westlake Village. “The goal of every Rotary event is to distribute all net proceeds to nonprofits in the community,” says Mike Dutra, Westlake Village Rotary Club president. “It takes a lot of volunteer hours to put on a great event. It’s worth the effort knowing that you’ll be helping those in need.”

The Center, which merged with Family Service Agency (FSA) of Santa Barbara County in 2017, empowers families to tackle mental health challenges, poverty, and parenting issues as they take steps toward strengthening their families and achieving wellness.

The County of Ventura was selected to receive the 2023 Sustainability Award for Outstanding Achievement in Sustainability from the Southern California Association of Governments (SCAG). The award, which is the most prestigious given by SCAG, was given in recognition of the Resource Management Agency’s Agricultural Worker Housing Ordinance. The County was recognized at SCAG’s Regional Conference and General Assembly on May 4 in Palm Desert, California.

The marketing campaign built around the tagline earned VCCCD’s Outreach and Marketing department three awards from the Community Colleges Public Relations Organization (CCPRO), a professional development and service organization that promotes excellence in California’s community college public relations and related professions.

CAMARILLO – Several Ventura County property owners in fire risk areas have shared concerns recently about notices from their insurance companies that indicate coverage would not be renewed unless certain steps to reduce fire risks were taken.

The insurance companies appear to be acting on new rules from California Insurance Commissioner Ricardo Lara that went into effect in April. The regulation was not made by the Ventura County Board of Supervisors or the Ventura County Fire Department.

The state’s new rules were intended to create more transparency in the process when insurance companies determine premiums or decide whether to cancel a policy.

More than 1,800 Vegetable Plants Distributed During SEEAG’s 1st Annual Plantopia Earth Day Event

More than 1,800 vegetable plants were distributed at Students for Eco-Education and Agriculture’s (SEEAG) first annual Plantopia U Pick Transplant Fundraiser on Earth Day. The fundraiser raised over $5,000 to help with SEEAG’s agricultural education programs that teach students about the farm origins of their food, water resources, soil health, entomology and locally grown fruits and vegetables.

Plantopia was held at SEEAG’s Farm Lab at Petty Ranch in Ventura and Plantel Nurseries in Santa Maria. In addition to tomatoes, zucchini, squash, basil and pepper seedlings, SEEAG provided 500 bags of potting soil donated by Agromin in Ventura County and Engel and Gray in Santa Barbara County to give plants a healthy start.

“We plan to make Plantopia an annual event,” says Mary Maranville, SEEAG’s founder and CEO. “It’s a great way to kick off planting season, remind people of the importance of our farmers and celebrate Earth Day.”

After a three-year pause during the pandemic, the Cottage Health Volunteer Awards Luncheon was back in person this past April at the Hilton Santa Barbara Beachfront Resort.

Over the past year, 450 Cottage volunteers have donated close to 95,000 hours of service at Santa Barbara Cottage Hospital, Goleta Valley Cottage Hospital and Santa Ynez Valley Cottage Hospital.

Cottage volunteers serve across nearly every department, including Emergency, Surgery, Intensive Care, Physical Therapy, Orthopedics and Wound Care.

Ron Werft, President & CEO of Cottage Health, praised the vital work of volunteers during the awards luncheon with 150 volunteers in attendance.

“As volunteers, you have chosen to generously share your gifts, and we are all better because of you,” Mr. Werft said. “Your service is seen through every area of Cottage Health, and you are truly part of the care team.”

Kids Club Offers Free Summer Fun at The Collection

The Collection at Riverpark is offering free, family-friendly fun at the Kids Club, sponsored by Sunny Smiles Dentistry for Children and Young Adults. Kids Club events are open to all children and families. Don’t give the little ones a chance to say they’re bored this summer.

Kids Club will be held from 10:30 a.m. to noon on the grass at Collection Park and take place on the following Wednesdays: July 12, July 19, July 26, Aug. 2 and Aug. 9.

Bring the kids and a picnic blanket to the grass at Collection Park for a fun-filled morning of entertainment, crafts and fun surprises. Each Kids Club program is unique, so families should return throughout the summer to get the most out of each experience.

Classified Employee Honorees Recognized at VCCCD Board Meeting

As the tutoring and supplemental support supervisor at Moorpark College, Deborah (Deb) Brackley ensures students have the tools they need to succeed. She is also involved in the campus community and finds opportunities for programs to support equity work. For these reasons and more, Brackley was named the Ventura County Community College District (VCCCD) 2023 Classified Employee of the Year at the April board of trustees meeting. The annual award is a tribute to classified professionals who demonstrate professional ethics and standards and serve the community with purpose and passion.

The board also presented Board Chair Bernardo M. Perez with a resolution honoring his 12 years of service. Moorpark College President Julius Sokenu recognized Linda Resendiz, executive assistant to the president, who received the 2023 California Community College Classified Senate President Service Award. (Resendiz will be formally recognized at the June meeting after being honored by the state organization on June 8.)

Triunfo Water & Sanitation District Lifts Stage 1 Water Shortage Conditions

At its April 24 meeting, the Triunfo Water & Sanitation District (TWSD) board of directors voted to lift Stage 1 Water Shortage conditions, which have been in place since August 2021. TWSD’s nearly 14,000 Oak Park residential and business potable water users are no longer required to limit their outdoor water use to one day per week.

“Our customers did a great job reducing their water consumption,” says Jane Nye, TWSD board chair. “Along with their efforts and the unusually wet winter, we now can confidently move out of the Stage 1 level.”

Housing Trust Fund Ventura County to receive over $2 million in Federal and County funds in support of more affordable housing

Housing Trust Fund Ventura County (Housing Trust Fund VC) announced that the nonprofit has been awarded a $1.5M grant from the County of Ventura’s general fund for the development of affordable housing throughout the community and another $891,059 from the U.S. Treasury Department’s CDFI Fund Equitable Recovery Program. This combined $2,391,059 has the ability to be matched dollar for dollar by the State of California’s Proposition 1 Local Housing Trust Fund, bringing over $4 million to Ventura County in support of developing more affordable apartments and homes.

Cottage Health is now accepting applications for the 2023-25 Behavioral Health Initiative Community Partnership Grants. The California Labor Market Information Division just released its March 2023 report, showing very little change, both for statewide data and for Ventura County specifically. Ventura County’s unemployment rate improved slightly, from 4.1% in February to 4.0% in March, while the state as a whole remained unchanged at 4.8%. Our other major labor market indicators showed little change too, though generally for Ventura County trending toward the positive.

A new app from Cottage Health provides patients with easy access to their health information. The Cottage Health MyChart app helps users easily manage health information and care for themselves and their family. App services include accessing test results, managing and pre-registering for appointments, and communicating with physicians. Consumers can also use the tool to find a physician, locate nearby healthcare services, and access 24/7 Virtual Care and Urgent Care appointments with just a click.

Mosquito Awareness Week is April 16-22, and it is a reminder that it is more important than ever to eliminate standing water from your property. This year, the very active rainy season has left us with an abundance of mosquito breeding sites, from large flooded low-lying areas to small back yard sources.

In addition to native mosquito species, some of which can transmit West Nile Virus (WNV), the invasive Aedes aegypti mosquito has become established and is spreading in many areas of Ventura County. These small aggressive mosquitoes are day-biting, can breed in as little as a teaspoon of water, and have evolved to survive and thrive in and around our homes. Aedes aegypti mosquitoes have the potential to transmit several viruses, including dengue, chikungunya, Zika, and yellow fever. These viruses are not currently known to be transmitted within California, but now that these mosquitoes are present, an infected traveler returning to our area could be a source of local transmission.
