SACRAMENTO – Every year, the California Legislative Women’s Caucus sponsors the annual “Woman of the Year” celebration as part of Women’s History Month. This year, Assemblymember Jacqui Irwin (D-Thousand Oaks) named long-time Oxnard resident, Dr. Irene Pinkard, as her 2021 Woman of the Year. Due to the COVID-19 pandemic, this year’s celebration was held virtually.
“As the first African American female to be elected to the Oxnard City Council – and to serve as Mayor Pro Tem of the City of Oxnard in that time, Dr. Pinkard brings lived experience on issues that affect our community and she does it with grace and integrity,” stated Assemblymember Irwin. “When thinking about a remarkable woman to honor for our district this year, Dr. Pinkard stood out among the rest. Her dedication to helping prepare young people to be successful community members through the Pinkard Youth Institute has improved the lives of hundreds of youth and their communities; that’s why I’m proud to honor her as the 2021 Woman of the Year.”
Dr. Pinkard and her husband, former Councilman Bedford Pinkard, have conducted Black College Tours for more than 25 years for young people in Ventura County. Dr. Pinkard observed that young people in our region were not aware of the opportunities available to them at Historically Black Colleges and Universities (HBCU). She has encouraged students to attend historically black colleges and has noted that their experience has helped them gain confidence in themselves and their ability to learn. The institutions then take them from where they are to a level of proficiency that ensures their continued success.
Dr. Pinkard has worn many hats throughout her years of service to the community of Oxnard and surrounding areas. She currently serves on the Executive Board of the Ventura County NAACP and on the board of the Ventura County Family Justice Center Foundation. She is an educator, past member of the Oxnard Union High School District Board of Trustees, and current Executive Director of Pinkard Youth Institute. She served as Associate Vice Chancellor of Human Resources for Ventura County Community College District as well as Vice President of Administrative Services for Oxnard and Ventura Colleges.
“It is an honor to be acknowledged at the state level for my work in my local community,” said Dr. Pinkard. “It means a lot to have Assemblymember Irwin’s recognition, especially during such a challenging time for our community. I hope to continue my work in serving the youth of Ventura County for many years to come.”
Dr. Pinkard is a graduate from California State University, Long Beach, with a Bachelor’s in Business and a Master’s degree in Counseling. She received her Doctoral degree in Educational Psychology from Nova University. In 2020, she was awarded an Honorary Doctorate from California State University, Channel Islands, and currently serves on the CSUCI Foundation Board. Dr. Pinkard works as a consultant who conducts self-improvement, career development, stress management, social emotional development, complicit bias/race relations, conflict resolution and motivational workshops/seminars for organizations, youth, educational institutions, and community groups.

SACRAMENTO – Cada año, el Caucus Legislativo de Mujeres de California patrocina la celebración anual de la “Mujer del Año” como parte del Mes Internacional de la Mujer. Este año, la asambleísta Jacqui Irwin (D-Thousand Oaks) nombró a la Dra. Irene Pinkard, residente de Oxnard, como su Mujer del Año del 2021. Debido a la pandemia de COVID-19, la celebración de este año fue virtual.
“Como la primera mujer afroamericana en ser elegida para el Concejo Municipal de Oxnard – y para servir como Alcaldesa Pro Tem de la Ciudad de Oxnard en ese tiempo, la Dra. Pinkard trae experiencia vivida sobre temas que afectan a nuestra comunidad y lo hace con gracia e integridad,” declaró la asambleísta Irwin. “Al pensar en una mujer extraordinaria para honrar a nuestro distrito este año, la Dra. Pinkard se destacó entre las demás. Su dedicación en ayudar a preparar a los jóvenes para que sean miembros exitosos de la comunidad a través del Pinkard Youth Institute ha mejorado las vidas de cientos de jóvenes y sus comunidades; por eso me enorgullece honrarla como la Mujer del año 2021.”
Dra. Pinkard y su esposo, el ex concejal Bedford Pinkard, han realizado excursiones universitarias durante más de 25 años para los jóvenes del condado de Ventura. La Dra. Pinkard observó que los jóvenes de nuestra región no estaban al tanto de las oportunidades disponibles para ellos en los Colegios y Universidades Históricamente Afroamericanas (HBCU). Ella ha animado a los estudiantes a asistir a esas universidades y ha notado que su experiencia les ha ayudado a ganar confianza en sí mismos y en su capacidad de aprender. Luego, las instituciones los llevan de donde están a un nivel de competencia que asegura su éxito continuo.
Ella ha desempeñado muchas funciones a lo largo de sus años de servicio a la comunidad de Oxnard y las áreas circundantes. Actualmente se desempeña en la Junta Ejecutiva de la NAACP del condado de Ventura y en la junta del Centro de Justicia Familiar del Condado de Ventura. Es educadora, ex miembra de la Mesa Directiva del Distrito de Escuelas Secundarias de Oxnard Union y actualmente es Directora Ejecutiva del Pinkard Youth Institute. Se desempeñó como Vicecanciller Asociada de Recursos Humanos para el Distrito de Colegios Comunitarios del Condado de Ventura y como Vicepresidenta de Servicios Administrativos para los Colegios de Oxnard y Ventura.
“Es un honor ser reconocida a nivel estatal por mi trabajo en mi comunidad local,” declaró Dra. Pinkard. “Significa mucho tener el reconocimiento del asambleísta Irwin, especialmente durante un momento tan difícil para nuestra comunidad. Espero continuar mi trabajo al servicio de la juventud del condado de Ventura durante muchos años más.”
La Dra. Pinkard se graduó de la Universidad Estatal de California, Long Beach, con una Licenciatura en Negocios y una Maestría en Consejería. Recibió su doctorado en Psicología de la Educación de la Universidad de Nova. En 2020, recibió un Doctorado Honorario de la California State University, Channel Islands, y actualmente forma parte de la Junta de la Fundación CSUCI. La Dra. Pinkard trabaja como consultora que lleva a cabo la superación personal, el desarrollo profesional, el manejo del estrés, el desarrollo socioemocional, prejuicios cómplices / relaciones raciales, resolución de conflictos y talleres / seminarios motivacionales para organizaciones, jóvenes, instituciones educativas y grupos comunitarios.
La asambleísta Jacqui Irwin representa el 44 ° Distrito de la Asamblea de California, que incluye las comunidades de Camarillo, Lake Sherwood, Moorpark, Oak Park, Oxnard, Port Hueneme, Santa Rosa Valley, Thousand Oaks y Westlake Village.
