D1) Appeals of the Sable Offshore Corporation’s Change of Owner, Operator, and Guarantor
(Estimated Time: 2 hours)

Summary: 

The Board will hold a hearing to consider appeals of the Planning Commission’s Approval of the Sable Offshore Corporation’s Change of Owner, Operator, and Guarantor for the Santa Ynez Unit, Pacific Offshore Pipeline Company Gas Plant, and Las Flores Pipeline System Final Development Plan Permits. The three facilities are existing, operationally interrelated oil and gas facilities permitted to operate under previously issued County Final Development Plan Permits and Coastal Development Permits. These permit transfer requests are to transfer existing County permits to a new Owner, Operator, and/or Guarantor, and not for the actual transfer of the underlying assets.

D2) Santa Barbara County Health Center Board 2024 Annual Report
(Estimated Time: 30 minutes) 

Summary: 

The Board will hear an overview of the accomplishments of the County Health Center Program during 2024. Key accomplishments include reaching the 35th anniversary of the Health Care for the Homeless Program, continuing the development of the Street Medicine Program, securing new equipment for Health Care Centers, implementing a Team-Based Model of Care, preparing for the Medi-Cal benefit expansion, and expanding Medication Assisted Therapy services.

D3) Compensation for Elected Officials
(Estimated Time: 30 minutes)

Summary: 

The Board will consider updating elected officials’ compensation. This includes making amendments to the Salary Resolution; the Compensation and Benefits Resolution for Elected Department Heads; and introducing (first reading) an ordinance setting compensation for Supervisors to 70% of the base salary for a California Superior Court Judge. Human Resources has been revising management and executive compensation over the last few years to secure pay equity, an objective and transparent system, and a market-based approach involving data from comparable counties. In 2024, the Board approved adjustments to manager and appointed department head salaries resulting from market salary surveys and an analysis of compaction between management levels. The last group to be evaluated is elected officials.
