Evidence from small businesses during COVID-19.” The study, published in the Journal of Evolutionary Economics, provides unique empirical evidence of how small businesses innovated during the initial uncertainty and rapid changes of the COVID-19 pandemic.

CMTC: EXPLORING ENERGY AND PRODUCTIVITY SAVINGS: A CLOSER LOOK AT INDUSTRIAL ASSESSMENT CENTERS AND THE IMPLEMENTATION GRANT PROGRAM

In California, there are four U.S. Department of Energy (DoE)-funded Industrial Assessment Centers (IACs) that offer no-cost energy assessments to small and medium-sized manufacturers (SMMs) – during these assessments, IACs typically identify up to 10-20% in energy and productivity savings. To further support SMMs, the DoE is currently offering the Implementation Grant Program which provides SMMs with funding of up to $300,000 with a 50% cost share for implementation of energy-efficient equipment based on recommendations made in IAC assessments. Labor Market Report for June 2023

The California Labor Market Information Division released its June 2023 report, showing a net drop of 1,000 jobs in Ventura County, though nearly all seasonal and anticipated. The public schools dropped 700 jobs as we roll into summer and the Farm sector shed 600, the latter actually fewer than the usual May to June decline. For a longer term take on the Farm industry, at a current 29,800, Ventura County is up some 2,000 jobs since prior to the pandemic and off by just 100 over our high mark way back in 2011.

With those seasonal declines the Ventura County unemployment rate also took a hit, from 3.7% in May up to 4.2% in June. That keeps us considerably ahead still of the state as a whole, at 4.9%, though trailing the U.S. at 3.8%.

The California Competes Tax Credit (CCTC) is an income tax credit available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. Applicants will be analyzed based on twelve different factors of evaluation, including number of full-time jobs being created, amount of investment, and strategic importance to the state or region.

Application Period Timeline: For the remainder of the 2023-2024, applications for the California Competes Tax Credit will be accepted during the following periods:

July 24, 2023 – August 14, 2023

January 2, 2024 – January 22, 2024

March 4, 2024 – March 18, 2024

Labor Market Report for May 2023

The California Labor Market Information Division just released its May 2023 report, revealing some volatility in worker turnover but very little change in the major data points. Ventura County’s unemployment rate ticked up from 3.6% in April to a still very low 3.7% in May. And while we added a total of 1,800 industry jobs (700 in Farm; 600 in the public sector, mostly in Local Public Education; and a net of 500 gained in all other industries combined), there wasn’t enough to draw workers back to the labor force, as we had 1,300 workers drop out in May.

California Small Business and Nonprofit COVID-19 Supplemental Paid Sick Leave Relief Grant Program was created in accordance with California AB 152 and is administered by the California Office of the Small Business Advocate (CalOSBA). The Program aims to provide financial support to eligible businesses and nonprofits that have incurred costs for COVID-19 Supplemental Paid Sick Leave in compliance with Sections 248.6 and 248.7 of the Labor Code. Grants will be awarded based on eligibility and the availability of funds.

Labor Market Report for April 2023

The California Labor Market Information Division just released its April 2023 report, revealing an odd mix of ups and downs in what is still a very volatile labor market. For the positive, hiring is up in nearly every industry sector and Ventura County has now fully recovered and surpassed our pre-pandemic level of jobs. The County is up by 7,200 jobs in all industries, as compared to April 2019, the best baseline controlling for both seasonal change and the impacts of COVID. Looking a bit more closely, we’re also up by 5,600 jobs on net in both the NonFarm sectors and in the total of all Private Sector industries. Our current total of 346,600 jobs in all industries is an historic high for Ventura County.

The California Labor Market Information Division just released its March 2023 report, showing very little change, both for statewide data and for Ventura County specifically. Ventura County’s unemployment rate improved slightly, from 4.1% in February to 4.0% in March, while the state as a whole remained unchanged at 4.8%. Our other major labor market indicators showed little change too, though generally for Ventura County trending toward the positive.

The Economic Development Collaborative (EDC), in partnership with multiple regional partners, officially launched the Ventura County Digital Upskilling Training Program—a FREE short-term training program that will increase the digital skills of job seekers, current workers and small business operators. The initiative seeks to expand the opportunities and earning power of Ventura County participants by providing them with much-needed digital skills training to help both individuals and employers in the County grow.

The training program was made possible by State Assemblymember Jacqui Irwin, who developed the project idea and secured $5 million in state general funds for a Digital Upskilling pilot in Ventura County. EDC President/CEO, Bruce Stenslie explained, “What this funding delivers is not only a resource to deliver training immediately for the benefit of workers and business, but also an opportunity for investing in local partners and drawing on national best practices for assuring our capacity to remain continuously competitive in workforce skills.”

The six-county Uplift Central Coast Coalition – led by REACH, EDC and MBEP – is thrilled to officially kick off our regional Community Economic Resilience Fund (CERF) process at a virtual gathering on March 10th. The CERF grant funds a 2-year planning process to create an inclusive economic development plan for the six Central Coast counties with a focus on equity, sustainability, job quality, economic competitiveness and resilience. PALM SPRINGS — Asia-Pacific Economic Cooperation (APEC) government officials and invited guests from international organizations, intergovernmental organizations, academia, and the private sector recently convened in Palm Springs, California for the First Senior Officials’ Meeting. Dr. Ray Bowman, Director of the Economic Development Collaborative’s Small Business Development Center (EDC SBDC), and Simona Racek, Trade Specialist with EDC SBDC, were invited by the Office of the United States Trade Representative to attend and present in two workshops that discussed accelerating the digitalization of trade.

 “APEC is addressing the need for open dialogue and informed global policy around the increasing digitalization of our lives, including discussing rights for people and businesses in a digital world. We are delighted to have participated in these important workshops and contributed to the discussions on digital trade policy and supply chain connectivity,” said Dr. Bowman. “SBDC is committed to supporting the growth and success of small businesses in the region, and these workshops provided valuable insights and opportunities for collaboration.”

Bilingual report — Economic Development Collaborative (EDC) — California Competes Tax Credit Program Application March 6, 2023 – March 20, 2023

The California Competes Tax Credit (CCTC) is an income tax credit available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size, or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. Applicants will be analyzed based on twelve different factors of evaluation, including number of full-time jobs being created, amount of investment, and strategic importance to the state or region.

Application Period Timeline: For the remainder of the 2022-2023, applications for the California Competes Tax Credit will be accepted during the following periods:

March 6, 2023 – March 20, 2023

SBA: HUBZONE CERTIFICATION WORKSHOP

Join the Small Business Administration (SBA) Los Angeles District Office for a virtual workshop to increase your potential for federal contract opportunities through the Historically Underutilized Business Zone (HUBZone) Program. The SBA HUBZone Program mission is to promote job growth, capital investment, and economic development to Historically Underutilized Business Zones (HUBZone) by providing contracting assistance to small businesses located in these economically distressed communities. Attendees will also have the opportunity to ask questions related to this program. SBA programs and services are extended to the public on a nondiscriminatory basis. ECONOMIC OPPORTUNITY GRANT PROGRAM: PHASE 1

The Economic Opportunity Grant (EOG) Program is for microbusinesses located in the County of Los Angeles that have been hardest hit in the pandemic. Phase 1 will only allow microbusinesses who have been the hardest hit in the pandemic to apply to the first round offering $2,500 grants. These grants are funded in part through the California Office of the Small Business Advocate. Additional rounds will be determined based on funding availability. Application will be open until February 23 or until funds are expended.

Receive 1 on 1 support from the EDC, Santa Barbara Foundation, SCORE, the Workforce Development Board and WEV. All community members are welcome to this bilingual (Spanish/English) event. Bruce and his team of advisors and staff have worked diligently for years helping small businesses in the counties of Ventura, Santa Barbara and Los Angeles. They have helped countless number of businesses throughout many disasters and the current COVID-19 pandemic. VCLA’s recognition of Bruce as the 2023 Business Leader of the Year is a representation of how hard Bruce and his team worked and continues to help the small business community.

Under Bruce’s leadership, in 2022 the EDC has counseled over 1,657 entrepreneurs and helped approve over $73 million in access to capital for small businesses across the region.
