Housing Trust Fund Ventura County to receive $5 million from Prop 1 Local Housing Trust Fund program

VENTURA COUNTY — Housing Trust Fund Ventura County has been awarded $5,000,000 from the Local Housing Trust Fund (LHTF) program by the California Department of Housing and Community Development (HCD). This is a result of the nonprofit’s ability to raise $5M in local funding to receive this 100% match from the California State Prop 1 matching grant program. This brings Housing Trust Fund Ventura County’s Prop 1 award total to just over $14M, which, through the development of safe and affordable housing, will positively impact the lives of farmworkers, veterans, low-income seniors, cognitively impaired individuals, people experiencing homelessness, transitional age foster youth, and extremely-low and low-income individuals and families.

People’s Self-Help Housing Announces 2023 Employee Award Winners Bianca Guillen & Aracely Barajas

CENTRAL COAST — People’s Self-Help Housing (PSHH) has announced their 2023 President’s Award and Employee of the Year winners. As an organization with over 220 employees, these awards recognize exceptional dedication to the mission of PSHH and this year have been presented to Aracely Barajas and Bianca Guillen respectively.

The President’s Award winner is selected from among nominees by CEO Ken Trigueiro to honor an employee who may not necessarily be highly visible, but continually makes a dramatic difference in support of the organization’s mission. This year Aracely Barajas, Social Worker in the Clinical Services team has been honored for her great ability to build relationships, not only within the organization, but far beyond into her community. Celebrating 10 years with the organization, Aracely has played a key role in collaboration between PSHH and outside agencies to implement new programs.

PSHH Expands Equity Efforts with New DEI Advisor — Yanitsa Buendía de Llaca to spearhead essential program

CENTRAL COAST — In an expansion of existing programming, People’s Self-Help Housing (PSHH) has hired a new member to their leadership team: Yanitsa Buendía de Llaca is serving as the new Diversity, Equity, and Inclusion (DEI) Advisor.

With a PhD in Religious Studies and expertise as a qualitative researcher, Yanitsa brings both theoretical and professional knowledge to her role as the Diversity, Equity & Inclusion Advisor. Drawing on her background in higher education, her role is a collaborative effort to make People’s Self-Help Housing a more equitable workplace and community partner. Building on the commitment of her fellow team members, Yanitsa is passionate about advancing equity in all aspects of the PSHH mission. With roots in Mexico, Yanitsa has lived in Santa Barbara and San Luis Obispo, today she is proud to call the Central Coast her home.

People’s Self-Help Housing — SLO Planning Commission seeking public input on Sept. 28 for Dana Reserve master-planned community

This Thursday, September 28, at 1:00PM, our County Planning Commission will be inviting public input to discuss a project that will allow People’s Self-Help Housing (PSHH) to develop 104 units of affordable rental housing within the overall Dana Reserve master-planned community.

So that everyone will have a chance to be heard, quite rightly the Commission has called for an additional public study session. This is so YOUR opinion can be voiced, in addition to the group who have already expressed their point of view.

Located west of US Highway 101 in Nipomo, and named the Dana Reserve, the overall project includes 104 units of deed-restricted affordable housing that would be developed and operated by PSHH. If approved, the developer will gift this land to our organization, which will bring much-needed affordable housing for Nipomo, a welcoming community that is key to so many who live, work, and recreate along the Central Coast.

SANTA BARBARA — Wood Glen Senior Living, a nonprofit retirement residence, has named Michael Easbey as its new executive director.

A third-generation Santa Barbara native, Easbey previously served as director of assisted living at The Samarkand Retirement Community for seven years, where he demonstrated unwavering passion for enhancing the quality of life for senior residents. He holds a bachelor’s degree in music composition and philosophy from Westmont College and a master’s degree in theology from the Antiochian House of Studies. Easbey is certified as a Residential Care Facility for the Elderly (RCFE) administrator by the state of California.

Santa Barbara County First District Supervisor Das Williams — Beginning Term as Central Coast Community Energy Chair

I am honored to have been elected the Chair of the Central Coast Community Energy (3CE) Policy Board of Directors. For those who don’t know, 3CE formed beginning in 2021 as our new, locally-owned electricity provider. Our reach spans 30 cities and 5 counties, from Carpinteria to the Santa Cruz Mountains. With no investors or shareholders, the revenue generated by 3CE stays local, helps keep rates lower than SCE and PG&E, and provides millions for rebates and incentives that lower greenhouse gas emissions. For example, during last week’s 3CE Policy Board of Directors meeting, we adopted the FY 2022-23 Operating Budget that includes approximately $16M for Energy Programs. During my time as Chair, I am looking forward to increasing the awareness of the important work 3CE is doing.

This month we’ve been looking back, and looking ahead, and celebrating all that’s brought us to the milestone of serving our communities for 53 years.  Much has changed, and much has been accomplished since three local volunteers came together around a common mission to serve their community, and eventually form our organization to carry it out and magnify.  What’s not changed is the need for creating many more affordable housing opportunities, and coming alongside those among us who are struggling to meet basic needs, in support of our community’s most vulnerable.

CENTRAL COAST — Joanna Dominguez has been selected to serve as the new Director of Resource Development for People’s Self-Help Housing (PSHH).

Originally joining PSHH in 2018, Joanna previously served as the Director of Education. Her then role included the oversight of the organization’s ten learning centers as well as the leadership of the award-winning CELEBRE program for Latinas entering higher education. During that time, Joanna was also actively involved in donor relations, gift stewardship, and grant writing.

Following a brief time away from PSHH, Joanna has now returned as the new Director of Resource Development and will play a key role in expanding fundraising and grant acquisition efforts.  Her focus will be on seeking funding for services which support the organization’s over 5,000 residents.

She has a well-rounded background, giving her the essential skills to take on this new role.

Local nonprofit organizations are encouraged to apply for $275,000 in funding to advance clean energy goals

SOUTHERN CALIFORNIA — Clean Power Alliance (CPA) is pleased to announce that applications are now being accepted for the 2023-2024 Community Benefits Grant Program. Now in its third year, the program, which is a partnership between CPA and Calpine Energy Solutions, has once again increased funding to support nonprofit organizations working to advance clean energy goals. Eligible nonprofits must be working in the 35 communities CPA serves throughout Los Angeles and Ventura counties. The program’s application period opens today and runs through Sept. 15.

A total of $275,000 in funding is being made available this year, to an anticipated 12 recipients. In 2022, nearly $204,000 in funding was distributed to 10 organizations throughout both counties. In the program’s inaugural year, eight organizations were awarded $75,000 in grant funding.

California Ramps Up Wildfire Prevention Work with projects in Santa Barbara, Ventura and San Luis Obispo counties

SACRAMENTO – California continues to prepare communities against the devastating impacts of wildfires, with Governor Gavin Newsom announcing new investments today that will ramp up defenses around homes, reduce overgrown vegetation, improve evacuation routes for rural communities and more.
The $113 million in new funding, made possible by the $52 billion California Climate Commitment budget, will support 96 wildfire prevention projects across the state – with more than 8 in 10 grants directed towards vulnerable or underserved communities.

Santa Paula City Council Allocates Funding for Spirit of Santa Paula Harvard Shelter in Collaboration with the County Board of Supervisors and the City of Fillmore

SANTA PAULA — The Ventura County Board of Supervisors on July 25 voted to approve $1.62 million in funding over the next two years to support efforts to provide housing for homeless individuals in the Santa Clara Valley – serving individuals experiencing homelessness in the cities of Santa Paula, Fillmore, and the unincorporated area of Piru. The funding from the County will match funding provided by the City of Santa Paula and City of Fillmore.

In tandem, the Santa Paula City Council held a special meeting on July 19 to approve an agreement that will contribute $24,000 per month for two years to support the operations of the nonprofit Spirit of Santa Paula Harvard Shelter for the unhoused. The shelter, located at 1498 E. Harvard Blvd., has been providing essential services to 49 individuals, including 19 children, in need of assistance.

SACRAMENTO — Renters and homeowners in 14 counties impacted by the February and March  storms and flooding will now have more time to sign up for federal disaster assistance.

FEMA’s registration period, due to end July 20, has been extended to Sept. 1, 2023.

The eligible counties are Butte, Kern, Madera, Mariposa, Mendocino, Mono, Monterey, Nevada, San Benito, San Bernardino, San Luis Obispo, Santa Cruz, Tulare and Tuolumne.

The extended registration deadline will provide  more time for survivors living in remote areas as well as for residents in counties recently designated for federal disaster assistance.

We are in the midst of a Summer of Celebration here at People’s!

Last week saw the Grand Opening of Templeton Place II – 36 units of truly permanently affordable housing for seniors and veterans, some of whom have come directly out of homelessness. $17M of investment went in this development, substantial amounts of which were injected straight into the local economy through construction subcontracting, including with a designated Disabled Veteran Enterprise. Though many challenges and obstacles showed up along the way, partnerships with multiple federal and state agencies and stakeholders from around the local community, made it happen!

Clean Power Alliance announces kick-off of the 2023 Community Benefits Grant (CBG) Program Cycle

America is recognizing National Homeownership Month during June, and People’s is working toward making that American Dream more possible across the Central Coast, every day. Since 1970, we have continued to bridge seemingly insurmountable gaps for those locked out of the intergenerational benefits from homeownership and facilitated the construction of over 1,200 self-help houses for first-time owners. Though substantial gains have been made, our local challenges continue to grow exponentially. The increasing barriers to homeownership are in large part a result of what’s occurred over the past 50 years; a steadily widening gap between earnings and housing costs.

VENTURA — In a unanimous vote on Tuesday, June 20, the Board of Supervisors agreed to adopt a resolution in support of a comprehensive plan to address homelessness put forth by the California State Association of Counties. The plan, titled ‘AT HOME’, focuses on establishing solutions to reduce homelessness throughout the state of California, with clear guidelines laid out for specific programs and responsibilities for the state, counties, and cities. Through adoption of the resolution, the County of Ventura joins 21 other counties that have shown their support and voted in favor of supporting CSAC’s ‘AT HOME’ Plan.

“This didn’t just happen overnight – we have been working with CSAC since 2018 on housing solutions,” shared District 3 Supervisor Kelly Long. “We feel that it’s very important to join in on this resolution for the ‘AT HOME’ Plan so we can address how we can secure the funding needed, ensure that it is sustainable, and make a big difference in our homeless count right now.”

2022-2023 Ventura County Grand Jury — Water Availability for Wildfires in Ventura County

In the 2017 Thomas fire and the 2018 Woolsey fire, water shortages hampered firefighters’ ability to protect structures. Ventura County frequently experiences conditions of low humidity, high winds and dry brush, conducive to dangerous wildland fires. Ventura County has ninety-six percent of its rural and unincorporated lands classified as very high fire zones.

The 2022-2023 Ventura County Grand Jury conducted an investigation of current protocols and procedures utilized by 15 Ventura County public water purveyors to supply adequate water for wildland fire suppression.

The Grand Jury finds that having written procedures for actions taken by public water purveyors during a Fire Weather Watch, Red Flag Warning, active fire and/or Public Safety Power Shutoffs due to wildfires is a best practice that is lacking in Ventura County.

The Grand Jury finds that most public water purveyors do not have adequate backup power in the event of disruptions due to fire damage or loss of utility power.

2nd Story Associates Seeking ‘Furnishing Hope’ Donations for New Affordable Housing Project: Vera Cruz Village

Construction on the Housing Authority of the City of Santa Barbara’s (HACSB) newest affordable housing project, Vera Cruz Village, is nearing completion. Vera Cruz Village will be located at 116 E. Cota Street and is designated for special needs and homeless individuals. The Housing Authority developed this project in response to the critical need for more permanent supportive housing units in the city of Santa Barbara. 

Many of the incoming residents at Vera Cruz Village will have few possessions and little to no income, which is why 2nd Story Associates, HACSB’s affiliate nonprofit, is encouraging local community members to offer additional support in the form of monetary donations through its Furnishing Hope program.

It’s mental health awareness month, and that subject is on our minds every month at People’s.

According to the National Alliance on Mental Illness (NAMI), “one in five US adults experience mental illness each year, and less than half of them receive treatment.” Fortunately for our residents, our onsite professional and specially trained permanent supportive housing services team members are available to anyone needing assistance, support, referrals and advocacy when facing mental health issues. For many who we serve, and particularly for some who are transitioning out of years of housing instability, the provision of People’s Supportive Housing Program services is one of most critically key ingredients for promoting mental health wellness and to facilitate a successful housing experience. Your support of our services directly meets these needs every day.

The County is investigating mitigation options for flooding in Montecito. A flood mitigation master plan will be created to guide the planning, design, and construction of improvements to mitigate flooding impacts to the community. Santa Paula Welcomes New Residents

The City of Santa Paula, in partnership with Limoneira, Calavo Growers, Lewis Group of Companies and the Santa Paula Chamber of Commerce, hosted a welcome event for new residents at the Harvest housing development on May 12. The event is aimed to introduce new residents to the community and help them get acquainted with public services and local businesses that make Santa Paula unique.

“The City is thrilled to welcome so many new residents to our community. As Santa Paula continues to grow, we are looking into creative ways to assist residents in obtaining information and building relationships,” said Mayor Andy Sobel. “We are grateful for the partnership of Limoneira, Calavo Growers, Lewis Group of Companies and the Santa Paula Chamber of Commerce in bringing our community together.”

Over decades, the Livable Communities Newsletter has reported on issues that support livable communities in Ventura County. We have been positive and hopeful. However, we all know that nothing is perfect. Some of Ventura County’s road to being a true livable community must include a discussion about what is not going well. In this edition we will cover three elements along the path that are at times struggling:

1. Real help to make housing affordable

The State Legislature in Sacramento has been passing laws with the goal of building more housing throughout California. None of the bills that were signed into law require that any of the housing that will be “built”, “expedited”, or “encouraged” has to meet affordability standards.

2. Good density versus bad density

Boston architect and urban designer Michael Dennis: “Some tall buildings are necessary for density. Tall buildings are not necessarily bad—though most are.”

3. Converting office buildings to housing

Converting empty office space to housing—especially in modern buildings with large floor plates—will be very difficult and costly. “Colleagues with greater knowledge of office building construction informed me that the building types and their mechanical systems might not be easily retrofitted for residential,” says architect and urban designer Laurence Qamar.

Family Digital Literacy Day Held by Housing Authority of the City of Santa Barbara

The Housing Authority of the City of Santa Barbara (HACSB) hosted its inaugural Family Digital Literacy Day on Wednesday, May 3, 2023 at Presidio Springs Community Room located at 721 Laguna St, Santa Barbara, CA. The purpose of the event, hosted in collaboration with Partners in Education, was to provide Housing Authority families and youth with free computers, assistance in accessing low-cost internet services, technical support, and online safety instruction.

Bilingual report — New State Insurance Regulations Affecting Property Owners in Fire Risk Areas

CAMARILLO – Several Ventura County property owners in fire risk areas have shared concerns recently about notices from their insurance companies that indicate coverage would not be renewed unless certain steps to reduce fire risks were taken.

The insurance companies appear to be acting on new rules from California Insurance Commissioner Ricardo Lara that went into effect in April. The regulation was not made by the Ventura County Board of Supervisors or the Ventura County Fire Department.

The state’s new rules were intended to create more transparency in the process when insurance companies determine premiums or decide whether to cancel a policy.

Triunfo Water & Sanitation District Lifts Stage 1 Water Shortage Conditions

At its April 24 meeting, the Triunfo Water & Sanitation District (TWSD) board of directors voted to lift Stage 1 Water Shortage conditions, which have been in place since August 2021. TWSD’s nearly 14,000 Oak Park residential and business potable water users are no longer required to limit their outdoor water use to one day per week.

Housing Trust Fund Ventura County to receive over $2 million in Federal and County funds in support of more affordable housing

Housing Trust Fund Ventura County (Housing Trust Fund VC) announced that the nonprofit has been awarded a $1.5M grant from the County of Ventura’s general fund for the development of affordable housing throughout the community and another $891,059 from the U.S. Treasury Department’s CDFI Fund Equitable Recovery Program. This combined $2,391,059 has the ability to be matched dollar for dollar by the State of California’s Proposition 1 Local Housing Trust Fund, bringing over $4 million to Ventura County in support of developing more affordable apartments and homes.

SANTA YNEZ — The Housing Authority of the County of Santa Barbara has announced it will be accepting Pre-applications for Harry’s House Development to establish a waiting list, effective April 18 at 10:00 a.m. The waiting list will close May 17, 2023 at 4:30 p.m. Harry’s House, presented by the nonprofit Rona Barrett Foundation is an affordable senior development for 62 years and older, consisting of 60 studio apartments with limited kitchen facilities. Harry’s House is located in Santa Ynez and is scheduled to open this summer.

“My own dear dad, Harry Burstein, was the inspiration for Harry’s House,” said Rona Barrett, founder and CEO of The Rona Barrett Foundation. “Caring for him during his later years opened my eyes to the immense and growing need for solutions to housing and services for seniors who need a safe and supportive home in which to enjoy their golden years. I’m so proud of our team and partners as we now open the waiting list!”

DignityNOW $19 Million Capital Campaign Aims to Close Santa Barbara County’s Homeless Housing Gap

DignityMoves, an innovative and successful homeless non-profit that builds Interim Supportive Housing Villages with modular construction announced an ambitious plan to significantly reduce homelessness in Santa Barbara County. The DignityNow Capital Campaign has already raised $10 million of the $19 million it seeks to support four new villages with 300 additional rooms across the county. DignityMoves has partnered with the county to provide land and funding for social services for the villages.

Legislation by State Sen. Becker Makes It Easier For Cities like Santa Barbara To Put Up ‘Opportunity Homes’

State Sen. Josh Becker (D-San Mateo), together with the nonprofit housing developer DignityMoves on March 23 announced Senate Bill 634 co-sponsored bySPUR andBay Area Council to facilitate the construction and deployment of “opportunity” housing units – relocatable housing placed on unused land – that have the potential to house tens of thousands of low-income Californians. 

“Opportunity housing is the most hopeful development I’ve seen to not just address, but actually put an end to our homelessness crisis at scale and with speed,”Becker said. “My goal is to get tens of thousands of people off the street in the next few years and I’m confident we will do that.”

The bill was supported by local officials.

Private nonprofit organizations, including houses of worship and other faith-based organizations, may be eligible to apply for federal assistance to help recover from damage in the California counties affected by the severe January winter storms and flooding.

Funding from FEMA’s Public Assistance (PA) program can be used to pay for emergency protective measures, debris removal and restoring disaster-damaged facilities.

Private nonprofits that provide critical services, such as hospitals and other medical treatment facilities and utilities can apply directly to FEMA. Other examples of critical services include water, sewer and electrical systems; private schools that provide elementary or secondary education or institutions of higher education.

Housing Trust Fund Ventura County announces approval of a $1.1 million acquisition loan for Aspire Apartments

 Housing Trust Fund Ventura County (Housing Trust Fund VC) announces a $1,100,000 acquisition loan approved by its Board for funding to Many Mansions for the Aspire Apartments in Oxnard set to begin construction in 2024. The nonprofit had previously approved and funded a $250,000 pre-development loan back in January 2020. This brings the total funding from Housing Trust Fund VC to $1,350,000 in support of this development.

Aspire Apartments will consist of 56 one-bedroom units and 32 two-bedroom units, including a manager’s unit, for a total of 88 apartments. Residents, comprised of extremely and very low-income families and individuals, and homeless and disabled individuals, will enjoy a community center, laundry facility, common area kitchenette, and recreational space. Uniquely, the second floor of the building will feature an outdoor community green space complete with BBQ and picnic area to help build an inclusive neighborly environment. Additionally, Oxnard Development Commission Successor Agency has partnered in this project to acquire and develop a pocket park that will be accessible to the public.

March is Women’s History Month, and the history of People’s has primarily been shaped by women. Starting in our earliest years nearly five decades ago, under the leadership of our founding Executive Director, through today’s governance lead by our Board of Directors Chair, principally women have driven our successes.

History continues to be made by the women of People’s through the talents of our women, representing over 60% of our staff, more than 66% of our supervisors, and a majority of our Board Members. Since the majority of our residents are women, it’s fitting that the voices of women are the primary decision makers and policymakers historically and today at People’s.

This will continue to be a priority value for our organization, to approach our ongoing strategies for meeting needs of women, designed by women for women, under our guiding principal of “nothing about her without her.”

The Housing Authority of the City of Santa Barbara and Food Bank of Santa Barbara County Hold Monthly Food Distribution Event for Community Members

The Housing Authority of the City of Santa Barbara (HACSB) hosted its monthly Healthy Food Pantry event on Wednesday, March 15, 2023 from 2 p.m. to 5 p.m. at Presidio Springs Community Room located at 721 Laguna St, Santa Barbara, CA. The Healthy Food Pantry events are a collaboration between HACSB, 2nd Story Associates, and the Foodbank of Santa Barbara County, who provides the supply of food. 

Every third Wednesday of the month, the Housing Authority and Foodbank of Santa Barbara County provide local community members with a bag of fresh produce and nonperishables. Approximately 145 bags of food are given out at each event. 

??”Food insecurity is still prevalent in our community and it is a fundamental need in Santa Barbara. The Housing Authority’s monthly food distribution aims to fill that necessity and continue to provide this important resource to those experiencing a hardship,” said Leticia Zuniga, HACSB Resident Programs Specialist.

Bilingual report — Oxnard Announces May 2023 Public Hearing to Consider Proposed Rate Adjustments for Water Services

Regular reviews of utility rates are an industry-wide best practice and are typically conducted every 3-5 years. Since Oxnard’s Water Division has not raised rates since 2017, the City engaged an independent consultant to create a Water Rate Study (Water Cost of Service Study). 

Based upon the study’s findings, the City is considering proposed rate increases starting in 2023 to keep pace with the rising costs of providing safe, reliable water and to continue making investments in the City’s water infrastructure. The Oxnard City Council will conduct a Public Hearing on Tuesday, May 2, 2023, to consider proposed rates for water services.

The City Council will hear and consider oral testimony and written materials submitted regarding proposed rate increases at the Public Hearing in the Oxnard City Council Chambers, 305 W. Third Street. The City Council will consider protests and comments prior to adjusting or adopting the proposed rate increases.

Santa Barbara County First District Supervisor Das Williams — Winter Storm Warning, Big Strides to Fight Climate Change

Winter weather conditions are forecast for Santa Barbara County starting 2/21/23 through the weekend. The National Weather Service has issued a High Wind Warning for coastal areas from Point Conception to the San Marcos Pass, effective from 2/21/23 at 6 p.m. to 6 am on 2/22/23. A Winter Storm Warning was also issued by the National Weather Service for the county’s interior mountains and is in effect from 2/22/23 at 4 am to 4 pm on 2/25/23.

Extreme cold temperatures, continued wind, and rain are possible through the weekend. Snow levels are forecast for lower elevations and may impact transportation routes including potentially Highway 154 and Highway 166 (Cuyama area). The lowest snow levels in the county are forecast to be roughly 1,500 feet for interior mountains and the Cuyama Valley. Countywide the snow level is forecast to be 2,000 feet-2,500 feet. This weather system will also bring very cold temperatures throughout the county. Gale force winds are also expected at sea. Precautions and tips to stay safe:
Be careful when driving through wet and potentially snowy road conditions. Roads may be slippery. Drive slowly and be careful. When possible avoid routes that may be impacted by winter weather.
Strong winds can cause power outages. Charge important electronic devices and be prepared in case an unannounced power outage occurs.
Secure belongings that could get impacted by strong winds such as outdoor furniture.
Take care of those who might not be aware of the cold weather hazard or be able to react accordingly – especially the elderly, young children, and pets.
Avoid areas and roadways that appear to be flooding.
Be aware of your surroundings and travel routes. Leave the area if you don’t feel safe and conditions permit safe travel.

Out of the 67,000 mortgages insured by the GI Bill, less than 100 went to African Americans. Black History Month gives us the opportunity to learn more, and sit longer with hard to absorb facts such as these.

Here are two more. According to the Pew Charitable Trusts and data derived from the US Census Bureau:

In 2022, 74.6% of White households owned their homes, compared with 45.3% of Black households
In 1960, the White homeownership rate was 65%, and the Black rate was 38% 
The gap is widening.

Homeownership is often referred to as the ‘American Dream’ but this ‘dream deferred’ is what is behind the crushing poverty of so many of our citizens. As a housing developer, we see the positive effects every day of what takes place happen when the opposite happens when the dream is realized.

Next, Kerry Roscoe has created a pictorial review of what diverse higher-density housing looks like in Ventura. These developments are more than big boxes.

Finally, Vanessa Rauschenberger discusses Fear of Congestion. We may think there’s nothing we can do to avoid congestion, except to slow growth or build more lanes and parking lots to accommodate it. Vanessa believes that that we should consider the alternatives.

Ventura Land Trust Launches 20th Anniversary Year with Community Birthday Party on Feb. 24

Ventura Land Trust (VLT) will celebrate 20 years of land conservation in 2023, starting with a free community birthday party on Friday, February 24 at Topa Topa Brewing Company (4880 Colt Street, Ventura, 93003) from 6-9 pm. 

The birthday party will include the reveal of the winners of VLT’s inaugural Art Contest, a look back at milestones through the organization’s history, a sneak peek of gear that will be on sale at the April 8th Gear Garage Sale, family games, and of course, birthday cake.

Ventura Land Trust was founded in 2003 as Ventura Hillsides Conservancy by community members who sought to protect the iconic hillsides to the north of Ventura from development.

Housing Authority Honors Good Samaritan Shelter as 2022 Outstanding Community Partner of the Year

The Housing Authority of the City of Santa Barbara (HACSB) honored Good Samaritan Shelter as its 2022 Outstanding Community Partner of the Year. The Housing Authority created its annual partner award as a way of recognizing and thanking organizations and businesses that help change lives for the better. The supportive services provided to clients through partners such as Good Samaritan Shelter are an essential part of the Housing Authority’s holistic service delivery approach.

Good Samaritan is a key partner in HACSB’s efforts to ensure the community’s most vulnerable clients who are homeless, obtain a safe place to call home.  While the Housing Authority provides the housing or rental subsidy with landlords to these individuals or families, Good Samaritan provides the initial services to connect them with HACSB and to further ensure they have services to remain stably housed.

“This partnership has proven so successful that our agency was one of the first Public Housing Authorities to achieve full utilization of the Emergency Housing Vouchers throughout the nation,” said Rob Fredericks, HACSB Executive Director and CEO.  “We look forward to crafting further solutions together so that we can locally address homeless issues throughout Santa Barbara.”

Bilingual report — Ventura County Board of Supervisors ratify declaration of local emergency for Ventura County following winter storms

On Tuesday, Jan. 24, the Board of Supervisors, voted to ratify the proclamation of a local emergency put forth by the Ventura County Sheriff’s Office of Emergency Services in order to provide assistance to residents in relation to the storms that affected the county beginning on January 8. The vote to ratify occurred following the date of the proclamation since the Board was not in session on the date the proclamation was authored.

“We are hopeful that our county will soon receive approval from FEMA for the Individual Assistance Program,” said Patrick Maynard, Director of Emergency Services. “This program is vital to supporting residents through the recovery process. The Individual Assistance Program provides several types of help to residents including temporary rental assistance as well as funding for debris removal and repairs. We are working closely with our federal elected representatives to advocate on behalf of Ventura County to ensure residents receive the assistance they need.”

DignityMoves and the County of Santa Barbara Announce the Launch of DignityNOW Santa Barbara County, a comprehensive plan to solve the County’s interim housing needs

In partnership with the County of Santa Barbara, DignityMoves announced today the launch of DignityNOW Santa Barbara County, a bold initiative to create sufficient Interim Supportive Housing for everyone experiencing unsheltered homelessness across the County of Santa Barbara.

Yesterday, the Santa Barbara County Board of Supervisors unanimously supported the updated Community Action Plan which calls for the development of several DignityMoves villages totaling approximately 437 beds, more than closing the existing shelter gap of 432 beds county-wide.

Santa Barbara County First District Supervisor Das Williams — FEMA Assistant and Beach Closures

There has been a Major Disaster Declaration for the State of California (FEMA-4683-DR) for severe winter storms was amended to include Santa Barbara County for individual assistance, debris removal, and emergency protective measures. Residents of Santa Barbara County will now be eligible to apply for Federal financial assistance, and public agencies will be eligible to seek reimbursement for debris removal. Public agencies had previously been eligible for reimbursement for costs associated with emergency protective measures.

Residents who incurred financial losses due to storm damage are encouraged to apply for assistance as soon as possible online at www.disasterassistance.gov or by calling 1-800-621-3362. An application for assistance can also be made by downloading the FEMA app in the Apple and Google store. This allows documents to be uploaded to FEMA directly and track the status of applications.

If you cannot live in your home at this time due to storm impact causing water damage, mold, mud, or inability to access your home, please make sure you include this in your application.

Housing Trust Fund Ventura County announces two new Board Directors and appoints new Chair at its Annual Public Meeting

 During its Annual Public Meeting in January, Housing Trust Fund Ventura County announced two new Directors have joined its Board. Executive Director of the Housing Authority of the City of Santa Paula, Elenore Vaughn joins the Board bringing with her two decades of experience in real estate development and public affairs. Joining Ms. Vaughn on the Board is longstanding community member and partner at McCarthy Companies, Sarah McCarthy-Garcia, who brings years of local building and business development experience. The 2023 Board is led by 2023 Chair Tracy McAulay, Management Analyst for the County of Ventura Community Development Division and Vice Chair Ken Trigueiro, CEO & President of People’s Self-Help Housing.

The Safety Net for All Coalition is deeply disappointed to see that Governor Newsom’s proposed budget does not include unemployment benefits for excluded immigrant workers. An Excluded Workers Program is an essential step to creating a more equitable and resilient economy that works for all Californians.  

California’s immigrant workers are the foundation of our economy, contributing to its standing as the 4th largest economy in the world. Seventy-eight percent of California’s undocumented immigrants work in industries that are “essential and critical” to the economy, such as agriculture, construction, and domestic work. Yet, due to historic racist exclusions from our safety net, California’s undocumented workers are not able to access economic support when they face unexpected job loss. Despite the fact that California employers pay an estimated $485 million annually into the Unemployment Insurance system on behalf of these workers, these workers are prohibited from accessing these benefits.
