VENTURA — The Ventura County Continuum of Care has reported a 15.6% decrease in homelessness as part of the 2025 Ventura County Homeless Count. Conducted on January 22, 2025, the count identified 1,990 individuals experiencing homelessness, a reduction of 368 people compared to 2024. Since 2023, the overall decrease stands at 18.5%.
This progress reflects successful investments in permanent supportive housing, homelessness prevention programs, and enhanced supportive services across the county to promote housing retention. The count, which adheres to federal definitions of homelessness, includes individuals living unsheltered, in emergency shelters, or in transitional housing.
VENTURA — The Ventura Fire Department urges property owners to take proactive steps in wildfire prevention by maintaining flammable grass, trees, and shrubs as part of the annual Fire Hazard Reduction Program (FHRP).
“With recent devastating fires reminding Southern California of the ever-present fire danger, the need for year-round defensible space has never been more urgent,” shared Fire Chief David Endaya. “Wildfires can spread rapidly in Ventura’s dry, drought-prone conditions, and keeping properties clear is critical to reducing structure loss and protecting lives.”

The County of Ventura has officially begun the migration of county websites to the new .gov domain – venturacounty.gov.?
The transition to the new address complies with CA State Assembly Bill 1637, which was passed in 2024 and requires local governments to have a .gov domain by or before 2029. The transition to the new address will provide enhanced cybersecurity and easily identify the County’s online presence for residents, businesses, and visitors.
The draft Fire Hazard Severity Zone map for Ventura provides an updated assessment of local fire hazards and will help guide local fire prevention efforts, inform building regulations, and support emergency response planning. The map updates previous version approved in 2011 to reflect current fire risk conditions and new data. Hazard areas are rated moderate, high, and very high depending on the factors that contribute to fire behavior, like historical fire patterns, vegetation growth, weather, and terrain, among others.

VENTURA COUNTY — Housing Trust Fund Ventura County (Housing Trust Fund VC) announces the approval of two loans for a combined $6,726,038 to create 118 new affordable housing units in Ventura County with two new developments, the Casa Aliento Apartments and Camino De Salud. Community Development Partners will be the recipient of a $1,726,038 bridge loan for 69 affordable units located in Central Oxnard called Casa Aliento Apartments.
This session is specifically designed for businesses located along Harvard Blvd., but all Santa Paula businesses are welcome to attend. The feedback gathered during this discussion will be presented to the City Council as they consider updates to the Santa Paula Strategic Plan, which outlines the City’s vision and goals for the next two years, guiding decisions on economic development, infrastructure improvements, public safety, and community programs.
THOUSAND OAKS — The Ventura County Fire Department (VCFD) and the California Department of Forestry and Fire Protection (CAL FIRE) plan to conduct a prescribed burn in Adams Canyon, north of Santa Paula, on March 4, 2025, weather permitting. This controlled burn is part of ongoing efforts to improve ecosystem health and reduce wildfire risk. This prescribed burn was initially scheduled for November 18-21, 2024.

SANTA BARBARA — On Friday, February 7, 2025, the Housing Authority of the City of Santa Barbara (HACSB) celebrated the official groundbreaking of the Bella Vista affordable housing project. The Bella Vista development is located at 200 N. La Cumbre Rd in Santa Barbara.
The 48-unit development will provide much-needed affordable housing for families with low and very low incomes. The project will feature a two and three-story building, with 48 apartments constructed on top of a podium. The development will also include a semi-subterranean garage with 58 parking spaces for the tenants and a 10 space surface parking lot for the guests accessed off Via Lucero.

Our three-alarm opera begins very early in our house each morning. First, Lady Whiskers, our huge Coon cat, meows politely, already in front of the bedroom door telling us quite empathically that she is ready to go into the darkness of the morning and begin her early dawn hunt. Our puppy, Maximiliano (Mad Max), hearing his sister, begins crying for attention and some warm milk. Half an hour later our family alarm goes off, all the while classical music is mesmerizingly reminding us to be mindful, trucha, and cool for the battles that lay ahead. This how we had begun our morning wakeup ritual for a while, until Trump ascended to the Monarchy of the United States roughly three weeks ago, and completely highjacked, assaulted, and disrupted our world.
At the workshop, participants will learn about financial assistance, up to $350,000 per household, to help them purchase a home in safer, lower-fire-risk areas of California. The assistance, which is forgiven after five years, is designed to help bridge the affordability gap between what applicants can afford with a First Mortgage Loan and the purchase price of an eligible property.
VENTURA COUNTY — Housing Trust Fund Ventura County (Housing Trust Fund VC) announces over $316,000 in donations received in 2024 to support the development of additional affordable homes in Ventura County. A donation of $50,000 was made on the final day of the year by PennyMac Financial Services (PennyMac) from the PennyMac Corporate Giving Fund. Another donation of $31,875 was made by the California Foundation for Stronger Communities (CFSC). Together, both end-of-the-year donations pushed the total to the highest amount received in donations by Housing Trust Fund VC in one year since the organization began in 2011. Both donations were unsolicited, a testament to the reputation and goodwill of Housing Trust Fund VC as an affordable housing leader in the region.

Since beginning the project in August 2023, each family committed over 40 hours a week to constructing their homes. Under the supervision and instruction of People’s Self-Help Housing, the builders learned all the skills necessary to complete the majority of the labor themselves. After more than a year of hard work, owner-builders finally received the keys to their new homes and celebrated their tremendous accomplishments with a barbeque block party over the weekend.
“It’s amazing to see the fruit from their labor and watch them achieve this dream of home ownership,” said Ken Trigueiro, PSHH CEO & President. “This is an excellent opportunity for these families and one that is hard to come by these days. This is why we keep doing what we’re doing after 55 years and we’re so grateful to be part of their stories.”
VENTURA — As the recovery and rebuilding process continues following the Mountain Fire, the Environmental Health Division and Incident Management Team are pleased to announce that Phase 2 of debris removal is now underway. Site assessments and asbestos assessments are in progress, and debris removal operations are set to begin as early as this week.
Residents can expect to see multiple crews and trucks in affected neighborhoods, working to remove structural fire debris and clean up properties. Debris removal crews will be in place to start operations at 7:00 am and will end operations by 4:30 pm. To minimize dust and ash pollution, all debris will be misted continuously and securely wrapped in trucks during removal. Air quality will be monitored throughout the process, and operations will be paused if weather conditions are deemed to result in safety issues.
VENTURA — In an ongoing effort to combat homelessness and support vulnerable populations, the Ventura County Board of Supervisors has approved a second amendment to the agreement with the City of Ventura, allocating $1,013,063 in financial support for the operation of The ARCH year-round emergency shelter. The agreement emphasizes both financial responsibility and measurable outcomes to ensure effective use of public funds.
The ARCH, located in the city of Ventura and operated by Mercy House, is a vital resource for individuals experiencing homelessness. This funding, provided on a 50/50 cost-sharing basis with the City of Ventura, supports the shelter’s operations under a newly established performance-based model.
VENTURA COUNTY — Camarillo resident Rebeca Elliott, an agent with Comfort Real Estate, was installed at the 2025 President of the Ventura County Coastal Association at the annual Installation Event on Jan. 16 along with this year’s officers and directors.
Elliott has been a Realtor for over 20 years after serving as a flight attendant for United Airlines and the administrative assistant to the CEO of Tenet Health Care, which was then based in Santa Barbara.
“They decided to relocate to Texas and the CEO asked if I wanted to relocate as well, and I said no,” Elliott recalled. “Soon after, I saw an ad about getting a real estate license, and I thought that would be a fun career move. I passed the test, and here I am – loving it.”

Mountain Fire: SBA acted under its own authority to declare a disaster in response to a request SBA received from Gov. Gavin Newsom’s authorized representative, Director Nancy Ward, of the California Office of Emergency Services on November 25. The disaster declaration makes low-interest federal disaster loans available to residents and businesses the counties of Ventura, Santa Barbara, Los Angeles and Kern who were affected by the Mountain Fire that began November 6.
Wildfires and Straight-line Winds: SBA Administrator Isabel Casillas Guzman announced that low-interest federal disaster loans are now available to Southern California businesses, homeowners, renters and private nonprofit (PNP) organizations following President Joe Biden’s major disaster declaration. The declaration covers Los Angeles and the contiguous counties of Kern, Orange, San Bernardino, and Ventura due to wildfires and straight-line winds that began on January 7.
VENTURA — The Ventura County Air Pollution Control District is issuing an Air Quality Alert because unhealthy conditions exist.
Smoke from the Hughes Fire is causing the Air Quality Index (AQI) to fall in the unhealthy range for everyone in Camarillo, Fillmore, Moorpark, Oxnard, Piru, Santa Paula, Simi Valley and Ventura. Smoke and ash from wildfires contain very small particles that can harm the lungs and heart.
The district issues Air Quality Alerts when the AQI has reached or is forecast to reach an unhealthy level for all. A lower AQI can affect sensitive groups. This includes children, older adults and people with heart disease or respiratory conditions such as asthma, chronic obstructive pulmonary disease and emphysema.
The alert is in effect until conditions improve.

Since 1970, when a group of committed individuals said ‘we can do better to help house our neighbors’, we have been doing just that. Originally building through the self-help program – ten families building alongside each other, working on one another’s homes – and then amplifying those efforts through the development of multifamily housing, the DNA of our organization is mutuality and support.
CENTRAL COAST — This year, People’s Self-Help Housing (PSHH)celebrates 55 years as an organization. To commemorate this historic milestone, PSHH has launched a new celebratory logo and webpage for its use throughout 2025.

Ventura County and nearby areas will experience very strong Santa Ana winds and extreme fire danger. Conditions will be very dry, with humidity between 10–20% (and not much better at night). Because of these dry conditions and strong winds, any new or existing fire could spread very quickly.

OXNARD — Housing Director Emilio Ramirez has left his position to serve as Chief of Staff to Riverside County Supervisor Jose Medina. City Manager Alexander Nguyen has appointed Assistant Housing Director Brenda Lopez as Oxnard’s Interim Housing Director while the City begins a formal recruitment process for the position.
Said Nguyen, “Emilio gave Oxnard nearly six great years of service. His intellect and creativity were outsized only by his heart. He left the Housing Department in a much, much better position looking towards the future.”
Since joining the City in April 2019, Ramirez has led the transformation of the Housing Department, improving the operations of the Housing Authority and beginning an Asset Repositioning Implementation Plan, which allows the City to preserve and improve its affordable housing stock by moving away from the traditional public housing model.
