VENTURA COUNTY — Housing Trust Fund Ventura County (Housing Trust Fund VC) has approved $2 million in loans to create 291 affordable homes across two Oxnard communities. The funding will support Lockwood Phase III and Cypress Place Phase II, addressing the critical need for housing among working families, farmworkers, and low-income households. Local developer Homes & Hope will receive a $500,000 predevelopment loan to develop Lockwood III, creating 232 apartment homes for families earning 30-70% of area median income (AMI). People’s Self Help Housing Corporation will receive a $1.5 million predevelopment loan for Cypress Place II, which will provide 59 apartment homes for households earning 30-60% of area median income (AMI).

VENTURA COUNTY — Housing Trust Fund Ventura County (Housing Trust Fund VC) has been notified by the California Department of Housing and Community Development (HCD) that it has been awarded $4,406,179 from the final round of the Local Housing Trust Fund (LHTF) Matching Grant Program. This brings the organization’s total LHTF funding to $18,425,566 out of $25 million available since 2020. Housing Trust Fund VC was also awarded a $125,396.82 grant from the California Investment & Innovation Program (Cal IIP).

The Topa Vista Villas development will provide 111 units of affordable housing with over a third of the units being allocated for formerly unhoused individuals. The development is a collaboration between Homes & Hope, Cabrillo Economic Development Corporation (CEDC), and the Santa Paula Housing Authority (SPHA). Homes & Hope will serve as the Administrative General Partner, CEDC will oversee property management, and SPHA will provide support for long-term affordability.

VENTURA COUNTY — Housing Trust Fund Ventura County (Housing Trust Fund VC) announces $3,085,000 in new funds received for the development of additional affordable homes in Ventura County at a time when the need for housing affordability continues to rise sharply. The funds come from two investments, $1.5 million each, from the Weingart Foundation and Mechanics Bank. Additionally, three grants totaling $85,000 have been received from U.S. Bank, Citizens Bank, and an anonymous donor. Housing Trust Fund VC will put these new funds to work as the organization continues its commitment to help increase affordable housing options throughout Ventura County by leveraging public-private partnerships to provide low-cost, flexible loans early in the housing development cycle.

VENTURA COUNTY — Housing Trust Fund Ventura County (Housing Trust Fund VC) has been awarded a $25,000 operating grant from Mechanics Bank in support of affordable housing in Ventura County. The new funds will be used to support new loan program development and operations as Housing Trust Fund VC continues to increase affordable housing options throughout Ventura County by leveraging public-private partnerships to provide low cost, flexible loans early in the housing development cycle. The grant is part of the Mechanics Bank Corporate Giving Program which aims to support community development financial institutions and nonprofit organizations that directly support low- to moderate-income individuals, families and communities.

Seven million of the $12 million will be matched by Prop 1 funding. The Valentine Road Apartments in Ventura, a Homekey development by the Housing Authority of the City of San Buenaventura, will receive a $5,000,000 construction loan. Two developments by Red Tail Multifamily Land Development, Citrus Flats in Santa Paula and Arrive Ventura in Ventura, will each receive a $1,000,000 pre-development loan. Many Mansions’ Aspire Apartments in Oxnard will receive a $5,000,000 construction loan. Together the developments will bring 492 new affordable homes to Ventura County.

VENTURA COUNTY — Housing Trust Fund Ventura County (Housing Trust Fund VC) has been awarded $5,000,000 from the Southern California Association of Governments’ (SCAG) as part of the Regional Early Action Planning (REAP) 2.0 Lasting Affordability program. The funding will support the creation of the Housing Trust Fund Ventura County’s Revolving Long- Term Loan Program for Infill Affordable Housing Developments Project. This project will establish a long-term loan program and will increase the lending capacities of Housing Trust Fund VC. In addition, this grant will provide resources to Housing Land Trust Ventura County (Housing Land Trust VC) to create policies and procedures which will advance Housing Land Trust VC to attract additional capital and land donations. The anticipated outcomes from the new fund include 656 affordable housing units in Ventura County by 2031.

Housing Trust Fund Ventura County announces approval of a $1.1 million acquisition loan for Aspire Apartments

Housing Trust Fund Ventura County (Housing Trust Fund VC) announces a $1,100,000 acquisition loan approved by its Board for funding to Many Mansions for the Aspire Apartments in Oxnard set to begin construction in 2024. The nonprofit had previously approved and funded a $250,000 pre-development loan back in January 2020. This brings the total funding from Housing Trust Fund VC to $1,350,000 in support of this development.

Aspire Apartments will consist of 56 one-bedroom units and 32 two-bedroom units, including a manager’s unit, for a total of 88 apartments. Residents, comprised of extremely and very low-income families and individuals, and homeless and disabled individuals, will enjoy a community center, laundry facility, common area kitchenette, and recreational space. Uniquely, the second floor of the building will feature an outdoor community green space complete with BBQ and picnic area to help build an inclusive neighborly environment. Additionally, Oxnard Development Commission Successor Agency has partnered in this project to acquire and develop a pocket park that will be accessible to the public.

Executive Director of the Housing Authority of the City of Santa Paula, Elenore Vaughn joins the Board bringing with her two decades of experience in real estate development and public affairs. Joining Ms. Vaughn on the Board is longstanding community member and partner at McCarthy Companies, Sarah McCarthy-Garcia, who brings years of local building and business development experience. The 2023 Board is led by 2023 Chair Tracy McAulay, Management Analyst for the County of Ventura Community Development Division and Vice Chair Ken Trigueiro, CEO & President of People’s Self-Help Housing.

Housing Trust Fund Ventura County announces a 3.87 acre land donation by the City of Thousand Oaks to its supporting non-profit, the Housing Land Trust Ventura County. Approved at the City’s November 1, 2022 City Council meeting, the donated land located at 384 N. Erbes Road will be developed by People’s Self-Help Housing into nearly 80 affordable for-sale townhomes. Housing Trust Fund Ventura County (Housing Trust Fund VC) announces a $2,500,000 predevelopment loan approved for funding to AMCAL Multi-Housing, Inc. (AMCAL) for the Terra Campagna Apartments set to begin construction in November.

The need for affordable housing is felt throughout Ventura County, especially among our most essential workers. The Terra Campagna Apartments will serve the county’s large community of farmworkers and their families with 160 affordable housing units in Somis. This represents the second phase of the Somis Ranch Farmworkers Community development. Phase one consists of 200 units and is currently under construction with an anticipated completion date in the spring of 2024. Both developments will include community centers, social services, outdoor community spaces and play areas for all ages.

Housing Trust Fund Ventura County (Housing Trust Fund VC), on behalf of the newly formed Housing Land Trust Ventura County, has entered into a disposition and development agreement to receive donated land valued at $840,000 from the City of Oxnard. Located at 241 West Second Street, the unused city land will be developed as the future home of the Homeless Solutions Center, a supportive housing development that will provide 55 permanent housing units, 120 shelter beds and 24-hour supportive services for the homeless population.

“In 2020 we formed the Housing Land Trust Ventura County as a way to provide lasting community assets and permanently affordable housing opportunities for families, workers and fixed-income residents in our County,” said Linda Braunschweiger, CEO of Housing Trust Fund VC and Housing Land Trust Ventura County. “By working to acquire donated land and preserve it for affordable housing developments we remove the most cost-prohibitive part of building affordable homes, which is the high cost of land.” Braunschweiger notes that Housing Land Trust Ventura County is designated by the State of California as a Supporting Nonprofit comprised of an 11-member Board of Directors who are working to identify and receive donated land in the region that can be developed to provide affordable housing on a 99-year lease for either rental housing or home ownership. The new nonprofit will not act as a developer but rather work with affordable housing developers selected through an RFP process. The land donated by the City of Oxnard is the first such project for the newly formed Housing Land Trust Ventura County.

Housing Trust Fund Ventura County (Housing Trust Fund VC) has been named as one of 29 grantees receiving funding support from Weingart Foundation through their Unrestricted Operating Support (U.O.S.) program. Housing Trust Fund VC will receive $50,000 over two years to help with capacity building in support of the Fund’s overall mission to increase affordable housing options throughout Ventura County by leveraging public-private partnerships to provide low-cost, flexible loans early in the housing development cycle.
