EDC’s Economic 411 Labor Market Report for January 2022

The California Labor Market Information Division (LMID) released its January 2022 report earlier today, later than per the usual schedule of the 3rd Friday of the following month, accommodating time for LMID’s annual recalibration of the data.

Not surprisingly, we had an increase in the unemployment rate, from 4.2% in December to 4.7% in January, generally the result of the layoff of holiday season workers that were hired in November and December.

All told, for the total of officially unemployed workers (by which we mean, not counting the several thousand workers that have dropped out of the labor force during the pandemic), we had a jump from 17,000 to 19,300. Of that increase by 2,300, it appears they were split about evenly between layoffs in Retail Trade and Leisure & Hospitality.

UPDATED: Centers for Disease Control and Prevention (CDC):
CDC is now recommending masking based on “COVID-19 Community Level.” Levels can be low, medium, or high and are determined by looking at hospital beds being used, hospital admissions, and the total number of new COVID-19 cases in an area. Indoor masking is only recommended universally if the Community Level is high. This information can be tracked HERE.

The California Competes Tax Credit (CCTC) and Grant Program (CCGP) are available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size, or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. Applicants will be analyzed based on twelve different factors of evaluation, including number of full-time jobs being created, amount of investment, and strategic importance to the state or region.

Application Period Timeline: For the remainder of the fiscal year 2021-2022, GO-Biz will accept applications for the California Competes Tax Credit between March 7, 2022 – March 28, 2022

The Employee Retention Tax Credit (ERTC) is a refundable credit that businesses can claim on qualified wages, including certain health insurance costs, paid to employees. Qualified employers can claim a credit against:

50% of qualified wages paid, up to $10,000 per employee annually for wages paid between March 13 and Dec. 31, 2020
70% of qualified wages paid, up to $10,000 per employee per quarter for wages paid in the first three quarters of 2021

Economic Development Collaborative (EDC) — COVID-19 Economic Injury Disaster Loan (EIDL) Reconsideration

The U.S. Small Business Administration (SBA) is still accepting requests for increases, reconsideration and appeals for the COVID-19 Economic Injury Disaster Loan (EIDL) Program:

Increase Request: Borrowers can request increases up to their maximum eligible loan amount for up to two years after their loan origination date, or until the funds are exhausted, whichever is soonest.

Reconsideration/Appeals Request: Reconsideration and appeal requests for applications received on or before December 31 will be accepted and reviewed if the reconsideration/appeal is received within the timeframes in the regulation. This means six months from the date of decline for reconsiderations and 30 days from the date of reconsideration decline for appeals – unless funding is no longer available.

EDC’s Economic 411 Labor Market Report for December 2021

The California Labor Market Information Division (LMID) released its December 2021 report on Friday the 19th, extending what’s become a five-month run of improvements in Ventura County’s unemployment rate, now at 4.2%, down from 4.5% in November. While the unemployment rate is moving in the right direction, the underlying numbers aren’t so encouraging. In what is usually a strong month for hiring, we picked up only 1,300 Nonfarm jobs—and only 500 in holiday hiring for Retail—and actually had a decline in the Labor Force by 400 workers. Further, what gains we did have were largely concentrated in only two sectors, Retail Trade and Leisure & Hospitality. Sales and Use Tax Exclusion (STE) Program, from the California Alternative Energy and Advanced Transportation Financing Authority, excludes from sales and use taxes purchases of Qualified Property:
if its use is either to process Recycled feedstock or using Recycled feedstock in the production of another product or soil amendment, or
that is used in an Advanced Manufacturing process, or
that is used to manufacture Alternative Source products or Advanced Transportation Technologies.

Eligible manufacturers planning to construct a new manufacturing facility or expand or upgrade a currently existing manufacturing facility may apply to CAEATFA for an STE award, and if approved, the purchases of Qualified Property for the project are not subject to state and local sales and use tax.

EDC’s Economic 411 Labor Market Report for November 2021

The California Labor Market Information Division (LMID) released its November 2021 report on Friday the 17th, revealing a strong three-month trend of improvements in Ventura County’s unemployment rate, now at 4.4%, down from 5.0% in October. Also showing some positive movement, employment gains were a bit more widely distributed than in prior months, though up in only six of the twelve major subsectors.

What’s a bit more disappointing, however, is the lackluster showing in holiday Retail hiring. While Retail gained 900 jobs in November, we’re actually showing 300 fewer Retail jobs this November than last and we’re off by 3,600 jobs since November 2019. None of this is surprising given the movement to on-line purchasing, but it’s worth reminding that the loss of these temporary holiday jobs has taken a ton of work experience opportunities away from young workers and has reduced opportunity for a boost in family incomes during the holidays. For more commentary on the data, see below; for the monthly detail, the LMID release is here.

In response to COVID-19, small business owners, including agricultural businesses, and nonprofit organizations in all U.S. states, Washington D.C., and territories can apply for the COVID-19 Economic Injury Disaster Loan (COVID-19 EIDL). The loan is directly from the United States Small Business Administration (SBA) that must be repaid; low-interest, fixed-rate, long-term loan to help overcome the effects of the pandemic by providing working capital to meet operating expenses. The California Venues Grant Program will support eligible independent live events venues that have been affected by COVID-19 in order to support their continued operation. Eligible independent live events venues must have a physical address and operate in California, which will be validated through submitted business tax returns. Economic Development Collaborative (EDC) — Economic 411 Labor Market Report for October 2021

The California Labor Market Information Division (LMID) released its October 2021 report last Friday, revealing a strong improvement in our unemployment rate, dropping from 5.3% in September to 5.0% in October. Employment gains, however, were concentrated in only five industry sectors, Local Government Education, up by 1,000 jobs, Leisure & Hospitality up by 600 jobs, Retail Trade up by 400 jobs, Private Education & Health Services up by 300 and Transportation and Warehousing up by 100. Each of those gains had been expected, and all, except Transportation & Warehousing, are only still just eating into the losses suffered through COVID-19. While those gains are all positive, what’s not so positive is our continuing lackluster labor market participation and our lack of new hiring in two other sectors especially hard hit by pandemic, Construction and Other Services. We’ll unpack more on the trends for recovery below. For the monthly detail, the LMID release is here.

Economic Development Collaborative (EDC) — Economic 411 Labor Market Report for September 2021

The California Labor Market Information Division (LMID) released its September 2021 report earlier today, showing extraordinary progress in our unemployment rate, dropping from 6.2% in August to 5.3% in September.

What’s odd though, is we had very little gain in our industry employment, up month-over-month by only a net 1,200 jobs. Usually when we see a big improvement in the unemployment rate without a corresponding increase in industry employment—that is, payroll jobs created by employers that are paying into the unemployment and social security systems—it’s because we had a bunch of workers drop out of the labor market entirely. When workers drop out, neither working nor looking for work, they’re not considered “unemployed” so that contributes an artificial improvement to our unemployment rate. But this month we actually had a small increase in our total labor force, by 900 workers, so that doesn’t help explain the improvement.

The Conejo Valley Small Business Relief Fund has been established by the Greater Conejo Valley Chamber of Commerce’s Foundation in partnership with the cities of Thousand Oaks, Westlake Village and Agoura Hills. The fund has provided much needed grants to local small businesses as they navigate the financial impacts of COVID-19. The maximum grant is currently $2,500!

The requirement for employers to provide supplemental paid sick leave (SPSL) to employees expired on September 30, 2021. Read below to learn more about the recent changes on the federal, state and local levels.

Federal Update

The Families First Coronavirus Response Act (FFCRA), which was extended through the American Rescue Plan Act of 2021 (ARPA) to allow employers to voluntarily continue to provide COVID-related SPSL and still receive the available tax credits, expired on September 30, regardless of whether an employee is on leave at the time of expiration.

EDC’s Economic 411 Labor Market Report for August 2021

The California Labor Market Information Division (LMID) released its August 2021 report earlier today, showing moderate improvement to our unemployment rate but some surprising, even disturbing volatility in the labor force and employment data.

On the upside, the Ventura County unemployment rate improved from 6.4% in July to 6.2% in August, somewhat encouraging news since we’re still dealing with the slowdown caused by the Delta variant.

On the downside, that improvement owes less to new job creation than to the month’s dropout of 4,000 workers from the labor force, meaning they’re neither working nor even looking for work. That’s a big reduction to the County’s productivity and earnings, even worse for us that it’s on top of the roughly 9,000 workers we were already down from pre-pandemic levels.

Economic Development Collaborative (EDC) — Economic 411 Labor Market Report for June 2021

The California Labor Market Information Division (LMID) released its June 2021 report earlier today, showing our first monthly increase in the unemployment rate since December 2020. This increase, however, is not unique to Ventura County, as both the state and nation suffered monthly increases in unemployment as well. Ventura County’s rate rose from 5.8% in May to 6.4% in June, while California’s unadjusted rate jumped from 7.5% to 8.0% and the nation’s from 5.5% to 6.1%. These increases are a bit of surprise, given the current pace of recovery from pandemic, but largely track with consistent, annual increases at the beginning of each summer, so not to be taken seriously as an indication of any kind of structural economic slowdown. Helping businesses navigate new and fast-changing resources and ensuring that federal, local and private funds reached our local community has been the EDC’s priority throughout the pandemic.

In recognition of the extraordinary impact to small businesses and their need for capital, CIT Bank has awarded the EDC with a $50,000 grant.

This CIT Bank grant supports additional and existing capacity of the EDC Loan program. Through robust loan tracking software and additional loan loss reserves, this grant will help provide 40 grants and loans to small businesses in underserved markets.

On June 17, 2021, the Occupational Safety and Health Standards Board voted to update the COVID-19 Emergency Temporary Standards (ETS). Executive Order N-09-21 permitted the revised ETS to take effect the same day. Here’s what employers and employees need to know about the new standards:

The California Labor Market Information Division (LMID) released its May 2021 report on June 18, 2021, showing another small but steady improvement in Ventura County’s unemployment rate, from 6.1% in April to 5.8% in May.

That improvement aside, the monthly data for Ventura County is a bit of a surprise. For example, we don’t see any sizable gain by workers returning to the labor force or by any sizable increase in payroll jobs. For some comparison, last month, in April, we gained a net of 7,000 industry jobs, while in May our net was only 500.

FATHOMWERX: RUST-A-THON 2021

Deadline to sign-up: June 15
Event: June 16 – September 1

The 2021 Rust-A-Thon event will be conducted to find solutions to mitigate and control corrosion on combat systems aboard United States Navy ships and vessels. This year the event will be testing conversion coatings on aluminum alloys! To address corrosion issues on combat systems aboard United Navy ships and vessels NSWC PHD teamed up with FATHOMWERX, Matter Labs, NASA Kennedy Space Center, NAVAIR, Naval research Labs, and the U.S Bureau of Reclamation. The first phase of the event will begin June 16th and last until July 15th. During the first phase of the event the Rust-A-Thon team will distribute the metal plates and then receive them after they have been coated by the participating companies. The second phase of the event will begin July 15th and last until September 1st. During the second phase of the event the Rust-A-Thon team will distribute the plates to partner facilities for testing, conduct testing, collect all plates, and record results.  Apply by June 15 to join!

We all know from the shared experiences of employers across a wide range of industries and business models that it’s become an enormous challenge to hire the workers needed to keep up with demand as the economy re-opens.

We know too that the most commonly presumed cause for the worker shortage is an overly generous unemployment insurance and other pandemic disaster payouts that appear to make it more lucrative to stay at home.

I think it is important to lay out a more complete and nuanced set of variables surrounding this issue. So, knowing no one yet has the full and perfect story, here’s a shot:

California (on May 21) announced the details of the state’s full reopening plan. When California fully reopens the economy, the state will move beyond the Blueprint for a Safer Economy. 

Beginning June 15, 2021, businesses will be able to return to usual operations with limited exceptions for mega events. The updated framework clarifies that physical distancing and capacity limitations will no longer be required for most businesses.

Economic Development Collaborative (EDC) — 411 Labor Market Report for March 2021

The California Labor Market Information Division (LMID) released its March 2021 report earlier today, showing moderate improvement in Ventura County’s unemployment rate, from 6.8% in February to 6.4% in March. This matches our best position since the onset of pandemic a full year ago, previously reached in November, just before the holiday resurgence of COVID-19. Overall, we saw little change in the data details in March. On the surface it appears we did okay in job creation, adding 2,400 jobs, but of those 1,800 were in Farm, apparently seasonal, now at a total of 25,800 and keeping us 100 jobs ahead of our Farm position one year ago. For the monthly detail, check out LMID’s March report here.

On March 18, 2021, the California Supplemental Paid Sick Leave Law (CA-SPSL) was expanded and extended. Effective immediately, the law retroactively applies from January 1, 2021 to September 30, 2021.

Today, Tuesday, March 30th, 2021, President Biden signed into law an extension of the Paycheck Protection Program (PPP) that allows small businesses and eligible non-profits to apply for PPP loans through May 31, 2021.

PPP is designed to help small business, nonprofits, veteran organizations, Tribal concerns, self-employed individuals, independent contractors, and other eligible borrowers keep their workers employed during the COVID-19 crisis.

EDC’s Economic 411 Labor Market Report for February 2021

The California Labor Market Information Division (LMID) released its February 2021 report earlier today, showing improvement in the unemployment rate, from 7.4% in January to 6.8% in February, based on strong growth in industry employment, up a net 6,100 jobs or 2.0%. Also on the upside, we saw strong growth in the labor force—that is, the total of workers both employed and unemployed but actively looking for employment—up by 7,100 workers in February, or 1.8%. For the monthly detail, check out LMID’s February report here.

he Shuttered Venue Operator Grant (SVOG), administered by the SBA’s Office of Disaster Assistance, offers grants for live venue operators, performing arts organizations, motion picture theater operators, cultural institutions and other eligible applicants. SVOG funding does not need to be repaid and can be used for specific expenses, such as payroll, rent, utilities and other costs.

If you’re an income eligible renter who has experienced a financial hardship due to COVID-19 and have past due rent, or you’re a landlord who has experienced a loss in income because of unpaid rent, you may be eligible to get financial assistance now through the CA COVID-19 Rent Relief program.

The program is not first come first served, rather priority will be given to those households with the greatest risk of being evicted.

Congress has approved a new $1.9 trillion federal relief package, more commonly known as the American Rescue Plan. The stimulus legislation, the largest of its kind, includes several measures to help stabilize small businesses and the economy.

EDC’s Economic 411 Labor Market Report for January 2021

The California Labor Market Information Division (LMID) released its January 2021 report early (March 12), delayed by about a month from the usual release date, accommodating the annual recalibration, helping to assure the monthly data aligns with continuing changes in the economy and labor markets.

The report shows no change from December in the unemployment rate, still at 7.4%, though a steep loss in payroll jobs month-over-month, down a total of 7,900.

On February 23rd, Governor Newsom signed into law a comprehensive package providing urgent relief for the small businesses of CA. Part of the package is allocated to a new program solely for certain eligible nonprofit cultural institutions.

This is a new program and will have a separate application process from previous rounds of the California Relief Grant.
