Labor Market Report for May 2023
The California Labor Market Information Division just released its May 2023 report, revealing some volatility in worker turnover but very little change in the major data points. Ventura County’s unemployment rate ticked up from 3.6% in April to a still very low 3.7% in May. And while we added a total of 1,800 industry jobs (700 in Farm; 600 in the public sector, mostly in Local Public Education; and a net of 500 gained in all other industries combined), there wasn’t enough to draw workers back to the labor force, as we had 1,300 workers drop out in May.

The Program aims to provide financial support to eligible businesses and nonprofits that have incurred costs for COVID-19 Supplemental Paid Sick Leave in compliance with Sections 248.6 and 248.7 of the Labor Code. Grants will be awarded based on eligibility and the availability of funds.

The award was presented to EDC SBDC the 62nd anniversary of the “E” Awards ceremony held on Tuesday, June 6, 2023.
Established in 1961 by President Kennedy, the President’s “E” Award symbolizes excellence in exporting and serves as the highest form of recognition bestowed upon individuals or entities in the United States for their significant contributions to the expansion of U.S. exports. In subsequent years, the Secretary of Commerce authorized the “E Star” Award to provide ongoing recognition for notable export promotion efforts.

Labor Market Report for April 2023
The California Labor Market Information Division just released its April 2023 report, revealing an odd mix of ups and downs in what is still a very volatile labor market. For the positive, hiring is up in nearly every industry sector and Ventura County has now fully recovered and surpassed our pre-pandemic level of jobs. The County is up by 7,200 jobs in all industries, as compared to April 2019, the best baseline controlling for both seasonal change and the impacts of COVID. Looking a bit more closely, we’re also up by 5,600 jobs on net in both the NonFarm sectors and in the total of all Private Sector industries. Our current total of 346,600 jobs in all industries is an historic high for Ventura County.

Ventura County’s unemployment rate improved slightly, from 4.1% in February to 4.0% in March, while the state as a whole remained unchanged at 4.8%. Our other major labor market indicators showed little change too, though generally for Ventura County trending toward the positive.

The Economic Development Collaborative (EDC), in partnership with multiple regional partners, officially launched the Ventura County Digital Upskilling Training Program—a FREE short-term training program that will increase the digital skills of job seekers, current workers and small business operators. The initiative seeks to expand the opportunities and earning power of Ventura County participants by providing them with much-needed digital skills training to help both individuals and employers in the County grow.
The training program was made possible by State Assemblymember Jacqui Irwin, who developed the project idea and secured $5 million in state general funds for a Digital Upskilling pilot in Ventura County. EDC President/CEO, Bruce Stenslie explained, “What this funding delivers is not only a resource to deliver training immediately for the benefit of workers and business, but also an opportunity for investing in local partners and drawing on national best practices for assuring our capacity to remain continuously competitive in workforce skills.”

PALM SPRINGS — Asia-Pacific Economic Cooperation (APEC) government officials and invited guests from international organizations, intergovernmental organizations, academia, and the private sector recently convened in Palm Springs, California for the First Senior Officials’ Meeting. Dr. Ray Bowman, Director of the Economic Development Collaborative’s Small Business Development Center (EDC SBDC), and Simona Racek, Trade Specialist with EDC SBDC, were invited by the Office of the United States Trade Representative to attend and present in two workshops that discussed accelerating the digitalization of trade.

The California Competes Tax Credit (CCTC) is an income tax credit available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size, or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. Applicants will be analyzed based on twelve different factors of evaluation, including number of full-time jobs being created, amount of investment, and strategic importance to the state or region.
Application Period Timeline: For the remainder of the 2022-2023, applications for the California Competes Tax Credit will be accepted during the following periods:

ECONOMIC OPPORTUNITY GRANT PROGRAM: PHASE 1
The Economic Opportunity Grant (EOG) Program is for microbusinesses located in the County of Los Angeles that have been hardest hit in the pandemic. Phase 1 will only allow microbusinesses who have been the hardest hit in the pandemic to apply to the first round offering $2,500 grants. These grants are funded in part through the California Office of the Small Business Advocate. Additional rounds will be determined based on funding availability. Application will be open until February 23 or until funds are expended.

On December 15, 2022, the Occupational Safety and Health Standards Board voted to adopt non-emergency COVID-19 prevention regulations. These regulations took effect on February 3, 2023 and will remain in effect for two years after the effective date, except for the recordkeeping subsections that will remain in effect for three years.
These regulations include some of the same requirements found in the COVID-19 Prevention Emergency Temporary Standards (ETS), as well as new provisions aimed at making it easier for employers to provide consistent protections to workers and allow for flexibility if changes are made to guidance in the future from the California Department of Public Health.
Note: These regulations apply to most workers in California who are not covered by the Aerosol Transmissible Diseases standard.

The California Labor Market Information Division (LMID) released its December 2022 report on Friday, showing a surprising but welcome drop in the Ventura County unemployment rate, from 3.7% in November to 3.2% in December. Minimum Wage: Effective January 1, 2023, the minimum wage is $15.50 per hour for all employers. Some cities and counties have higher minimum wages than the state’s rate. There is a list of City and County minimum wages in California maintained by UC Berkeley.
Wage Transparency: SB 1162 requires businesses with 15 or more employees to include information about salary ranges for all job postings. Workers will also have the right now to know the pay scale for their current position. Companies with 100 or more employees are required to submit pay data and wage history to the state by May of each year or face penalties. The California Competes Tax Credit (CCTC) is an income tax credit available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size, or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. Applicants will be analyzed based on twelve different factors of evaluation, including number of full-time jobs being created, amount of investment, and strategic importance to the state or region.
Application Period Timeline: For the remainder of the 2022-2023, applications for the California Competes Tax Credit will be accepted during the following periods:

The California Labor Market Information Division (LMID) released its November 2022 report on Friday, showing a rise in the Ventura County unemployment rate, from 3.4% in October to 3.7% in November. While that’s still an extremely low rate by any standard, the November increase is a bit unusual, given how we used to get a more substantial holiday boost in Retail hiring, and thereby a lowering of unemployment. That seasonal hiring of course has slowed in recent years, with the shift away from bricks and mortar Retail toward on-line purchasing. Ventura County did add 1,200 Retail jobs in November, but that’s low compared to what had been more commonly more than 2,000 up until around 2014, when the slide became more noticeable.
Looking at the larger picture for November, hiring in the other industry sectors wasn’t enough to compensate for the relatively slow holiday hiring in Retail, as we gained only a net 200 industry jobs. For the official November data, click here.

Labor Market Report for September 2022
The California Labor Market Information Division (LMID) released its September 2022 report on Friday, the overall data showing some positive change, including a net gain of 2,100 industry jobs and an improvement in the unemployment rate, from 3.5% in August to 3.3% in September.
Most encouragingly, the improvement in the unemployment rate came as a result of a gain by 3,100 more workers reporting employment and, happily, by a decline of 900 workers reported as unemployed.
Or put another way, our unemployment rate improved not because workers were dropping entirely out of the labor market (as has been the case for several recent months), rather, as we so strongly prefer, because more workers were taking jobs. This is good both for workers and their earnings as well as for employers who have been struggling to find workers to take their jobs. That noted, the gains varied widely across the key industry sectors. We’ll share more on how that played out by industry in our comments below. For the official September data, click here.

The Golden State Education and Training Grant Program (GSETGP) supports Californians who lost their jobs due to the COVID-19 pandemic with a one-time grant of $2,500 to reskill, up-skill and access educational or training programs to get back into the workforce.
Eligible Applicants:
Were displaced from employment due to the COVID-19 pandemic. To be a displaced worker, individuals would have to had lost their jobs completely, and not just experience a decrease in wages or business
Were not enrolled in a training program or institution of higher education at the time they were displaced from employment
Have been unable to obtain employment that provides an average monthly wage that is equal to or greater than the average monthly wage received from their employment prior to the COVID-19 pandemic

UPDATE: On September 29, 2021 Governor Newsom signed Assembly Bill 152 into law, extending Supplemental Paid Sick Leave through December 31, 2022. This extension does not allocate additional hours of leave.
2022 COVID-19 Supplemental Paid Sick Leave (SPSL) took effect on February 19, 2022. This SPSL is only applicable to employers, public or private, with 26 or more employees. Smaller employers will not be covered but may be covered by local supplemental paid sick leave ordinances.

Marvin Boateng started with the Economic Development Collaborative (EDC) as the Director of Lending in 2012. He oversees all of the EDC’s small business loan programs. In 2013, Marvin was recognized by the Pacific Coast Business Times “40 under 40” for his passion for public service. Marvin is an African American Board Leadership Institute Alumna (AABLI), a certified Economic Development Financial Professional (EDFP), and a Certified Valuation Analyst (CVA). Marvin earned a double bachelor’s in African American Studies and Economics from California State University, Northridge, and a Master’s in Public Policy and Administration (MPPA) from California Lutheran University. The California Labor Market Information Division (LMID) released its July 2022 report on Friday, Ventura County’s unemployment rate remaining unchanged from June to July at 3.2%, a bit off from our low of 2.7% in May, but still at an extraordinary low. The California Labor Market Information Division (LMID) released its June 2022 report on Friday, Ventura County losing a bit of ground from our unprecedented low unemployment rates the last two months, slipping up in June to 3.2%, from our low of 2.7% in May. Economic Development Collaborative (EDC) Business Alert — California Competes Tax Credit and Grant Program
The California Competes Tax Credit (CCTC) is an income tax credit available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size, or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. Applicants will be analyzed based on twelve different factors of evaluation, including number of full-time jobs being created, amount of investment, and strategic importance to the state or region.
Application Period Timeline: For the remainder of the 2022-2023, applications for the California Competes Tax Credit will be accepted during the following periods:
July 25, 2022 – August 15, 2022
January 3, 2023 – January 23, 2023

EDC’s Economic 411 Labor Market Report
The California Labor Market Information Division (LMID) released its May 2022 report last Friday, Ventura County breaking for the second month in a row our lowest recorded unemployment rate going all the way back to 1990, down from 3.0% in April to 2.7% in May. While both April and May were record-setting, the May number is truly remarkable, the first time in at least 32 years that Ventura County has dropped below three percent. That noted, you may recall from our prior recent reports that we’ve become less interested in the unemployment rate as an indicator of our economic health, and more focused on the size of our total labor force and the total numbers of employed workers and industry jobs. On each of those fronts we at least moved very moderately in the right direction in May, but not enough to suggest that our local economy is anywhere near fully recovered.

The California Labor Market Information Division (LMID) released its April 2022 report on Friday, showing an extraordinary improvement in the unemployment rate, down all the way from an already unprecedented low of 3.5% in March to 3.0% in April. Though rather than being encouraged by that data, we’re more convinced than ever that the unemployment rate in the COVID recovery era is all but meaningless as an indicator of our regional economic condition.

Did you know that any employer with at least five California-based employees, at least one of whom is age eighteen, that doesn’t already offer a workplace retirement savings vehicle will be required by state law to do so by June 30, 2022?
Businesses can either begin offering retirement savings through the private market or through CalSavers!
The CalSavers program ensures nearly all Californians have access to a workplace retirement savings program by offering employees a completely voluntary, low cost, portable retirement savings vehicle with professionally managed investments and oversight from a public, transparent board of directors, chaired by the California State Treasurer.

The six-county Uplift Central Coast Coalition—led by the Economic Development Collaborative, REACH and Monterey Bay Economic Partnership (MBEP)—is excited to announce its continued partnership to develop an application and secure our region’s share of California’s new $600 million Community Economic Resilience Fund (CERF).
The six county region as defined by the state for the CERF program and funding includes Ventura, Santa Barbara, San Luis Obispo, Monterey, Santa Cruz and San Benito.
The purpose of CERF is to support new plans and strategies to diversify local economies and develop sustainable industries that create high-quality, broadly accessible jobs for all Californians.

Economic Development Collaborative (EDC) — Economic 411 Labor Market Report for March 2022
The California Labor Market Information Division (LMID) released its March 2022 report on Friday, back on its regular schedule of the 3rd Friday of the month, this month again showing some strong gains for Ventura County, adding a net 3,000 jobs and the unemployment rate dropping from 4.1% in February to 3.5% in March. While the unemployment rate continues to move in the right direction, it’s not so much on the creation of new jobs, rather it’s on a depressed labor force, still down 11,900 workers since just before the pandemic.

The California Office of the Small Business Advocate (CalOSBA) announced grant award recipients?of the Inclusive Innovation Hub (iHub2) program. The California Labor Market Information Division (LMID) released its February 2022 report on Friday, again this month later than per the usual schedule of the 3rd Friday following the prior month, accommodating time for LMID’s annual recalibration of the data.
Ventura County had a strong month by nearly all labor market indicators, adding a total of 5,300 jobs, 1,900 in Farm, 2,700, in all other private sector industries and 700 in Government. The unemployment rate improved from 4.8% in January all the way down to 4.1% in February, putting us even with the U.S. rate and well ahead of California as a whole, at 4.8%. Even more encouraging, our Labor Force increased by 5,200 workers jumping back into the game, now at 413,100. For the official data, click here. For our reflections, please read on.

The California Competes Tax Credit (CCTC) and Grant Program (CCGP) are available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size, or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. Applicants will be analyzed based on twelve different factors of evaluation, including number of full-time jobs being created, amount of investment, and strategic importance to the state or region.
