Alondra Gaytán began her career with the Economic Development Collaborative (EDC) in 2014 and currently serves as the Director of Strategic Relations, overseeing vital relationships with EDC’s partners and stakeholders. During her tenure as Client Services Manager, Alondra successfully managed a team of 60 business advisors, focusing on strategies for client retention, engagement and advisor recruitment. Recognizing her leadership and contributions to the business community, she was honored as one of the Pacific Coast Business Times’ “40 under 40” in 2022. In addition to her professional achievements, she is actively involved in the community, serving on the board of Bell Arts Factory. Alondra is also a part of the Ventura County Leadership Academy (VCLA) Cohort XXX, where a new, diverse group of emerging leaders participates in a nine-month program designed to explore key issues shaping Ventura County.

VENTURA COUNTY — The Ventura County Computer Basics program has been transforming lives by providing essential digital skills to over 450 participants to date. The program was launched by the Economic Development Collaborative (EDC) to train and empower individuals underserved by current upskilling opportunities and who have little to no experience with computers, enabling them to confidently navigate the digital world, improve their job prospects and increase their earning potential. Now, EDC has created a Computer Basics Course Replication Toolkit that can be used by anyone to expand the impact of the course and get the critical curriculum to more people across the state.

The California Labor Market Information Division has released its August 2024 report, showing a slight uptick to the unemployment rate, from 5.0% in July to 5.2% in August. We’re currently up from a low 3.6% just a few months back in May, and also up from one year ago, in August 2023, at 4.8%.

While a rise in the unemployment rate in the summer months is routine, we are seeing a real and troublesome increase in the number of unemployed workers (that is, residents looking for work but either not finding it or not choosing to take it). At 21,600 unemployed workers, that’s the highest number we’ve had since 2021, back when we were still in the throes of COVID.

The U.S. Small Business Administration (SBA) declared a disaster on September 4 for damages to businesses resulting from the Lake Fire, which occurred from July 5 – August 4, 2024. This is an opportunity for business owners to apply for working capital for those who were economically impacted by the Lake Fire. The deadline to apply for economic injury is June 6, 2025.

The California Competes Tax Credit (CCTC) is an income tax credit available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. Applicants will be analyzed based on fourteen different factors of evaluation, including number of full-time jobs being created, amount of investment and strategic importance to the state or region.

Application Period Timeline: For fiscal year 2024-2025, GO-Biz will accept applications for the California Competes Tax Credit during the following periods:

July 22, 2024 – August 12, 2024
January 6, 2025 – January 27, 2025
February 24, 2025 – March 10, 2025

Thanks to a recent contract the Economic Development Collaborative won from the Employment Training Panel, your company can now be reimbursed for training. Bilingual report — Economic Development Collaborative (EDC) 411 Labor Market Report

The California Labor Market Information Division has released its June 2024 report, showing a large increase to the unemployment rates across most all regions. The US moved from 3.7% in May all the way up to 4.3% in June, California followed suit, from 4.6% to 5.3%, as did Ventura County, from 3.7% in May to 4.5% in June. 

These increases are seasonal, an annual pattern that occurs with the start of summer. That noted, not that many years ago the seasonal change wasn’t so severe, with lots of younger workers finding summer employment, especially in Retail, to offset the losses in Education for the summer, but those summer jobs of course have cooled with the larger move away from bricks and mortar based sales to on-line activity.

The California Labor Market Information Division released its April 2024 report on June 21, with a mix of positive and negative news for Ventura County.

On the upside, the County unemployment rate improved dramatically, from 4.2% in May all the way down to 3.7% in June. We’re on a strong four-month run of steady improvements, down from a recent high mark of 5.2% in January.

On the downside, we had a rather weak month for job creation, a net gain of only 2,600 jobs, 1,000 in Farm and 1,600 in the Nonfarm sectors. The Nonfarm gains were restricted mostly to only four sectors, Professional & Business Services up 300, Private Education & Health Services up 400, Leisure & Hospitality up 500, and Local Government—mostly Educational Services—up 400.

Labor Market Report for April 2024

The California Labor Market Information Division released its April 2024 report on May 17 showing a strong monthly improvement in the unemployment rate—down from 4.6% in March to 4.2% in April—though nearly all of that improvement appears to be owing to a drop in the labor force by 4,200 workers and by a gain of 2,600 jobs in Farm. Aside from the Farm sector, the County’s net gain of jobs was only 300, making April a very slow month overall for hiring.

The California Labor Market Information Division released its March 2024 report, displaying a strong improvement in the Ventura County unemployment rate, from an adjusted 5.1% in February down to 4.6% in March. Job creation was more moderate in improvement, with a net increase by 2,900 payroll jobs, driven primarily by an increase in Farm jobs, up 1,800 in March.

Looking year-over-year, Ventura County added 7,200 jobs across all industries, 5,000 in the private sector, 1,200 in the public sector.

The California Competes Tax Credit (CCTC) is an income tax credit available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. Applicants will be analyzed based on twelve different factors of evaluation, including number of full-time jobs being created, amount of investment, and strategic importance to the state or region.

If you received a Paycheck Protection Program (PPP) or COVID-19 Economic Injury Disaster Loan (COVID-19 EIDL) loan from the U.S. Small Business Administration (SBA) for under $100,000 and are in default, the SBA recommends you take action before March 3, 2024.  

The U.S. Small Business Administration will begin referring defaulted PPP and COVID-19 EIDL borrowers with loans under $100,000 to the U.S. Treasury Department and the Internal Revenue Service for collection beginning March 4, 2024.

The California Labor Market Information Division has released its December 2023 report, showing little change for Ventura County in net industry employment—up by only 100 jobs, November to December, and no change to the unemployment rate, at 4.7%. That rate puts Ventura County ahead of the state as a whole, which is at 5.1% unadjusted, though trailing the U.S. average at 3.5%.

There are a couple of indicators that especially disappoint this month, specifically, the total Labor Force and the total number of employed workers. The total labor force is down, month-over-month, by 2,300, to 417,400. That’s 6,400 fewer workers in the total labor force since prior to the pandemic. More concerning is the decline by 11,200 employed workers over the same time.

U.S. Small Business Administration (SBA) issued an Administrative Disaster Declaration on Jan. 10 for damages to businesses and homes resulting from the Storm and Flooding that occurred Dec. 21-23, 2023. It is important that homeowners, renters or business owners apply for assistance to initiate an SBA application as a result of physical damage by the Physical Damage deadline of March 11, 2024. The Economic Injury Deadline is October 10, 2024.

Counties Impacted by the Disaster Declaration

Primary County: Ventura County
Contiguous Counties: Kern, Los Angeles and Santa Barbara. These counties are also eligible for both physical damage and economic injury benefits.

Labor Market Report for November 2023

The California Labor Market Information Division has released its November 2023 report, showing a slight step back by most of the major indicators, with a net gain of only 1,600 Nonfarm jobs and an uptick in the unemployment rate, from 4.5% in October to 4.7% in November.

Looking on the positive side, Ventura County continues to attract workers back into the labor force, now at 419,700, though still down 3,200 workers since prior to COVID. What’s helping draw workers back in is that we’ve gained 7,000 payroll jobs over the same period, since November 2019. Work opportunities are increasingly abundant, though apparently not attractive enough in wages, benefits and working conditions to attract the still several thousand retirees and others who exited during COVID.

The California Competes Tax Credit (CCTC) is an income tax credit available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. Applicants will be analyzed based on twelve different factors of evaluation, including number of full-time jobs being created, amount of investment, and strategic importance to the state or region.

Application Period Timeline: For the remainder of the 2023-2024, applications for the California Competes Tax Credit will be accepted during the following periods:

January 2, 2024 – January 22, 2024
March 4, 2024 – March 18, 2024

The California Labor Market Information Division has released its October 2023 report, showing job growth in Ventura County across just about all industry sectors and losses in none.

For the most encouraging news, now at 349,600 total industry jobs, Ventura County is up by more than 10,000 jobs since just prior to the pandemic.

While that’s extraordinarily positive for overall recovery, the major labor market indicators are still a bit mixed, as we had a slight uptick in October in the number of unemployed workers and in the unemployment rate, up from 4.4% in September to 4.5% in October. To be clear, the unemployment rate is up not because we’re failing to create jobs, rather because more workers are coming back to the labor force and because volatility, or churn—workers changing jobs—remains high.

Labor Market Report for September 2023

The California Labor Market Information Division released its September 2023 report earlier this month, showing moderate improvement across all the major labor market indicators. Ventura County gained a total of 2,800 industry jobs, helping to lower the unemployment rate from 4.7% in August to 4.5% in September. 

While those are positive indicators for the economy, more interesting was the increase in the total labor force by 5,900 workers, now at 418,800, an encouraging upsurge but still 2,300 workers shy of our pre-pandemic level in September 2019. It appears now that most of the workers that dropped out during COVID are back, except—and this is significant—for those who aged out of the labor force or left the region entirely. The “aging out” piece might be the biggest part of the story, as the demographics show we are aging as a region.

Labor Market Report for August 2023

The California Labor Market Information Division released its August 2023 report earlier this month, showing for Ventura County a month-over-month decline by 600 jobs and an increase in unemployment. The County’s unemployment rate increased from 4.2% in July to 4.6% in August. 

Most every summer we see a small increase in the unemployment rate from July to August, though this year’s bump is considerably larger than usual. We note, however, that the State’s Labor Market Information Division just completed a recalibration of the labor market data, and the adjustments often result in some unusual discontinuity at the industry sector level.  

With that in mind, we note that Ventura County’s job losses were concentrated in three industry sectors, Farm down 1,200, Private Education and Health Services down 500, and Leisure and Hospitality down by 1,000

SANTA PAULA — The Economic Development Collaborative (EDC) has been granted first-year funding by the Ventura County Community Foundation (VCCF) to advance the Isabella Project. With the impending implementation of Universal Pre-K (UPK) in California, the funding will be instrumental in addressing potential disruptions faced by early childhood education (ECE) providers and fostering resilience during this transition.

California’s implementation of UPK over the next several years with full implementation by 2025-26 will ensure all children who turn four years old by September 1 of a given school year are provided free access to a Transitional Kindergarten (TK) program from their local school district.

CMTC: EXPLORING ENERGY AND PRODUCTIVITY SAVINGS: A CLOSER LOOK AT INDUSTRIAL ASSESSMENT CENTERS AND THE IMPLEMENTATION GRANT PROGRAM

In California, there are four U.S. Department of Energy (DoE)-funded Industrial Assessment Centers (IACs) that offer no-cost energy assessments to small and medium-sized manufacturers (SMMs) – during these assessments, IACs typically identify up to 10-20% in energy and productivity savings. To further support SMMs, the DoE is currently offering the Implementation Grant Program which provides SMMs with funding of up to $300,000 with a 50% cost share for implementation of energy-efficient equipment based on recommendations made in IAC assessments. Labor Market Report for June 2023

The California Labor Market Information Division released its June 2023 report, showing a net drop of 1,000 jobs in Ventura County, though nearly all seasonal and anticipated. The public schools dropped 700 jobs as we roll into summer and the Farm sector shed 600, the latter actually fewer than the usual May to June decline. For a longer term take on the Farm industry, at a current 29,800, Ventura County is up some 2,000 jobs since prior to the pandemic and off by just 100 over our high mark way back in 2011.

With those seasonal declines the Ventura County unemployment rate also took a hit, from 3.7% in May up to 4.2% in June. That keeps us considerably ahead still of the state as a whole, at 4.9%, though trailing the U.S. at 3.8%.

The California Competes Tax Credit (CCTC) is an income tax credit available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. Applicants will be analyzed based on twelve different factors of evaluation, including number of full-time jobs being created, amount of investment, and strategic importance to the state or region.

Application Period Timeline: For the remainder of the 2023-2024, applications for the California Competes Tax Credit will be accepted during the following periods:
